The facility is located on Duke Power Road, off NC State Road 1002 just south of Cliffside, North Carolina, on the Broad River. The facility currently has two units in operation (Units 5 and 6). Units 1 through 4 were retired in October 2011 and are in the process of being decommissioned. Unit 5 has a capacity of 562 net MW and utilizes closed -cycle, forced -draft cooling towers for heat dissipation. Unit 5 cooling tower make-up water is withdrawn at a maximum rate of 0.39 m3/sec (14 cfs) and the blowdown is discharged to the ash basin. Unit 6 has a capacity of approximately 825 net MW and utilizes a closed -cycle, forced -draft cooling towers for heat dissipation. Unit 6 cooling tower make-up water is withdrawn at a maximum rate of 0.62 M3/sec (22 cfs). A wet flue as desulfurization (FGD) control technology on Unit 5 began operation in the fall of 2010. Unit 6 has wet and dry FGD control technology. The Broad River supplies the Condenser Cooling Water (CCW) and other service water systems from an intake located just upstream from the diversion dam on the Broad River. A raw water pumping system supplies water for Units 5 and 6. The pumps have traveling screens for debris removal. Debris collected on the screens consists of twigs, leaves, and other material indigenous to the river and is, therefore, flushed back to the river_ The system has control valves that allow water to be recirculated to the suction side of the pumps instead of overflowing raw water storage tanks. In developed areas, runoff flows over land to ditches and catch basin which are connected to a buried network of pipes. Stormwater from areas with significant materials or activities is routed through treatment systems prior to discharge. Rainfall runoff from the plant yards, coal handling areas, coal pile, Units 5 and 6, and the FGD site go to the yard drainage basin; effluent from the holding basin is pumped to the ash basin. Rainfall runoff from the switchyards that contain oil - cooled transformers is routed through oil water traps. The Rogers Energy Complex (Cliffside Steam Station) was included in the stormwater application submitted to the Environmental Protection Agency (EPA) in March 1991. EPA Form 2F has been submitted as part of the National Pollutant Discharge Elimination System (NPDES) renewal applications. The most recent NPDES renewal was submitted in January 2010. STORMWATER OUTFALLS AND DRAINAGE AREA DESCRIPTIONS The facility has two NPDES discharge outfalls and one internal NPDES discharge. The NPDES discharges are described below • NPDES Outfall 002 —Ash Settling Basin This discharge contains treated wastewater from the 75 -acre ash settling basin. The treated wastewater contains low volume wastes, coal pile runoff, metal cleaning wastes, treated domestic wastewater, chemical metal cleaning wastes, effluent from the wastewater treament system, ash transport water, coal combustion product (CCP) landfill leacahate (landfill contains fly ash, bottom ash, and gyspum from FGD system), cooling towers blow down, and runoff from the limestone and gypsum stacking area. • NPDES Outfall 002a — Eme[gency Emergencyoverflow/SW Outfall 007 This is an emergency and drainage basin overflow. Discharge from this outfall is not a normal occurrence. See Yard Drainage Basin. • NPDES Internal Outfall 004 — Wastwater Treatment System WWTP The wastewater treatment system for the Unit 5 FGD blowdown discharges to the yard settling basin through NPDES Internal Outfall 004. This section details the drainage basin characteristics of the stormwater outfalls that discharge to surface waters. Included in the description is the approximate location coordinates of the outfalls, the amount of impervious surface area within the drainage area, a description of any significant materials and activities located within the drainage areas, the type of discharge conveyances, and a description of any discharge control measures. Additional outfalls have been excluded because either they have been abandoned or because they are not located within the vicinity of the station or any industrial activity. The outfall locations and contributing drainage area delineation are shown on the accompanying plan site plan. Also included is a Project Location Map. In