SITE HISTORY AND CHARACTERIZATION The 4.47-acre subject property (subject property) is located at 1016 and 1024 Montana Drive in Charlotte, North Carolina and consists of Mecklenburg County Tax Parcels 069- 155-40 (1024 Montana Drive) and 069-155-41 (1016 Montana Drive). The subject property contains three buildings, an approximately 16,572-square foot light manufacturing building constructed in 1965, an approximately 26,510-square foot warehouse building constructed in 1997 and an approximately 14,236-square foot warehouse building constructed in 1962. Remaining portions of the site are asphalt- paved driveway and parking areas and grass covered areas. The site is currently occupied by the Classic Coffee Concepts, Inc. A topographic is provided as Figure 1 and a site layout map is provided as Figure 2 in Appendix A. The original building at 1016 Montana Drive was operated as a production facility for Chem-Tex Laboratories, Inc. (Chem-Tex) prior to 1999. Chem-Tex produced textile- cleaning products by blending and processing raw materials into finished products that were transported off site in bulk containers and smaller drummed quantities. In approximately 1999, Chem-Tex vacated the property and removed chemicals, processing and packaging equipment, and waste material from the subject property. From 1999 to approximately 2010, Pliana, Inc. occupied the front office space of the building at 1016 Montana Drive and utilized the main portion of the building for storage of yarn product. In 2010, Pearl Pacific Properties, LLC purchased the property and utilizes the subject property to store coffee brewing equipment and supplies. The subject property is located within the Charlotte Belt of the Piedmont Physiographic Province. Based on a review of the Geologic Map of North Carolina (1985), the site is underlain by granitic rock. The Soil Survey of Mecklenburg County indicates that soils at the subject property are classified as Cecil-Urban land complex. Urban soils consist of areas where more than 85 percent of the surface area is covered with asphalt, concrete, buildings or other impervious cover. Based on the USGS topographic map, the elevation of the subject property ranges from approximately 670 to 700 feet above mean sea level. Surface drainage patterns within Former Pliana Facility – Report of Environmental Assessment March 16, 2012 1016 and 1024 Montana Drive, Charlotte, North Carolina AMEC Project 6228-09-5055 2 the Piedmont typically indicate the direction contaminants would be transported by surface water or groundwater. Based on our interpretation of the topographic map and on-site observations, surface water on the property would primarily be expected to flow south-southeast toward Stewart Creek. The direction and movement of groundwater through soil is dependent on soil type and the presence of relict structures and textures of the underlying rock. Fractures, faults, folds and foliation planes affect the migration of groundwater in rock. Since no significant geologic features were identified on the site, it is reasonable to assume that the direction of groundwater flow under static conditions (no pumping interference) approximates the surface topography of the site. Groundwater at the property would be expected to flow south-southeast toward Stewart Creek. HISTORICAL ENVIRONMENTAL ASSESSMENT INFORMATION Based on the results of a Phase I Environmental Site Assessment Update (dated November 5, 1999) completed by AMEC (as LAW) a Phase II Environmental Site Assessment was conducted at the former Chem-Tex facility. In 1999, analysis of soil samples collected at the 1016 site identified concentrations of Total Chromium above background levels. Concentrations of volatile organic compounds (VOCs) were detected, including the presence of 2-Butanone (MEK) and Acetone at concentrations of 0.11 mg/kg and 0.66 mg/kg, respectively, as well as, trace amounts of tetrachloroethene and 1,1,1-trichloroethane. In 2002, AMEC (as MACTEC) completed a Phase I Environmental Site Assessment Update (report dated July 26, 2002) of both parcels. Several areas of chemically- damaged concrete flooring were observed adjacent to floor drains within the plant building at 1024 Montana Drive. Corroded flooring beneath a vat located within the plant was also observed. In the 2002 update report, AMEC recommended soil sampling at 1024 Montana Drive to assess the potential impact of chemical products to soil; and groundwater sampling at 1016 Montana Drive. In May 2006, AMEC (as MACTEC) completed a Phase II Environmental Assessment on behalf of a prospective purchaser of the property. Four monitoring wells were installed (MW-1016, MW-1024, MW-1 and MW-2) at the locations shown on Figure 2. Soil and groundwater samples