This plan was submitted in accordance with the recorded Notice of Brownfields Property Land Use Restriction Number 5. DEQ approves the work plan. Be advised that this approval from the Brownfields Program does not waive any applicable requirement to obtain any necessary permits, licenses or certifications for the above listed activities nor does it waive any requirement to comply with applicable law for such activities. In accordance with the Brownfields Agreement recently approved for the site by the North Carolina Department of Environmental Quality (DEQ) in October 2017, H&H proposes to collect shallow soil samples in the “Area of Potential Soil Contamination” and in the vicinity of the previously collected SSB-10 soil sample located below a water tower as depicted on the plat component of the Notice of Brownfields. The assessment activities will be conducted in general accordance with the methods stated in the DEQ Inactive Hazardous Sites Branch (IHSB) Guidance documents. A summary of our proposed shallow soil sampling activities in this area is provided in the following sections. Ms. Carolyn Minnich January 4, 2018 Page 2 S:\AAA-Master Projects\ATCO LLC - ATC\Task-009 Brownfields\Water Tower Soil Sampling\Brownfields Work Plan - Soil Sampling - Water Tower Area.doc 2.0 Scope of Work 2.1 Shallow Soil Sampling H&H proposes to advance six (6) shallow soil borings (SB-1 to SB-6) to a depth of one (1) feet below the ground surface (ft bgs) in the vicinity of the previously collected SSB-10 soil sample located below a water tower to evaluate the potential for soil impact. The soil borings will be advanced with a decontaminated stainless steel hand auger and the soil samples will be field screened for the presence of odor, staining, and elevated photoionization detector (PID) readings. A soil sample from a depth of 0-1 ft bgs at each boring will be submitted for laboratory analysis. Proposed soil sample locations are depicted on Figure 2. 2.2 Laboratory Analyses The shallow soil samples will be submitted for laboratory analysis for volatile organic compounds (VOCs) by EPA Method 8260, semi-VOCs (SVOCs) by EPA Method 8270, and EPA Priority Pollutant List (PPL) metals including arsenic, beryllium, cadmium, chromium, hexavalent chromium, copper, mercury, nickel, lead, antimony, selenium, silver, thallium and zinc by EPA Method 6020B, 7471B (mercury only), and 7196A (hexavalent chromium only). H&H will request that the laboratory attain a 0.3 milligrams per kilogram (mg/kg) reporting limit for hexavalent chromium. 2.3 QA/QC Samples H&H will also collect one duplicate soil sample from a soil sample location for quality assurance/quality control (QA/QC) purposes. Similar to the shallow soil samples, the duplicate soil sample will be submitted for laboratory analysis for VOCs by EPA Method 8260, SVOCs by EPA Method 8270, and PPL Metals (including hexavalent chromium).
