On behalf of Atherton Mill (E&A), LLC (Owner and Prospective Developer),Amec Foster Wheeler is
pleased to submit this Annual Redevelopment Report related to the proposed redevelopment in
Charlotte, North Carolina.The Owner/Prospective Developer (PD)and Crescent Communities,
LLC (Crescent)initiated redevelopment activities as the site in 2017. This report provides a
summary of the activities performed to date.
Soil Screening/Sampling and Analysis within Soil Restriction Zone
On behalf of the PD, Amec Foster Wheeler prepared the Environmental Management Plan
(EMP), dated November 11, 2016 and EMP Addendum (dated March 15, 2017). Approval of
these documents was received from the North Carolina Department of Environmental Quality
(NCDEQ), Division of Waste Management (DWM), Brownfields Program (BP)on December 12,
2016 and May 4, 2017, respectively.The PD retained Amec Foster Wheeler to perform screening
of soil within the “Soil Restriction Zone” in advance of site grading activities as outlined in the EMP
and EMP Addendum. The first phase of soil screening was initiated in May 2017 in preparation for
excavation of utility trenches and was summarized in a report (dated July 13, 2017, see
Attachment A). The second phase of soil screening was initiated in July and completed in
October and November 2017 following demolition of structures.The second phase of soil
screening was summarized in a report (dated December 11, 2017, see Attachment B). These
reports were provided to the BP for review. The third phase of soil screening is presently
underway.

In summary, the field soil screening results did not identify field screening readings equal to or
greater than 10 parts per million (ppm) in 89 of the 90 borings advanced in the first and second
phases of soil screening.Therefore,in accordance with the EMP and EMP Addendum,no soil
samples were retained for laboratory analysis from these 89 borings.
The field screening results did identify a reading greater than 10 ppm in one boring (SB-6). Soil
boring SB-6 was advanced within the “Soil Restriction Zone”in a proposed utility trench.
Therefore, in accordance with the approved protocol,a sample of soil from boring SB-6 was
placed into laboratory-provided containers, placed in a cooler on ice and delivered to a North
Carolina certified laboratory. The soil sample (SB-6) was maintained under a chain-of-custody
protocol. The sample was analyzed for volatile organic compounds (VOCs) by EPA Method 8260,
semi-VOCs (SVOCs) by EPA Method 8270, and Resource Conservation and Recovery Act
(RCRA) Metals (total) by EPA Method 6010.
The results of the laboratory analysis of sample SB-6 identified concentrations of
benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene and arsenic that exceeded
Residential Use Health Based Preliminary Soil Remediation Goals (PSRGs) established by the
Inactive Hazardous Sites Branch (IHSB). The identified arsenic concentration also exceeded the
Industrial/Commercial PSRG. However, the arsenic concentrations did not exceed “background”
arsenic concentrations identified previously at this Brownfields property and the identified
concentration of arsenic in the soil sample from SB-6 is within the range of naturally-occurring
metals in soil for this area.
In accordance with the EMP Addendum, Amec Foster Wheeler personnel visited the property to
monitor the excavation of the proposed utility trench in the area of soil boring SB-6. The field
representative provided oversight of the stockpiling of the affected soil immediately adjacent to the
trench excavation. Amec Foster Wheeler collected soil samples from the sidewalls of the trench
excavation, placed the samples in re-sealable plastic bags and screened them in the field. Based
on the field screening results, it was determined that the affected soil extended less than 10 feet
toward the northeast and less than 10 feet toward the southeast from the location of soil boring
SB-6 (see drawing in July 13, 2017 report). In accordance with the EMP, the affected soil was
used as backfill at the same location and depth from which it was removed.
Demolition Monitoring and Disposal of Debris
Crescent retained RCI Demolition to perform demolition of the buildings (formerly addressed
2100, 2130 and 2140 South Boulevard). The demolition and removal of the associated debris was
completed in late September and early October 2017.An on-site photo system installed and
operated by Multivista was operational at the time. The camera was mounted on the roof of a