addition to the significant materials that are particular to each drainage basin, herbicides are applied to selected areas throughout Rogers Energy Complex to eliminate undesirable vegetation along railways, ash pipelines, and the perimeter fence. Herbicides are also applied, as needed, in the gravel parking lots, switchyard, and laydown areas. Herbicides are sprayed around the yard sumps, transformers, trailers, and the intake structure. All herbicides used at Rogers Energy Complex are approved by the company as environmentally safe when used according to directions. Records are retained at the site to document information such as the areas treated, the type of herbicide used, and the amounts of herbicide used Certain stormwater outfall drainage areas share similarities regarding the presence of significant materials and/or activities. Based on these similarities, stormwater discharges from certain groups of outfalls can be represented by the discharge of a designated outfall within the group. Outfall SW001 (Drainage Area 1) Discharge Structure: 24 -inch -diameter CMP Control Structure: 30,000 -gallon oil tank trap Location: Broad River at Unit 5 Switchyard Coordinates: 35013'8.38"N 81046'3.15"W Drainage Area: 3.6 acres Impervious Area: 30 percent Area Description Drainage Area 1 includes the Unit 5, 115 kV switchyard and the relay house. The switchyard is fenced and covered with gravel. The switchyard is relatively flat and elevated slightly above the surrounding ground. A curb surrounds the southern and western perimeters, and ditches divert upland runoff around the switchyard. There are approximately 2 acres of gravel area and 1 acre of paved roadways within this drainage basin. Approximately 30 percent of this drainage basin is impervious area. Sic nificant Materials/Controls Oil: Switchgear equipment in the Unit 5, 115 kV switchyard contains a total capacity of 47,891 gallons of mineral oil. The AT -1 transformer contains 15,906 gallons of mineral oil, and the AT -2 transformer contains 20,764 gallons of mineral oil. The 17 oil -cooled circuit breakers contain a total of 11,221 gallons of mineral oil. Stormwater from this area is processed through a 30,000 -gallon oil trap tank water separator. Outfall SW002 (Drainage Area 2) Discharge Structure: 18 -inch -diameter CMP Location: Broad River at Unit 5 Switchyard Coordinates: 35°13'11.69"N 81045'54.57"W Drainage Area: 4.6 acres Impervious Area: 40 percent Area Description Drainage Area 2 includes the Unit 5, 230 kV switchyard. The switchyard is covered with gravel. The switchyard is relatively flat and elevated slightly above the surrounding ground. A curb surrounds the southern and eastern perimeters, and ditches divert upland runoff around the switchyard. There are about 2.7 acres of gravel surface and 1 acre of paved roadways within this drainage basin. Approximately 40 percent of this drainage basin is paved. Significant Materials/Controls Oil: Two components in the 230 kV switchyard contain a total of 342 gallons of mineral oil. All other components in the 230 -kV switchyard are air/gas cooled. Outfall SW004 (Drainage Area 4) Discharge Structure: 24 -inch -diameter CMP Control Structure: 20,000 -gallon oil trap tank Location: Broad River at Units 1 through 4 Switchyard Coordinates: 35°13'15.88"N 81045'32.22"W Drainage Area: 2.4 acres Impervious Area: 50 percent Area Description Drainage Area 4 is comprised mostly of the Units 1 through 4 switchyard. The switchyard is covered with gravel. It is slightly elevated from the surrounding grade and surrounded by concrete curbing, except on the northwest end. Less than five percent of this drainage area is paved. Slgnificant Materials/Controls Oil: Switchgear equipment in this drainage basin contains 36,872 gallons of mineral oil. Stormwater runoff from this drainage area is processed through a 20,000 -gallon oil trap tank. Waste: The Units 1 through 4 septic tank and associated piping are located in this area. Outfall SW005 (Drainage Area 5) Discharge Structure: Open, grated concrete trenches Location: Discharge canal near the former Units 14 Powerhouse Coordinates: 35013'14.73"N 81045'30.52"W Drainage Area: 2.3 acres Impervious Area: 70 percent Area Description These trenches are used to