ENVIRONMENTAL MANAGEMENT PLAN
This form is to be used to prepare an Environmental Management Plan (EMP) for projects in the
North Carolina Brownfields Program at the direction of a project manager for the program.
Prospective Developers and/or their consultants must complete and submit this form and all
pertinent attachments to their project manager prior to any site earthmoving or other
development related activities. For the resultant EMP to be valid for use, it must be completed,
reviewed by the program, and signed by all signers at the bottom. Consult your project

undeveloped land. The site is is a portion of a larger Brownfields Site known as the Reep-LRC
Site (Brownfield Project Number 17047-13-60). Current redevelopment plans include clearing
the wooded lot, removing concrete foundations and other remnants of former site operations,
grading the site, and the construction of an approximate 360,000 square foot (sq ft) warehouse,
parking area, and a storm water retention pond. The proposed site layout and grading plans are
included in Appendix A.

PART 1. SOIL – Please fill out the information below, using detailed site plans, if available, or estimate
using known areas of contaminated soil and a conceptual redevelopment plan. Provide a figure
overlaying new construction onto figure showing contaminated soil and groundwater locations.
1)Known or suspected contaminants in soil (list specific compounds): In October 2016, H&H
conducted Brownfields Assessment Actvities at the site. The assessment activities included the
advancement of ten soil borings at the site. Nine soil borings were advanced within the footprint of
the proposed industrial building (SB-1 through SB-8), one soil boring was advanced in the
southeastern portion where surface waste removal activities were completed in March 2016 (SB-9),

and one soil boring was advanced in the northern portion of the site in the vicinity of a proposed
storm water retention pond (SB-10). Sample locations are shown on the attached Figure 1. The soil
samples were analyzed for volatile organic compounds (VOCs) by EPA Method 8260B, semi-VOCs
(SVOCs) by EPA Method 8270D, explosives by EPA Method 8330A, and hazardous substance list
(HSL) metals by EPA Methods 6010/6020/7470/7441. Laboratory analytical results of the soil
samples did not indicate the presence of compounds above Inactive Hazardous Site Branch (IHSB)
Industrial/Commerical Preliminary Soil Remedial Goals (PSRG) or naturally occurring background
levels for metals. However, sample SB-9 contained concentrations of benzene, cis-1,2-
dichloroethene, toluene, tetrachloroethene, and xylenes above the IHSB Protection of Groundwater
(POG) PSRGs. A summary of soil analytical data is provided as Table 1.
2)Depth of known or suspected contaminants (feet): None above Industrial PSRGs
3)Area of soil disturbed by redevelopment (square feet): In order to achieve the desired grade,
the entire site (approximately 25.93 acres or 1.1 million sq ft) will be graded. Grading
activities will be conducted utilizing grading equipment (i.e. backhoes, front end loaders,
bull dozers etc.) and the site development contractor will implement best management
practices (i.e. implementation of silt fencing and berming) to manage soil on-site during site
redevelopment activities. A cut and fill map is included in Appendix A.
4)Depths of soil to be excavated (feet): Approximately 25 ft of soil will be excavated to construct the
detention pond located in the northern portion of the site. Soil excavated from the storm water
retention pond area will be distributed during site grading activities for the purpose of achieving the
desired level grade.
5)Estimated volume of soil (cubic yards) to be excavated (attach grading plan): Approximately
10,000 cubic yards of soil will be excavated to construct the retention pond during grading activities.
6)Estimated volume of excavated soil (cubic yards) anticipated to be impacted by contaminants: It
is not expected that impacted soil will be excavated during redevelopment activities.
7)Estimated volume of contaminated soil expected to be disposed of offsite, if applicable: It is
anticipated that soil will be reused on site to achieve the desired grade.

