Salisbury Street Raleigh, NC 27604 Archdale Building - 9th floor 7-ii-iDominion- Re: Dominion Transmission, Inc., Atlantic Coast Pipeline North Carolina Department of Environmental Quality — Revised 401 Water Quality Certification and Riparian Buffer Authorization Application Dear Ms. Burdette: Please find enclosed the revised application materials being submitted by Atlantic Coast Pipeline, LLC (Atlantic) for the proposed Atlantic Coast Pipeline Project (ACP) to seek an Individual 401 Water Quality Certification from the North Carolina Department of Environmental Quality (NCDEQ), Division of Water Resources. The application materials include the Pre -Construction Notification Form, utilized by NCDEQ and U.S. Army Corps of Engineers, along with supporting documentation (e.g., supplemental materials, maps, tables, project mitigation plans, etc.) for Atlantic's proposed ACP. In addition, a check for $570 is enclosed for the NCDEQ major water quality application fee. Atlantic is a company formed by four major U.S. energy companies — Dominion, Duke Energy, Piedmont Natural Gas, and AGL Resources. The company was created to develop, own, and operate the proposed ACP, an approximately 604.6 -mile -long, interstate natural gas transmission pipeline system designed to meet growing energy needs in Virginia and North Carolina. Atlantic has contracted with Dominion Transmission, Inc. (DTI), a subsidiary of Dominion, to seek authorization from the Federal Energy Regulatory Commission under Section 7(c) of the Natural Gas Act to construct, own, operate, and maintain the ACP on behalf of Atlantic. Approximately 198.6 miles of the project will be located within North Carolina. Atlantic appreciates your efforts and coordination to date.