Soil Screening/Sampling Activities
Prior to advancement of borings described below, Amec Foster Wheeler personnel marked the
proposed boring locations in the field using a survey-grade GPS unit. Amec Foster Wheeler also
contacted the North Carolina underground utility location service (One-Call) and performed
underground utility location using ground-penetrating radar (GPR) and other instrumentation to
mark buried objects such as pipes, tanks or underground utility lines. The purpose of this effort
was to minimize the potential for probing into underground utilities, tanks or lines buried at the
subject property.
On May 16, 19 and 25, 2017, Amec Foster Wheeler personnel and our subcontract probing crew,
Innovative Environmental Technologies (IET), mobilized to the property to advance a total of 58

soil borings. The locations of the borings are shown on the attached EMP Screening Work Plan
drawing.
The soil borings were advanced to the appropriate depths as shown on the Work Plan drawing
using either the manual hand auger technique or the direct-push methodology. The direct-push
rig was used to penetrate pavement or concrete,where present.As the borings were advanced,
soil cores from the subsurface were removed from either the MacroCore®sampler or the
stainless steel hand auger bucket.Soil samples were retained from each boring at one-foot
intervals,placed in re-sealable plastic bags and screened in the field with an Organic Vapor
Analyzer equipped with a Flame Ionization Detector (FID), Model TVA-1000. Visual and
olfactory observations relative to the soil samples were recorded by field personnel.Following
the completion of the soil sampling activities, the borings were backfilled with bentonite pellets
to the ground surface and a patch of pavement was applied as needed.
Results
The field screening results identified a reading greater than 10 parts per million (ppm) in only
two samples (depths 2 to 3 feet below ground surface (bgs) and 3 to 4 feet (bgs)) of one boring
(SB-6).Soil boring SB-6 was advanced within the “Soil Restriction Zone”in a proposed utility
trench.The field screening of the soil samples retained from the 57 remaining borings did not
identify readings equal or greater than 10 ppm.Therefore, in accordance with the approved
protocol, the soil representing the 2 to 4 foot interval of boring SB-6 were placed into laboratory-
provided containers,placed in a cooler on ice and delivered to Pace Analytical Services (Pace),
LLC, a North Carolina certified laboratory.The soil sample (SB-6) was maintained under a
chain-of-custody protocol.The sample was analyzed for volatile organic compounds (VOCs)by
EPA Method 8260, semi-VOCs (SVOCs) by EPA Method 8270, and Resource Conservation
and Recovery Act (RCRA) Metals (total) by EPA Method 6010.
The results of the laboratory analysis of sample SB-6 are summarized on Table 1.

Amec Foster Wheeler is pleased to submit this Report of Phase II of Soil Screening/Sampling
performed for the proposed redevelopment in Charlotte, North Carolina.This work was performed
in accordance with the Environmental Management Plan (EMP)and EMP Addendum (dated
March 15, 2017). Approval of these documents was received from the North Carolina Department
of Environmental Quality (NCDEQ), Division of Waste Management (DWM), Brownfields Program
(BP) on December 12, 2016 and May 4, 2017, respectively.This Report covers testing performed
on the site between July 25, 2017 and November 20, 2017. See Report prepared by Amec Foster
Wheeler (dated July 13, 2017)for prior testing performed on the site as part of the EMP.
Soil Screening/Sampling Activities
Prior to advancement of borings described below, Amec Foster Wheeler personnel marked the
proposed boring locations in the field using a survey-grade GPS unit. Amec Foster Wheeler also

Phase II of the soil screening involved Amec Foster Wheeler and subcontract personnel
attempting to advance a total of 32 soil borings, including 20 outdoor soil borings and 12 indoor
soil borings at the locations shown on the attached drawing (revision dated 12/11/2017).The table

below summarizes which borings were performed inside or outside the existing vacant buildings
(now demolished)addressed 2100 and 2104 South Boulevard:
Interior Borings SB-62, SB-63, SB-64, SB-65, SB-68, SB-69, SB-72, SB-73, SB-85, SB-86, SB-87 and SB-90
Exterior Borings SB-59, SB-60, SB-61, SB-66, SB-67, SB-70, SB-71, SB-74, SB-75, SB-76, SB-77, SB-78, SB-79, SB-80, SB-81, SB-82, SB-83, SB-84, SB-88