☒Known borrow material (DESCRIBE SOURCE AND ATTACH SAMPLING PROFILE): The PD
does not anticipate that import soil will be needed to achieve the desired grade. However, if import fill
is needed, and is sourced from a pre-approved Brownfields import site, (such as the Vulcan Quarry in
Pineville, North Carolina) sampling will not be required. If import soil is sourced from a borrow site not
pre-approved by DEQ, it will be sampled at a rate of 1 sample per 1,000 cubic yards since it is
anticipated that the most of the site will be under impervious surfaces and the proposed use of the site
is industrial. Samples collected from sources not pre-approved by the Brownfields Program will be
sampled using the analytical methods selected above.
MANAGING ONSITE SOIL
1)If soil in known or suspected areas of contamination is anticipated to be excavated from the
Brownfield Property, relocated on the Brownfields Property,or otherwise disturbed during site
grading or other redevelopment activities, please provide a grading plan that clearly illustrates

If no, explain rationale: Laboratory analysis of soil samples collected during Brownfields assessment
activities did not identify compound concentrations at characteristically hazardous levels, with the
potential exception of the buried waste area. The buried waste area is outside of the building footprint,
but may be potentially covered with fill soil during redeveloped. Minimial disturbance of this area may
occur in conjunction with stormwater and erosion control. A summary of laboratory analytical results
for soil samples collected during Brownfields assessment activities is provided as Table 1.

If yes, describe method; If no, explain rationale: Significant areas of contaminated soil are not
expected to be encountered or disturbed during site redevelopment activities based upon previous soil
sampling data. However, if suspected impacted soil is encountered, the soil will be segregated and
covered with plastic sheeting to control dust levels and stormwater erosion. During excavation of the
impacted soil, the on-site contractor will implement dust control measures such as using a water mist to
mitigate dust generation, as needed.

or contractors will observe soils for evidence of potential significantly impacted soil that may not be
suitable to leave in place in exposed areas at an industrial use site. Evidence of potential significant

disposed materials of concerns (i.e. chemicals, tanks, drums, etc). Should the above be noted during site
work, the contractor will contact the project environmental professional so that he/she can observe the
suspect condition. If the environmental professional confirms that the material may be impacted, then
the procedures below will be implemented. In addition, the environmental professional will contact the
DEQ Brownfields project manager within two business days to advise that person of the condition.

Other comments regarding managing impacted soil in utility trenches: Although not anticipated, in
the event contaminated soil and/or vapors are encountered in utility trenches during redevelopment
activities, the trench will be evacuated and appropriate safety screening of the vapors will be performed
to protect workers. If results indicate further action is warranted in response to vapors to protect
workers, appropriate engineering controls (such as use of industrial fans) will be implemented.
PART 2. GROUNDWATER – Please fill out the information below and attach figure showing
distribution of groundwater contaminants at site
What is the depth to groundwater at the Brownfields Property? Based on groundwater sampling
actiivtes conducted at the site in October 2016, depth to groundwater near the northwestern
portion of the proposed building is approximately 17 ft and depth to groundwater near the
southwest portion of the proposed building is 26 ft.
Is groundwater known to be contaminated by ☐onsite ☐ offsite ☐ both ☐ or unknown
sources? Describe source(s): Groundwater sampling activities conducted in October 2016 did not
indicate the presence of compounds in groundwater above North Carolina Administrative Code
(NCAC)15A 2L Groundwaters Standards (2L Standards).
What is the direction of groundwater flow at the Brownfields Property? Groundwater at the site is
expected to mimic topographic gradient. The western-central portion of the site is located on a
topographic high. Therefore, groundwater at the site would be expected to radiate towards a perennial
stream located along the northern property boundary, and towards an intermittent stream located in
the southeast portion of the site before ultimately flowing towards I-485 to the east.
Will groundwater likely be encountered during planned redevelopment activities? ☐ Yes ☒ No

In the event that contaminated groundwater is encountered during redevelopment activities (even if
no is checked above), list activities for contingent management of groundwater (e.g., dewatering of
groundwater from excavations or foundations, containerizing, offsite disposal, discharge to sanitary
sewer, or sampling procedures): Although not anticipated, if suspected impacted groundwater is
encountered during redevelopment activities, groundwater samples will be collected to determine if
impacts are present. If collected, groundwater samples will be analyzed for VOCs and SVOCs. If the

In the event that contaminated sediment is encountered during redevelopment activities, list
activities for management of such events (stream bed disturbance): No contaminated sediment has
been identified during previous site assessment activities. An ephemeral stream is located in the
northwestern portion of the site that leads to a perennial stream located along the northern property
boundary. An additional ephemeral stream and an intermittent stream are located in the southeastern
portion of the site. Ephemeral stream beds and a portion of the intermittent stream in the southeast
portion of the site will be filled as part of redevelopment activities using previously obtained
USACE/DEQ 404/401 permits. These permits expire March 18, 2018. Based on the lack of shallow soil
impacts above Industrial PSRGs near the stream and the nature of the work (fill), impacted sediment is
not anticipated to be a development concern.