were collected and analyzed. The analytical results of the soil samples 1016-1 and 1016-2 identified elevated concentrations of total chromium, but they did not exceed the applicable state standards. Furthermore, hexavalent chromium (Chromium VI) was not identified in these samples. Therefore, the identified total chromium is presumed to be Chromium III, which is less toxic than chromium VI. Furthermore, the soil analytical results identified concentrations of tetrachloroethene (PCE) ranging from 7.5 to 18 parts per billion (ppb) at the 1016 and 1024 parcels. The groundwater analytical results identified concentrations of the organic solvent PCE at concentrations ranging from 51 to 150 ppb in water samples MW-1016, MW-1024, MW-1 and MW-2. The North Carolina Administrative Code 15A Subchapter 2L – Former Pliana Facility – Report of Environmental Assessment March 16, 2012 1016 and 1024 Montana Drive, Charlotte, North Carolina AMEC Project 6228-09-5055 4 Groundwater Classifications and Standard, dated January 2010 (NC 2L Standard) for PCE is 0.7 ppb. Trichloroethene, 1,1-dichloroethene and 1,2-dichloroethane were also identified at concentrations that exceeded their respective NC 2L standards. On July 23 and 27, 2009 AMEC personnel collected groundwater samples from three of the four wells. Well MW-1016 was apparently paved over by a previous occupant and could not be sampled. The samples were placed on ice and delivered to Pace Analytical Services, Inc. (PACE) for analysis of VOCs (EPA Method 6200B). The groundwater analytical results identified concentrations of the organic solvent PCE at concentrations ranging from 32.8 to 74.9 ppb in water samples MW-1024, MW-1 and MW-2. Trichloroethene, 1,1-dichloroethene and 1,2-dichloroethane were also identified at concentrations that exceeded their respective NC 2L standards. ASSESSMENT ACTIVITIES 3.1 Groundwater Sampling Activities On January 19, 2012, AMEC personnel mobilized to the subject property to sample the three remaining groundwater monitoring wells (MW-1024, MW-1 and MW-2) at the subject property. The locations of the monitoring wells are depicted on Figure 2. Prior to sampling, the water level was measured in each well with an electric water level indicator to determine the depth to the water surface from the top of the PVC riser pipe. The measured water depth was used in conjunction with the total casing depth to determine the height of the water column and the volume of the water in each monitoring well. AMEC personnel purged each monitoring well of at least three casing volumes of groundwater prior to sampling. During purging of the well, groundwater characteristics (pH, conductivity, turbidity, dissolved oxygen, temperature and oxidation reduction potential) were obtained to aid in determining an adequate purge volume as well as evaluate the general groundwater chemistry. After purging was complete, a groundwater sample was collected from each well using a disposable PVC bailer. A blind duplicate sample was collected from location MW-2 for QA/QC purposes. The collected groundwater samples were placed in laboratory-provided containers with appropriate preservatives, placed in an ice-filled sample cooler and delivered to PACE in Huntersville, North Carolina for laboratory analysis. The samples were maintained under a chain-of-custody protocol and were submitted for laboratory analysis of VOCs via EPA Method 8260B, semi-volatile organic compounds (SVOCs) via EPA Method 8270C, and 13 Hazardous Substance List metals plus total and hexavalent chromium. Monitoring well sampling field data sheets are included in Appendix B. Former Pliana Facility – Report of Environmental Assessment March 16, 2012 1016 and 1024 Montana Drive, Charlotte, North Carolina AMEC Project 6228-09-5055 6 3.2 Sub-slab Soil-Gas Sampling Activities AMEC selected six sub-slab soil-gas sampling locations at the subject property, at which sampling ports were installed. One port was installed near the office portion of the building at 1016 Montana Drive (SG-1), one was installed near the loading ramp of the building at 1016 Montana Drive (SG-2), one was installed in the center of the warehouse portion of the building at 1016 Montana Drive (SG-3), one was installed in the center of the southern building at 1024 Montana Drive (SG-4), one was installed in the warehouse portion of the northern building at 1024 Montana Drive (SG-5) and one was installed near the office portion of the northern building at 1024 Montana Drive (SG-6). The six sub-slab soil-gas sampling locations are depicted on Figure 2. On January 18, 2012, AMEC personnel mobilized to the subject property to install the six sub-slab soil-gas sampling locations. The sample locations were installed and sampled in