return river water used to wash debris from the intake screens. Roof drainage from the Units 1 through 4 turbine room roofs is discharged into these trenches via a French drain system. The turbine room roofs cover about 0.5 acre. The trenches are open and covered with grating so runoff from the adjacent areas can enter them. The trenches run from the intake room to the discharge canal. The area surrounding them is relatively flat and covered with grass and gravel. Units 1 through 4 are in the process of being decommissioned. The river water intake system is currently planned to remain in place. Siqnificant Materials/Controls Parking: The gravel area in back of the powerhouse can be used for parking. Oil: There are raw water vacuum pumps containing lube oil in this area. The pumps are located within a metal containment bin. There are three pole -mounted voltage regulators containing mineral oil in this area. The regulators are located within a gravel containment berm. Waste: The Units 1 through 4 septic lift station piping is underground in this area. Outfall SWO09 (Drainage Area 9) Discharge Structure: 42 -inch -diameter concrete pipe, rock channel to river Control Structure: NIA Location: West of Unit Coordinates: 35013'0.68"N 81046'1 0.68"W Drainage Area: 165 acres Impervious Area: 20 percent Area Description Drainage Area 9 includes the inactive Unit 5 ash basin, a soil/stockpile area, a pond, and three laydown areas (#1A, #113, and #1C). Stormwater runoff from the area is collected into sedimentation basins. In the event of heavy rains, overflow is conveyed through surface drainage channels to sediment basin #3 (SB -3). Overflow from SB -3 is conveyed from a 42 - inch -diameter concrete pipe into a rock channel, and then into the Broad River. The following is a list of laydown or work areas and the corresponding erosion control measures taken for that area: • The soil/stockpile area contains excess soil, rock, and concrete debris from on-site construction activities. Runoff from this area is conveyed via sheet flow toward SB -3. • Laydown Area # 1A contains scrap metal and equipment (with no liquids) from the Units 1 through 4 decommissioning project. Drainage is routed toward SB -3 via a surface drainage swale. Laydown Area #1 B is located near the clubhouse and helicopter pad. This area is a gravel lot with no equipment currently stored on it. Occasionally, equipment with no liquids is stored in the area. Runoff from this area is conveyed toward SB -3 via a surface drainage Swale. • Laydown Area #1 C is located west of the transmission line corridor that passes through the drainage area. This area is a gravel lot with no equipment currently stored in it. Occasionally, equipment with no liquids is stored in the area. Runoff from this area is conveyed toward sediment basin SB -4. In the event of heavy rains, runoff is conveyed to the Pond located to the northeast. The Pond drains to SB -3 via a surface drainage swale. Significant Materials/Controls Laydown Areas: Spare equipment, parts, steel, iron, cable, and miscellaneous supplies (currently, from the Units 1 through Unit 4 decommissioning project) are stored in the flat, gravel laydown yard #1A. Similar equipment may be stored in the laydown yards #1 B and #1 C. The equipment and supplies stored in the laydown yards generally do not contain liquids. The oil water separator is pumped out as necessary. Gypsum and Fly Ash: Trucks haul gypsum and fly ash through this area along a paved haul road. There is potential for gypsum and/or fly ash to spill out of the trucks. Outfall SW016 (Drainage Area 16) Discharge Structure: Ten 8 -inch -inch -diameter High Density Polyethylene (HDPE) drains Control Structure: NIA Location: East of Unit 6, South of Yard Drainage Basin Coordinates: 35012'53.15"N 81°45'23.49"W Drainage Area: 7.1 acres Impervious Area: 0 percent Area Description This drainage area includes railroad tracks where limestone is loaded/unloaded from rail cars. From the limestone unloading building to the south there are ten 8 -inch -diameter HDPE slope drains that convey runoff from the railroad tracks toward Suck Creek. There is one slope drain to the north of the building. The remaining portion of the drainage area is non -industrial