SITE HISTORY AND CHARACTERIZATION The 9.78-acre subject property (subject property) is located at 2000 (Building 1), 2100 (Building 2), 2130 (Building 3) & 2140 (Building 4) South Boulevard in Charlotte, North Carolina and consists of Mecklenburg County Tax Parcel 121-031-09. A site layout is depicted on Figure 1. The subject property contains four buildings. According to the Mecklenburg County Property Ownership and Land Records Information System (POLARIS), an approximately 58,959-square foot commercial building (Building 1) constructed in 1908 at 2000 South Boulevard, an approximately 41,166-square foot commercial building (Building 2) constructed in 1940 at 2100 South Boulevard, an approximately 12,422-square foot commercial building (Building 3) constructed in 1962 at 2130 South Boulevard and an approximately 6,255-square foot commercial building (Building 4) constructed in 1932 at 2140 South Boulevard occupy the site (Figure 1). Remaining portions of the site consist of asphalt-paved driveway and parking areas and grass covered areas. The site is currently occupied by office retail and restaurant space. According to the Brownfields Agreement, in the early 1900’s, the Parks-Cramer Company initially developed 4.5-acres of the subject property at the corner of South Boulevard and West Tremont Avenue (2000 South Boulevard). The Parks-Cramer Company manufactured products that included humidity control equipment for textile mills. Later, the Parks-Cramer Company manufactured and restored air handling equipment and hoisting systems for the textile industry. The Parks-Cramer Company expanded its holdings to the southern portion of the subject property in the 1960’s and 1970’s. In 1962, it commenced operation of a vapor degreasing unit for cleaning and preparation of metal parts prior to paint application at the northern portion of the subject property. Initially, trichloroethene was used as the solvent in the degreasing process, with 1,1,1-trichlorethane replacing it in 1976. In 1988, the Parks-Cramer Company sold its manufacturing operation to Flakt, Inc. The property operated under a lease until December 1992, when South Boulevard Properties, Inc. became the owner of the subject property. In 1993, Building 1 was renovated for use of office, restaurant and retail space. Atherton Mills (E&A), LLC purchased the subject property on September 7, 2006. Atherton Mill Property – Report of Sub-Slab Vapor Assessment November 13, 2012 2000, 2100, 2130 & 2140 South Boulevard, Charlotte, North Carolina AMEC Project 6228-12-0051 2 The most recent environmental sampling at the subject property reportedly occurred in June 2004. The highest concentrations of the Volatile Organic Compounds (VOCs) reported in June 2004 were: 1,1-dichloroethene - 26,000 µg/L, 1,1-dichloroethane – 840 µg/L, cis-1,2-dichloroethene – 1,200 µg/L, 1,1,1-trichloroethane – 16,000 µg/L, trichloroethene (TCE) – 250,000 µg/L and tetrachloroethene (PCE) – 10,000 µg/L. The subject property is located within the Charlotte Belt of the Piedmont Physiographic Province. Based on a review of the Geologic Map of North Carolina (1985), the site is underlain by granitic rock. The Soil Survey of Mecklenburg County indicates that soils at the subject property are classified as Urban land (Ur). This map unit consists of areas where 90 percent of the surface is covered with buildings, streets, parking lots, and other impervious material. The natural soils are paved over, covered, or greatly altered by cutting, filling, or grading during the process of urban development. The original landscape and topography and commonly the drainage pattern(s) have been changed. Based on the USGS topographic map, the elevation of the subject property is approximately 750 feet above mean sea level. Surface drainage patterns within the Piedmont typically indicate the direction contaminants would be transported by surface water or groundwater. Based on our interpretation of the topographic map and on-site observations, surface water on the property would primarily be expected to flow southeast toward an unnamed tributary of Little Sugar Creek. The direction and movement of groundwater through soil is dependent on soil type and the presence of relict structures and textures of the underlying rock. Fractures, faults, folds and foliation planes affect the migration of groundwater in rock. Since no significant geologic features were identified on the site, it is reasonable to assume that the direction of groundwater flow under static conditions (no pumping interference) approximates