general accordance with the “Supplemental Guidelines for the Evaluation of Structural Vapor Intrusion Potential for Site Assessments and Remedial Actions Under the Inactive Hazardous Sites Branch”, dated June 21, 20011. Prior to advancement of the borings, AMEC retained a private utility locator, Priority Underground Locating Service (Priority), to check the sampling locations for buried utilities. After locating utilities, under the direction of AMEC personnel, Priority advanced a one-inch diameter borehole through the concrete slab to the native soil using a hammer drill. After Priority advanced the borehole, AMEC personnel advanced a dedicated soil-gas sampling tip approximately 12 inches beneath the concrete slab using an AMS Manual Soil Vapor Probe kit. The kit consists of a dedicated soil-gas sampling tip, a 5/8” x 3’ soil-gas vapor probe rod and a slide hammer. Teflon® tubing was attached to the dedicated sampling tip and threaded through the probe rod prior to advancement of the probe rod. The probe rod was advanced to a depth of approximately 12 inches below the base of the concrete slab and then retracted, leaving the dedicated sampling tip and tubing in the borehole. The annular space of the borehole was then filled with cement to the surface. The seal was left to cure for 24 hours prior to sampling. On January 19, 2012, AMEC personnel returned to the subject property to sample the six sub-slab soil-gas sampling locations. A helium shroud was installed around the sample tubing to assist with collection of soil-gas samples with no breakthrough of outside air. The helium shroud consisted of a bucket which surrounded the sample Former Pliana Facility – Report of Environmental Assessment March 16, 2012 1016 and 1024 Montana Drive, Charlotte, North Carolina AMEC Project 6228-09-5055 7 tubing and contained a valve which allowed helium to be added to the bucket and measured with a detector. A Dielectric MGD-2002 helium detector was used to measure the concentration of helium within the shroud. Prior to connecting a six liter Summa canister to the sample tubing, stagnant air inside the tubing was purged using a hand pump. After purging was complete, a sample was collected into the Summa canister at a flow rate of approximately 12.5 mL/min (8-hour sample time). The samples were submitted to Pace for laboratory analysis of VOCs by EPA Method TO-15 and helium by EPA Method 3C. The samples were maintained under a chain-of-custody protocol. Hourly weather observations for the weather station at the Charlotte Douglas International Airport (KCLT) (approximately 5.5 mile west-southwest from the subject property) were obtained from Weather Underground. During the eight hour sample collection period, the average temperature was 42.1 °F, the average barometric pressure was 30.16 in. of Hg, the average wind speed was 6.0 mph, the average wind direction was south and the average precipitation was 0.0 in. A summary of the hourly weather data obtained from Weather Underground is provided in Table 4. 3.3 Receptor Survey Assessment Activities The receptor survey included identification of water-supply wells, public water supplies, surface waters, wellhead protection areas, subsurface structures, land use, and property owners and occupants. The following sections provide our results of the receptor investigation. 3.3.1 Water-Supply Wells AMEC personnel conducted a potable well search by walking through the surrounding neighborhood within 500 feet of the source area, and performed a driving reconnaissance of streets and properties within 1,500 feet, and searched Mecklenburg County water-supply well data available on the Mecklenburg County Well Information System 2.0. No water-supply wells were identified on properties adjacent to the subject property. AMEC identified one water-supply well within a half-mile radius of the subject property. The water-supply well was identified at 512 Ingle Street and is used for drinking water at the same address. The identified well is approximately 2,040 feet to the southwest and upgradient of the subject property. A well survey map is included as Figure 3. Former Pliana Facility – Report of Environmental Assessment March 16, 2012 1016 and 1024 Montana Drive, Charlotte, North Carolina AMEC Project 6228-09-5055 8 3.3.2 Public Water Supplies AMEC observed water-meter vaults along the streets and sidewalks while walking within 500 feet of the site. AMEC mailed water-supply well information surveys to adjacent property owners. AMEC received a limited response from the adjacent property owners. Returned Receptor Survey Registered-Mail Receipts and Returned Survey Forms are included in Appendix E. 3.3.3 Surface Water Stewart Creek traverses the eastern portion of the subject property from north to south. 