If applicable, at what depth(s) is soil vapor known to be contaminated? In October 2016, H&H
collected eight sub-surface soil vapor samples (VMP-1 through VMP-8) ranging in depths of 9 ft to 18 ft
within the footprint of the proposed building. Locations of the soil vapor samples are shown on Figure
2. Laboratory analytical results of the soil vapor samples indicated the presence of TCE above the IHSB
Non-Residential Soil Gas Screening Level (SGSL) in VMP-7 and VMP-8. No other compounds were
detected above IHSB Non-Residential SGSLs. A summary of the laboratory analytical results of the soil
vapor samples are shown on Table 2. To evaluate the potential risk for vapor intrusion from the
concentrations detected in VMP-7 and VMP-8, H&H used the DEQ Risk Calculator (August 2016 version).
The result of the risk calculation indicated a non-residential cumulative lifetime incremental cancer risk
(LICR) value of 9.1x10-7 for VMP-7 and a value of 2.0x10-6 for VMP-8. The cumulative LICR values for
each sample are within the 1 x 10-4 to 1 x 10-6 acceptable range. In addition, the risk calculator
indicated cumulative non-carcinogenic hazard quotient values of 0.25 for VMP-7 and 0.58 for VMP-8.
These values are below the cumulative non-carcinogenic risk threshold of 1.0. Based on these results,
the risk associated with vapor intrusion is low (within acceptable ranges), and no vapor intrusion
mitigation is warranted for the future warehouse building.
Will workers encounter contaminated soil vapor during planned redevelopment activities?

In the event that contaminated soil vapor is encountered during redevelopment activities (trenches,
manways, basements or other subsurface work, list activities for management of such contact: Given
that the areas where soil vapor were identified above screening levels are in areas of fill soil, it is unlikely
that workers will encounter contaminated soil vapor during redevelopment. Although not anticipated,
in the event soil vapors are encountered during redevelopment activities, the area will be evacuated and
appropriate safety screening of the vapors will be performed. If results indicate further action is
warranted, appropriate engineering controls (such as use of industrial fans) will be implemented.

This Contingency Plan is being provided as required by Part 9 of the NC DEQ template
Environmental Management Plan (EMP) for the proposed development at 1900
Continental Boulevard in Charlotte, Mecklenburg County, North Carolina. The site is
planned to be developed into an industrial warehouse.
Contingency Actions
In October 2016, H&H conducted Brownfields Assessment Activities at the site. The
results of the assessment activities did not indicate the presence of soil impacts above
IHSB Industrial/Commercial PSRGs. Therefore, soil impacts above are anticipa ted to be
encountered during redevelopment. Although it is not anticipated that soil impacts will
be encountered during construction activities, contractors may encounter unknown sub-
surface environmental conditions that, if encountered, will require proper management.
In the event that such conditions are encountered during site development activities, the
environmental actions noted below will be used to direct environmental responses.
1.During soil disturbance at the site, the workers or contractors will observe soils for
evidence of impacted soil that may not be suitable to leave in place in exposed areas
at an industrial use site. Evidence of potential impacted soil includes a distinct
unnatural color, discoloration, strong odor, and/or observance of previously disposed
materials of concern (i.e. chemicals, tanks, drums, etc.). Should any of the above be
noted during site work, the contractor will contact the project environmental
professional to observe the suspect condition. If the environmental professional
confirms that the material may be impacted, then the procedures below will be
implemented. In addition, the environmental professional will contact the DEQ