Interior Borings
On July 25, 2017,Amec Foster Wheeler personnel and our subcontract coring crew, Contract
Core Drilling & Sawing Co., cut 12 four-inch diameter holes through concrete floor slab inside the
vacant buildings. On July 26 and 27, 2017, Amec Foster Wheeler personnel used a stainless
hand auger to advance soil borings through the 12 core holes inside the buildings.
As the borings were advanced, soil cores from the subsurface were removed from the the
stainless steel hand auger bucket. Soil samples were retained from each boring at one-foot
intervals, placed in re-sealable plastic bags and screened in the field with an Organic Vapor
Analyzer equipped with a Flame Ionization Detector (FID), Model TVA-1000. Visual and olfactory
observations relative to the soil samples were recorded by field personnel. Following the
completion of the soil sampling activities, the borings were backfilled with bentonite pellets to the
ground surface and a patch of pavement was applied as needed.
Several borings (SB-62, SB-63, SB-64 and SB-65)advanced near the former produce market
building encountered hand auger refusal due to a buried concrete slab in this area.Following
building demolition and removal,Summit Contracting Group, Inc. (General Contractor) removed
the buried slab in September 2017 which allowed for soil screening to the proposed depths.On
October 3, 2017, Amec Foster Wheeler personnel visited the subject property and worked with
the General Contractor and grading contractor to advance test pit excavations at the locations of
borings SB-62 through SB-65. Amec Foster Wheeler personnel instructed the excavator operator
to advance the test pits in approximately one foot increments. Amec Foster Wheeler personnel
collected soil samples from each test pit at one-foot intervals, placed the samples in re-sealable
plastic bags and screened them in the field with and Organic Vapor Analyzer equipped with FID,
Model TVA-1000. Visual and olfactory observations relative to the soil samples were recorded by
field personnel. Following the completion of the soil screening activities, the excavator operator
backfilled the test pits to grade with the native soil.

Exterior Borings
On July 28, 2017,Amec Foster Wheeler personnel and our subcontract probing crew, Innovative
Environmental Technologies (IET), mobilized to the property to advance the exterior soil borings
on the asphalt parking lot and grassy areas at the subject property. The locations of the soil
borings are shown on the attached EMP Screening Work Plan drawing.
The soil borings were advanced to the appropriate depths as shown on the Work Plan drawing
using direct-push methodology. The direct-push rig was used to penetrate asphalt or concrete
pavement, where present. As the borings were advanced, soil cores from the subsurface were
removed from the MacroCore®sampler. Soil samples were retained from each boring at one-foot
intervals, placed in re-sealable plastic bags and screened in the field with an Organic Vapor
Analyzer equipped with a Flame Ionization Detector (FID), Model TVA-1000. Visual and olfactory
observations relative to the soil samples were recorded by field personnel. Following the
completion of the soil sampling activities, the borings were backfilled with bentonite pellets to the
ground surface and a patch of pavement was applied as needed.
Due to poor soil sample recovery with the MacroCore®tubes in the depth intervals from
approximately two to five feet below ground surface (bgs) of borings SB-76, SB-82, SB-83 and
SB-84, Amec Foster Wheeler revisited these boring locations on August 11, 2017 and advanced
hand auger borings to the planned depth of five feet bgs. Sufficient soil recovery was achieved in
the hand auger borings for screening.
On November 20, 2017, Amec Foster Wheeler personnel visited the subject property and worked
with the General Contractor and grading contractor to advance a test pit excavation at the location
of boring SB-70. Amec Foster Wheeler personnel instructed the excavator operator to advance
the test pit in approximately one foot increments. Amec Foster Wheeler personnel collected soil
samples from the test pit at one-foot intervals, placed the samples in re-sealable plastic bags and
screened them in the field with and Organic Vapor Analyzer equipped with FID, Model TVA-1000.
Visual and olfactory observations relative to the soil samples were recorded by field personnel.
Following the completion of the soil screening activities, the excavator operator backfilled the test
pits to grade with the native soil.
Results

parts per million (ppm) in the soil samples collected from the 32 soil borings.Therefore, no
samples were retained for laboratory analysis.