3.3.4 Wellhead Protection Areas The subject property is not in a wellhead protection area. 3.3.5 Deep Aquifers in the Coastal Plain Physiographic Region The subject property is not located in the Atlantic Coastal Plain Physiographic Province of North Carolina. 3.3.6 Subsurface Structures Basements were not observed at the subject property, and were not confirmed at adjacent buildings. 3.4 Laboratory Analytical Results 3.4.1 Groundwater Results The results of the organic groundwater laboratory analyses identified tetrachloroethene (PCE) in the three monitoring wells (MW-1024 (68.4 µg/L), MW-1 (23.7 µg/L) and MW-2 (24.0 µg/L)). The concentrations of PCE reported exceeded the NC 2L Standard for PCE of 0.7 µg/L in each of the three wells. Trichloroethene (TCE) was identified in wells MW-1024 (3.3 µg/L) and MW-2 (3.4 µg/L) at a concentration which exceeded the NC 2L Standard for TCE of 3.0 µg/L. Concentrations of 1,1-dichloroethane and 1,1- dichloroethene identified in wells MW-1 (15.0 µg/L and 7.7 µg/L, respectively) and MW-2 (19.8 µg/L and 16.0 µg/L, respectively) exceeded the NC 2L Standards for 1,1- dichloroethane (6.0 µg/L) and 1,1-dichloroethene (7.0 µg/L). Other VOCs and SVOCs identified during the 2012 sampling event did not exceed their respective NC 2L Former Pliana Facility – Report of Environmental Assessment March 16, 2012 1016 and 1024 Montana Drive, Charlotte, North Carolina AMEC Project 6228-09-5055 9 Standards. A summary of the current and historical VOC and SVOC groundwater laboratory analytical results is provided in Table 1. The results of the metals groundwater laboratory analysis identified chromium and manganese in wells MW-1024 (0.03 mg/L and 1.61 mg/L, respectively) and MW-1 (0.0573 mg/L and 1.61 mg/L, respectively) at concentrations which exceeded their NC 2L Standards (chromium 0.01 mg/L and manganese 0.05 mg/L). Manganese was also detected in well MW-2 (0.222 mg/L) at a concentration which exceeded the NC 2L Standard. In addition, mercury was identified in well MW-2 (0.0015 mg/L) at a concentration which exceeded the NC 2L Standard of 0.001 mg/L. Other metals identified during the 2012 sampling event did not exceed their respective NC 2L Standards. A summary of the current and historical metals groundwater laboratory analytical results is provided in Table 2. 3.4.2 Groundwater QA/QC Results For QA/QC purposes, a duplicate sample (Duplicate) was collected from well MW-2 to measure the precision of the laboratory data or how consistent or reproducible the field sampling or analytical procedures have been. Precision is usually expressed as the relative standard deviation, variance, percent difference, or a range, in either absolute or relative terms. When two separate samples are collected from replicate locations (i.e., field duplicates), relative percent difference (RPD) is used to measure precision. RPD is calculated as follows: RPD = ()100*2/   + − BA BA Where A = Replicate Result 1 B = Replicate Result 2 Generally, laboratory precision is considered acceptable at levels of 20% or less. The RPD between samples MW-2 and Duplicate in general ranged from 0 % to 6.9 %, with the exception of the zinc results at 49 %. A trip blank was used to determine whether the samples were being contaminated during transit or storage. Trip blanks are samples of reagent water prepared by the laboratory and are shipped and stored with the samples. A trip blank was submitted with the cooler that contained the VOC samples. The results of the laboratory analysis of the Former Pliana Facility – Report of Environmental Assessment March 16, 2012 1016 and 1024 Montana Drive, Charlotte, North Carolina AMEC Project 6228-09-5055 10 trip blank identified methylene chloride at a concentration of 2.7 µg/L. However, methylene chloride was not identified in the samples from the three monitoring wells above the laboratory reporting limit (2.0 µg/L) and therefore, is considered a laboratory contaminant. 3.4.3 Sub-Slab Soil-Gas Analytical Results The results of the sub-slab soil-gas analysis identified several VOCs in each of the six sub-slab soil-gas samples collected. Most notably, PCE was identified in soil-gas samples SG-1, SG-2, SG-3, SG-5 and SG-6, with the concentrations identified in samples SG-5 (719 µg/m3) and SG-6 (1,690 µg/m3) exceeding the NCDENR Inactive Hazardous Sites Branch (IHSB) Industrial/Commercial Acceptable Soil-Gas concentration for PCE of 210 µg/m3. In addition, TCE was identified in soil-gas samples SG-1, SG-2, SG-3 and SG-5 at concentrations below the NCDENR IHSB Industrial/Commercial Acceptable Soil-Gas concentration of TCE of 610 µg/m3. Other VOC constituents concentrations identified above their respective laboratory reporting limits did