the surface topography of the site. Groundwater at the property would primarily be expected to flow southeast toward an unnamed tributary of Little Sugar Creek. SUB-SLAB VAPOR SAMPLING ACTIVITIES AMEC collected the sub-slab vapor samples in general accordance with the “DRAFT Vapor Intrusion Guidance, NCDENR Brownfields Program”, dated March 2012, “Supplemental Guidelines for the Evaluation of Structural Vapor Intrusion Potential for Site Assessments and Remedial Actions Under the Inactive Hazardous Sites Branch”, dated June 21, 2011 and “Section 3.0 of the “Assessment of Vapor Intrusion in Homes near the Raymark Superfund Site Using Basement and Sub-Slab Air Samples”.” AMEC originally selected 15 locations at the subject property to collect sub-slab vapor samples. However, due to site conditions, AMEC was unable to collect vapor samples at three of the 15 proposed locations. Firstly, a sample was proposed in the break-room of American Community Bank (Unit 010) near the northern corner of the building. Two concrete slabs were encountered at this location and AMEC’s subcontractor was not able to advance the borehole past the second slab into the native soil. Secondly, a sample was proposed in the elevator equipment room adjacent to Ferguson Enterprises, Inc. (Unit 160). AMEC’s subcontractor was unable to penetrate the entirety of the concrete slab in this location and native soil was not encountered. Thirdly, a sample was proposed in the lobby adjacent to EDENS (Unit 140). Upon drilling the borehole for this location, it was discovered a portion of the basement was located beneath this location. Additionally, a proposed sample location in the basement was planned beneath this sampling point. The remaining 12 sampling locations where sub-slab vapor samples were collected are identified as follows:  SG-1 – American Community Bank (Unit 10), in the file storage closet adjacent to the conference room near the building’s eastern corner;  SG-2 – ByDesign Furniture (Unit 20), in the women’s restroom, near the building’s western corner;  SG-3 – ByDesign Furniture (Unit 20), in the showroom, near the building’s southern corner;  SG-4 – IceHouse South End (Unit 40), in the kitchen storage area, along the building’s southwestern wall;  SG-5 – Unit 45 (vacant at time of sampling), located near the center of the unit; Atherton Mill Property – Report of Sub-Slab Vapor Assessment November 13, 2012 2000, 2100, 2130 & 2140 South Boulevard, Charlotte, North Carolina AMEC Project 6228-12-0051 4  SG-6 – Atherton Mill Market (Unit 60), located near the building’s western corner;  SG-7 – Atherton Mill Market (Unit 60), located near the building’s eastern corner;  SG-8 – Unit 80 (vacant at the time of sampling), located near the eastern corner of the unit;  SG-9 – Electrical closet (adjacent to Unit 85);  SG-10 – Janitorial storage room (adjacent to Unit 160);  SG-11 – Basement located beneath the lobby adjacent to Unit 140 and  SG-12 – Basement located beneath Unit 140; The locations of the 12 sub-slab vapor samples that were collected and the three proposed locations where no samples were collected are depicted on Figure 1. On October 9, 2012, AMEC personnel mobilized to the subject property to install the sub-slab vapor sampling kits. Prior to advancement of the borings, AMEC retained a private utility locator, Priority Underground Locating Service (Priority), to check the sampling locations for buried utilities. Following utility clearance, under the direction of AMEC personnel, Priority advanced a one-inch diameter borehole through the concrete slab at each location to the native soil using a hammer drill. After Priority advanced the borehole, AMEC personnel advanced a dedicated soil-gas sampling tip approximately 12 inches beneath the concrete slab using an AMS Manual Soil Vapor Probe kit. The kit consists of a dedicated soil-gas sampling tip, a 5/8” x 3’ soil-gas vapor probe rod and a slide hammer. Teflon® tubing was attached to the dedicated sampling tip and threaded through the probe rod prior to advancement of the probe rod. The probe rod was advanced to a depth of approximately 12 inches below the base of the concrete slab and then retracted, leaving the dedicated sampling tip and tubing in the borehole. The annular space of the borehole was then filled with cement to the surface. The seal was left to cure for 24 hours prior to sampling. On October 10, 2012, AMEC personnel returned to the subject property to sample the sub-slab vapor sampling locations. Prior to connecting a six-liter Summa canister to the