and sheet flows toward Suck Creek. Significant Materials/Controls Limestone: Potential for a spill during railroad activities. Outfall SWO16 (Drainage Area 16) Discharge Structure: Five CMPs Beneath Railroad Tracks Control Structure: NIA Location: East of Landfill, South of Drainage Area 9 Coordinates: 35°12'17.94"N 81°45'43.03"W Drainage Area: 70 acres Impervious Area: 0 percent Area Description Drainage Area 16 consists of approximately 5,000 feet of railroad tracks, a gravel parking/laydown area, a portion of the haul road to the fly ash/gyspum landfill, and part of Duke Power Road and the largely vegetated area east of the entrance to the plant. Stormwater runoff from the approximately 5,000 feet of railroad tracks is conveyed into a rip rap channel and discharged into Suck Creek via five different culverts. The gravel parkingllaydown area has two large sedimentation basins (SB -5 and SB -6) and two rock dams (RD -4 and RD -5). Overflow from SB -5 and SB -6 is conveyed through a pipe into a corresponding riprap area. RD - 4 and RD -5 have rip rap spillways designed for overflow. Overflow is not a normal occurrence. The haul road to the fly ash/gypsum landfill runs from east to west and is located south of the sediment basins and rock dams. Runoff from the haul road is conveyed via sheet flow toward the rock dams and sediment basins. Stormwater runoff from part of Duke Power Road and largely vegetated area east of the plant entrance travels via sheet flow to a drainage ditch that conveys the water to Suck Creek. Significant Materials/Controls Limestone/Coal/: Potential for a spill or leak from rail cars. Anhydrous Ammonia: Potential for a spill or leak from truck deliveries Laydown Area: Spare equipment, parts, steel, cable, and miscellaneous supplies are periodically stored in the laydown area. The equipment and supplies generally do not contain liquids. Fly Ash/Gypsum: Potential from fly ash and/or gypsum to spill during hauling activities. No significant materials are stored in the rest of the drainage area. REMAINING DRAINAGE AREAS This section describes additional non -industrial stormwater runoff areas at Rogers Energy Complex that discharge into surface waters and non-stormwater discharge drainage areas that are in the station yard sump system that pump to the ash basin. Also described are drainage areas that either do not have an outfall, or have an outfall that is far away from the creek/river and/or is temporary. Outfall SWO06 (Abandoned) Discharge Structure: 36 -inch -diameter CMP Location: Coordinates: Area Description Discharge Canal 35° 13' 10.22hN 81045'30.82"W This outfall has been abandoned, and the drainage basin is largely routed to the yard sump. The stream enters a 36 -inch -diameter CMP pipe on the west side of the switchyard and continues under the switchyard. The outfall ends into a channel between the Broad River and the switchyard and flows into the Broad River. Significant Materials/Controls No significant materials are located in this drainage area. Drainage Area 14 Discharge Structure: Sheet flow Control Structure: NIA Location: Broad River Coordinates: 35°13'11.17"N 81045'31.43"W Drainage Area: 0.6 acres Impervious Area: 0 percent Area Description This drainage area conveyed water on the downriver side of 1-4 building. There was one yard drain that was tied into Condenser Cooling Water Discharge (NPDES 001). This drain and the CCSW Tunnel were filled with flowable fill in 2014. Decommissioning of Units 1 through 4 is underway. Runoff in this area sheet flows toward the CCW Canal 1 Broad River. Significant Materials/Controls No significant materials are stored in this drainage area. Landfill Drainage Area Discharge Structure: Four CMPs Beneath Railroad Tracks Control Structure: Detention pond Location: Southwest corner of site, West of Drainage Area 16 Coordinates: 35°12'21.88"N 81°46'22.25"W Drainage Area: 122 acres Impervious Area: 5% Area Description: Stormwater runoff from active cells at the landfill is directed into the leachate collection system and pumped to the leachate collection basin, then to the ash basin. Stormwater runoff from inactive cells and exterior slopes drains to a sediment basin and then through CMPs beneath the railroad tracks and