Inc. (Amec Foster Wheeler)is pleased to present this report for the Atherton Mill Property
located in Charlotte, North Carolina (subject property)to the North Carolina Department ofEnvironment and Natural Resources (NCDENR), Division of Waste Management (DWM),
Brownfields Program (BP).
Amec Foster Wheeler references our previous submittals related to the Vapor Mitigation
effort at the subject property:
Vapor Mitigation Plan, Atherton Mill, 2000 South Boulevard, Charlotte, NorthCarolina(dated January 13, 2015).
Indoor Air Monitoring –Target Monitoring Goals (dated February 6, 2015).
Vapor Mitigation System Construction Package, Units 75 & 80 (dated February 9,
2015).
Vapor Mitigation System Construction Package (Basement Ventilation), Units 120,
140 and 150 (dated February 11, 2015).
Report of Post-Mitigation IAQ Assessment (dated April 14, 2015).
In February and March 2015, the two above-referenced vapor mitigation plans wereimplemented relative to Building 1 (Units 75, 80,120, 140 and 150).Furthermore, indoor air
target monitoring goals (dated February 6, 2015) were approved by NCDENR in a letterdated March 16, 2015.
Amec Foster Wheeler performed the initial post-Mitigation IAQ event on March 26, 2015.The results warranted additional monitoring of the air quality in Unit 120. Consequently,Amec Foster Wheeler prepared a work plan for Post-Mitigation IAQ sampling (dated April

22, 2015) and submitted the work plan to NCDENR. The BP issued an approval letter(dated April 23, 2015) for the plan.
Indoor Air Quality Sampling Activities
The purpose of this sampling second Post-Mitigation event was to evaluate theeffectiveness of the implemented vapor mitigation plans and potential vapor migrationpathways in Unit 120.On Monday, April 27, 2015,Amec Foster Wheeler collected a total of
four indoor air samples from Building 1 (from Unit 120 and the basement beneath Units 120and 140).In addition,one outdoor background sample was collected.Figure 1 depicts the
sample locations.Drawing C-001 is also included with this report to illustrate the installed
basement ventilation system and associated sample locations.A summary of eachsamplinglocation is as follows:
PM-F –Vacant basement beneath Units 120 and 140;
PM-G –Unit 120,occupied by Vin Master wine shop, sample collected in thekitchen area;
PM-H –Unit 120, occupied by Vin Master wine shop, sample collected near
Toledo scales;
PM-I –Unit 120, occupied by Vin Master wine shop, sample collected nearfront door entrance;and
Outside-3 –Outdoor background sample,downwind of building, samplecollected at western building corner near railroad tracks.
During sample collection,the HVAC system operated normally in Unit 120, but no
employees were present, because the Vin Master retail store is closed on Sunday andMonday.The basement was vacant at the time of sampling. The vapor mitigation ventilationsystem was operating normally at the time of sample collection.The sampling scope
included the following items:
The vacuum reading of each Summa canister was recorded prior to and aftersample collection.
Each sample was collected from the normal breathing level above the floor;
The samples were collected over an 8-hour time period on April 27,2015.
Each sample was collected into a “batch certified” 6-liter Summa canister ata flow rate of approximately 12.5 mL/min (8-hour sample time)and submitted
to a North Carolina certified laboratory for analysis.
The indoor air samples were maintained under a chain-of-custody protocol
and submitted to a North Carolina certified laboratory for analysis of list ofvolatile organic compounds (VOCs)to which monitoring goals were