sample tubing, stagnant air inside the tubing was purged using a hand pump. After purging was complete, a sample was collected into the Summa canister at a flow rate of Atherton Mill Property – Report of Sub-Slab Vapor Assessment November 13, 2012 2000, 2100, 2130 & 2140 South Boulevard, Charlotte, North Carolina AMEC Project 6228-12-0051 5 approximately 12.5 mL/min (8-hour sample time). A helium shroud was installed around the sample tubing and Summa canister to assist with collection of soil-gas samples with no breakthrough of outside air. The helium shroud consisted of plastic sheeting surrounding the sample tubing and canister. Helium was added to the shroud and a Dielectric MGD-2002 helium detector was used to measure the concentration of helium within the shroud. The samples were submitted to Pace for laboratory analysis of VOCs by EPA Method TO-15 and helium by EPA Method 3C. The samples were maintained under a chain-of-custody protocol. Hourly weather observations for the weather station at the Charlotte Douglas International Airport (KCLT) (approximately 4.1 miles west from the subject property) were obtained from Weather Underground. During the eight hour sample collection period, the average temperature was 64.1 °F, the average barometric pressure was 30.07 in. of Hg, the average wind speed was 5.68 mph, the average wind direction was west-southwest and no precipitation was recorded on this date. A summary of the hourly weather data obtained from Weather Underground is provided in Table 1. SUB-SLAB VAPOR SAMPLING RESULTS The results of the sub-slab soil-gas analysis are summarized on Table 2. A copy of the laboratory report is attached. The analysis identified several VOCs in each of the 12 sub-slab vapor samples collected. Most notably:  PCE was identified in each of the 12 samples collected and the concentrations in samples SG-6 (11,100 µg/m3), SG-7 (17,100 µg/m3) and SG-12 (30,200 µg/m3) exceeded the NCDENR Inactive Hazardous Sites Branch (IHSB) Residential Acceptable Soil-Gas concentration for PCE of 83.4 µg/m3;  TCE was identified in 10 of the 12 samples collected and the concentrations in samples SG-5 (95.1 µg/m3), SG-6 (26,200 µg/m3), SG-7 (37,400 µg/m3), SG-8 (39.3 µg/m3), SG-9 (87.9 µg/m3), SG-10 (3,330 µg/m3), SG-11 (8.9 µg/m3) and SG-12 (94,600 µg/m3) exceeded the NCDENR IHSB Residential Acceptable Soil- Gas concentration for TCE of 4.2 µg/m3;  The concentration of chloroform identified in SG-12 (26.1 µg/m3) exceeded the NCDENR IHSB Residential Acceptable Soil-Gas concentration of 11 µg/m3 for chloroform,  The concentration of 1,1-dichloroethene identified in SG-12 (10,500 µg/m3) exceeded the NCDENR IHSB Residential Acceptable Soil-Gas concentration of 420 µg/m3 for 1,1-dichloroethene,  The concentration of naphthalene identified in SG-1 (6.5 µg/m3), SG-5 (11.4 µg/m3), SG-8 (89.2 µg/m3), SG-9 (197 µg/m3) and SG-10 (7.3 µg/m3) NCDENR IHSB Residential Acceptable Soil-Gas concentration of 6.2 µg/m3,  The concentration of 1,2,4-trimethylbenzene identified in SG-3 (28.9 µg/m3), SG- 5 (43.2 µg/m3) and SG-9 (21.2 µg/m3) exceeded the NCDENR IHSB Residential Acceptable Soil-Gas concentration of 14.6 µg/m3.  Other VOC constituent concentrations were identified above their respective laboratory reporting limits. However, these concentrations did not exceed their respective NCDENR IHSB Residential Acceptable Soil-Gas concentrations. CONCLUSIONS Based on the results of the sub-slab vapor assessment AMEC offers the following conclusions:  Portions of the property are currently frequented by children and have the potential in the future to be frequented by children. Therefore, the applicable IHSB acceptable soil-gas concentrations are the IHSB Residential Soil-Gas Concentrations;  Chloromethane, 1,1-dichloroethene, naphthalene, PCE, TCE and 1,2,4- trimethylbenzene were identified in one or more samples at concentrations which exceeded their respective NCDENR IHSB Residential Acceptable Soil-Gas concentrations; and  Helium was not detected in the sub-slab vapor samples above the laboratory detection limits with the exception f sample sG-3, indicating a breakthrough of outside air occurred in sample SG-3. Breakthrough of outside air would have diluted the sample where constituents of concern may have not been detected above laboratory reporting limits or may have been reported at lower concentrations. Based on the relatively low helium concentration identified (11.5 Ng/m3), it is AMEC’s opinion that the breakthrough of outside air did not significantly affect the integrity of sample SG-3.