into Suck Creek. Laydown Area #2 Discharge Structure: Rip rap Control Structure: NIA Location: North of Landfill, Southwest of Drainage Area Coordinates: 35012'38.17"N 81°46'19.34"W Drainage Area: 10.8 acres Impervious Area: 5 percent Area Description Stormwater runoff from this area is collected into sedimentation basin SB -7. Overflow is routed through rip rap channels and is conveyed to a nearby stream that feeds into the Broad River. Significant Materials/Controls Laydown Area: Spare equipment, parts, steel, iron, cable, and miscellaneous supplies are periodically stored in a flat, concrete laydown yard adjacent to the warehouse. The equipment and supplies generally do not contain liquids. Unit 6 Switchyard Area Discharge Structure: 18 -inch -diameter, 24 -inch -diameter, and 30 -inch -diameter concrete Area Description This drainage area includes the Unit 6 500 kV switchyard. The switchyard is covered with gravel. The switchyard is relatively flat and elevated slightly above the surrounding ground. A curb surrounds the southern and eastern perimeters, and ditches divert upland runoff around the switchyard. There are about 11.8 acres of gravel surface within the drainage area. Drainage from the switchyard is conveyed via three concrete culverts along the south and southwest border of the switchyard. The runoff then flows south/southwest toward the Broad River. Significant Materials/Controls Mineral Oil: There are two transformers in the switchyard containing mineral oil. YARD DRAINAGE BASIN The Yard Drainage Basin is located east of the coal pile and the Broad River. Effluent from the Yard Drainage Basin is pumped to the station's 75 -acre ash settling basin. Area Description The Yard Drainage Basin is approximately 2.8 acres. The drainage area for the Yard Drainage Basin covers approximately 150 acres and is comprised of Drainage Area 7. The drainage area covers "Industrial" wastewater from the powerhouses and includes effluent from the turbine room sumps, boiler room sumps, ash sumps, and cooling tower dewatering sumps. The area that was formerly drained by Stormwater Outfall 6 includes the coal unloading area, raw water storage tanks, and the clarifier. There is a large storage building and two laydown areas. The anhydrous ammonia tanks for the Selective Catalytic Reduction SCR project are located adjacent to the clarifier. Stormwater runoff from most of the plant yards, powerhouse roofs, and from the coal pile drains to the yard sump. Roofed areas at the powerhouses, warehouses, tractor shed, coal sampling and crusher houses, and various outbuildings comprise approximately 4 acres. Floor drains from the tractor culverts Control Structure: NIA Location: Across river, north of plant, off of McCombs Road Coordinates: 35013'37.49"N 80044'49.10"W Drainage Area: 11.8 acres Impervious Area: 0 percent Area Description This drainage area includes the Unit 6 500 kV switchyard. Floor drains from the tractor shed, hazmat storage area, and car wash station flow to the Yard Drainage Basin. The ash lines, ash silos, and ash handling activities are in this drainage basin. There are several equipment and material laydown areas and temporary staging areas. About 50 percent of this drainage basin is paved or roofed. Si nificant Materials/Controls Oil: There are several fuel oil tanks in the plant yards. Unit 6 fuel oil tank has 136,000 gallon capacity. Unit 5 has two fuel oil tanks with a capacity of 50,000 and 35,000 gallons. At Units 1 through 4 the demolition contractor has two fuel oil tanks that have a capacity of 8,000 each. There is a 6,000 -gallon diesel fuel oil tank and dispenser at the tractor shed for fueling bulldozers. Concrete dikes surround all of these tanks. Stormwater that collects within the dikes is inspected for the presence of oil prior to being released by unlocking and opening the release valve. The tanks are filled from an 8,000 -gallon tanker truck. DOT regulations are followed. Oil clean-up supplies are available nearby in the event of spills. Powerhouse equipment contains a total of about 25,586 gallons of oil. There is a gasoline dispenser northwest of the tractor shed. The gasoline is stored in a 1,000 -gallon, double -walled underground tank. The tank is filled by a 1,500 -gallon tanker truck. An earthen berm is situated behind the dispenser to ensure spills and runoff flow toward catch basins that drain to the holding basin. There is a 4,000 -gallon used oil storage tank adjacent to the Unit 5 new oil storage house. The tank is surrounded by a concrete dike. Stormwater that collects within the dikes is inspected for the presence of oil prior to being released by unlocking and opening the release valve. Used oil drums and oily waste products are stored on a concrete pad adjacent to the waste oil tank. New 55 -gallon drums of petroleum products are stored inside the new oil house. The quantity of drums varies, but generally, the total amount stored in the new oil house could be approximated as 2,750 gallons. An earthen berm is situated behind the entire area to ensure spills and runoff flow toward catch basins that drain to the Yard Drainage Basin. Oil clean-up supplies are stored adjacent to the used oil tank. Used oil drums and oily waste products are stored in an adjacent shed. About 220 gallons of motor oil and hydraulic fluid are stored in drums inside the tractor shed. The Unit 5 main transformers are located on the northwest side of the powerhouse, and the start-up transformers are located around the corner on the northeast side of the powerhouse. The transformers are surrounded by a short concrete curb. The transformers contain a total of 45,237 gallons of mineral oil. Oil content for individual components are: • SLIT: 13,380 gal. • SAT: 4,047 gal. • SCTA & SCTB: 27,810 gal. Two new transformers have been installed to supply power to the FGD. They are located on the northwest of Unit 5 and are tied to the 230 kV auxiliary lines. The transformers contain a total of 16,264 gallons of mineral oil. The Unit 5 precipitators are located on overhead supports adjacent to the powerhouse on the southeast side. There are 32 transformers for the Unit 5 precipitators, and they contain a total of 6,080. gallons of mineral oil. The Units 1 through 4 precipitators are southwest of the powerhouse. There are 14 transformers for the Units 1 through 4 precipitators that contain a total of 2,414 gallons of mineral oil. A transformer for the pumps at the Yard Drainage Basin has 270 gallons of mineral oil. All spills will be contained and managed per the applicable state and federal hazardous waste regulations. Laydown Areas and Temporary Staging Areas: Spare equipment, parts, steel, cable, and miscellaneous supplies are stored in laydown areas throughout the site. The equipment and supplies generally do not contain liquids. Parking: There are several areas used for parking within this drainage basin. Wastewater: Plant wastewater from equipment discharges, floor drains, sumps, FGD wastewater treatment plant, and the car wash station is routed to the plant yard drainage sump. This wastewater may include oil, chemical, and hazardous waste spills. There are also two septic waste water package plants that discharge to the plant waste system Gypsum and Limestone: Runoff in the area of the gypsum and limestone is conveyed to a stormwater pond and is ultimately discharged to the ash basin. IDENTIFICATION OF PAST LEAKS AND SPILLS Within the past three years, there have not been any significant spills of hazardous substances in excess of reportable quantities set forth by Section 311 of the Clean Water Act or Section 102 of CERCIA. All significant spill incidents are logged by the Environmental Coordinator, and the necessary updates are made to the various related plans and procedures. All environmental incidences at Rogers Energy Complex are stored for review in eTrac. IDENTIFICATION OF NON-STORMWATER DISCHARGES Non-stormwater discharge is conveyed through Stormwater Outfalls 003, 005, 006, and 009. The non-stormwater discharge at Stormwater Outfall 003 is believed to be the result of groundwater infiltration. The non-stormwater discharge at Stormwater Outfall 005 is intake screen backwash water. The non-stormwater low flow discharge at Stormwater Outfall 009 is from a perennial stream. MONITORING AND SAMPLING DATA There are numerous stormwater outfalls at Rogers Energy Complex. Many of these outfalls convey stormwater from areas of substantially identical activities and materials.