not exceed their respective NCDENR IHSB Acceptable Soil-Gas concentrations. Helium was not detected in the six sub-slab soil-gas samples above the laboratory detection limits, confirming that no leaks were present during the sampling. CONCLUSIONS Based on the results from the 2012 assessment activities, AMEC concludes the following: • The PCE concentrations in groundwater reported during the 2012 sampling event represented a decrease in concentration from the previous sampling event in 2009. The PCE concentrations reported in well MW-1024 decreased from 78.9 µg/L to 68.4 µg/L, in well MW-1 from 32.8 µg/L to 23.7 µg/L and in well MW-2 from 47.4 µg/L to 24.0 µg/L. However, the concentrations of PCE reported in the three wells exceeded the NC 2L Standard for PCE (0.7 µg/L). • The TCE concentrations in groundwater reported during the 2012 sampling event represented a decrease in concentration from the previous sampling event in 2009. The TCE concentrations reported in well MW-1024 were 3.3 µg/L in 2012 and 2009 and decreased in well MW-1 from 1.3 µg/L to <1.0 µg/L and in well MW-2 from 7.0 µg/L to 3.4 µg/L. However, the concentrations of TCE reported in wells MW-1024 and MW-2 exceeded the NC 2L Standard for TCE (3.0 µg/L). • Concentrations of 1,1-dichloroethane and 1,1-dichloroethene reported during the 2012 sampling event represented a decrease in concentrations in groundwater from the previous sampling event in 2009. 1,1- Dichloroethane was not detected in the sample from well MW-1024 and decreased in well MW-1 from 20.2 µg/L to 15.0 µg/L and in well MW-2 from 37.7 µg/L to 19.8 µg/L. However, the concentrations of 1,1- dichloroethane reported in wells MW-1 and MW-2 exceeded the NC 2L Standard of 6.0 µg/L. 1,1-Dichloroethene decreased in well MW-1 from 15.5 µg/L to 7.7 µg/L and in well MW-2 from 33.8 µg/L to 16.0 µg/L. The concentrations of 1,1-dichloroethene reported in MW-1 and MW-2 exceeded the NC 2L Standard of 7.0 µg/L. In addition, the concentration of 1,1-dichloroethene identified in well MW-1024 (1.1 µg/L) represented an increase from 2009 (0.98 µg/L). However, the concentration reported in MW-1024 did not exceed the NC 2L Standard. • The presence of 1,1-dichloroethane and 1,1-dichloroethene, and cis-1,2-dichloroethene which are considered daughter products of 1,1,1- trichloroethane, PCE and TCE, and the general decrease in concentrations of 1,1,1-dichloroethane, PCE and TCE suggest that the natural attenuation of 1,1,1-dichloroethane, PCE and TCE is occurring in the groundwater at the subject property. • The total chromium concentrations identified in groundwater during the 2012 sampling event represented a decrease in concentration from the previous sampling event in 2009. The total chromium concentration reported in well MW-1024 decreased from 0.10 mg/L to 0.03 mg/L, in well MW-1 from 0.059 mg/L to 0.0573 mg/L and in well MW-2 from 0.013 mg/L Former Pliana Facility – Report of Environmental Assessment March 16, 2012 1016 and 1024 Montana Drive, Charlotte, North Carolina AMEC Project 6228-09-5055 12 to <0.005 mg/L. However, the concentrations of total chromium reported in wells MW-1024 and MW-1 exceeded the NC 2L Standard of 0.01 mg/L. • Hexavalent chromium was not detected in the three monitoring wells sampled above the laboratory reporting limit of 0.05 mg/L. • Manganese was reported in wells MW-1024 (1.61 mg/L), MW-1 (1.61 mg/L) and MW-2 (0.222 mg/L) at concentrations which exceeded the NC 2L Standard of 0.05 mg/L in the groundwater. The samples from the 2009 sampling event were not analyzed for manganese. • In general, based on the QA/QC results, the precision of the laboratory data is considered acceptable. In addition, the identification of methylene chloride in the trip blank and not in the groundwater samples indicates that the methylene chloride is present as laboratory contamination. Methylene chloride is used in laboratories as a solvent and is a known common laboratory contaminant. • PCE was detected in sub-slab soil-gas samples SG-5 and SG-6 at a concentration which exceeded the NCDENR IHSB Acceptable Soil-Gas concentration of 210 µg/m3. • Helium was used as a leak-check during soil-gas sample collection and was not detected in the six sub-slab soil-gas samples above laboratory detection limits indicating breakthrough of outside air did not occur during sample collection. • No water-supply wells were identified on properties adjacent to the subject property. One water-supply well was identified within a half-mile radius of the subject property. The water-supply well was identified at 512 Ingle Street and is used for drinking water at the subject property. The identified well is approximately 2,040 feet to the southwest same address upgradient of the subject property.