condition. H&H personnel will be on call to provide assistance on an as-needed-
basis. In addition, H&H will visit the construction site to check for environmental
concerns 2 to 3 times during site work.
2. If significant soil impact is encountered during grading and/or installation or removal
of utilities, excavation will proceed only as far as needed to allow grading and/or
construction of the utility to continue.
3. Suspect significantly impacted soil (i.e., that which does not appear to be associated
with prior known residual contamination) excavated during grading and/or utility line
installation or removal may be stockpiled and covered in a secure area on-site to
allow construction to progress. Suspect impacted soil will be underlain by and
covered with minimum 10-mil plastic sheeting. At least one representative sample of
the soil will be collected for analysis of total VOCs, SVOCs, and Hazardous
Substance List (HSL) metals. If the results of analysis of the sample indicate that the
soil could potentially exceed characteristically hazardous waste criteria, then the soil
will also be analyzed for toxicity characteristic leaching procedure TCLP for
appropriate compounds. Impacted soil will be managed in accordance with the
Paragraph 4 below.
4. Soil sampled in accordance with Paragraph 3 of this section will be handled in the
manner described below based upon the laboratory analyses:
i. If detectable levels of compounds are found which do not exceed
the DEQ IHSB Industrial PSRGs (other than which are attributable
to sampling or laboratory artifacts or which are consistent with
background levels for metals) and the TCLP concentrations are
below hazardous waste criteria, then the soil may be used on-site
as fill without conditions.

ii. If detectable levels of compounds are found which exceed the
DEQ IHSB Industrial PSRGs (other than which are attributable to
sampling or laboratory artifacts or which are consistent with
background levels for metals) and the TCLP concentrations are
below hazardous waste criteria, then the soil, with DEQ’s written
approval, may be used on-site as fill below a hardscape surface or
beneath at least 2 ft of compacted clean soil.
iii. Impacted soil may be transported to a permitted facility such as a
landfill after the soil is profiled and accepted at the disposal
facility. In the unlikely event that the composite sample data
indicates concentrations above TCLP hazardous waste criteria,
then the soil must be pre-treated on-site and/or transported off-site
to a permitted disposal facility that can accept or treat hazardous
waste.
Sampling data for potentially impacted soil and the disposition of impacted soil will
be provided to DEQ if and when the data become available.
5. If excavation into buried wastes or significantly impacted soils occurs, the contractor
is instructed to stop work in that location and notify the environmental consultant.
The environmental consultant will observe the materials and collect samples if
warranted. In this event, confirmation sampling will be conducted at representative
locations in the base and the sidewalls of the excavation after the waste or
significantly impacted soil is removed. The confirmation samples will be analyzed
for VOCs, SVOCs, and the HSL metals. Areas of suspected contaminated soil that
remain at the site after excavation is complete above the DEQ IHSB Industrial
PSRGs will be managed pursuant to this plan and incorporated into the Brownfields
plat. Buried wastes will be sampled for waste characterization purposes and disposed
off off-site at a permitted facility.

6. If determined to be warranted, confirmation samples will also be used to determine
the appropriate corrective measure for soil beyond the excavation limits required for
grading and/or utility line installation or removal. Such corrective measures are
specified in the items below.
7. If a sub-grade feature or pit is encountered and does not require removal for
geotechnical or construction purposes, it will be filled with soil or suitable fill and
construction will proceed. Where appropriate, the bottom may be penetrated before
back filling to prevent fluid accumulation. If the pit has waste in it, the waste may be
set aside in a secure area and will be sampled for waste disposal purposes for TCLP
VOCs, TCLP SVOCs, and TCLP metals and disposed off-site at a permitted facility
or the waste will be managed in accordance with Paragraph 3 above, whichever is
most applicable based on the type of waste present. If the pit must be removed and
the observed waste characteristics indicate the concrete may potentially be
contaminated to a significant degree, the concrete will be sampled and analyzed by
methods specified by the disposal facility.
8. If buried piping is encountered and must be removed to allow installation to proceed,
the contractor will inspect the pipe for fluids, collect the fluids where appropriate, and
look for signs of a release using field methods. The collected fluids will be sampled
for VOCs, SVOCs, and RCRA metals to determine appropriate disposition of the
fluid.
9. If surface water run-off gathers in an open excavation determined during construction
to be impacted, appropriate worker safety measures will be undertaken. The
accumulated water will be allowed to evaporate, be tested and disposed off-site (if
impacted), or be tested and discharged as typical construction stormwater (if not
impacted above DEQ surface water standards).
10. In the event that soil within an excavation cannot be dried adequately for construction
purposes using the methods described above, the soil may be amended with clean

soil, aggregate, inert drying agents, and/or stabilizing agents to achieve the desired
geotechnical qualities.
11. In the event that impacts associated with a UST release are found to be present on the
subject site, they will be addressed through the Brownfields Program.
12. In the event that groundwater is encountered during the redevelopment activities, the
groundwater may be allowed to evaporate in the excavation if possible. If that is not
practical, then the water will be pumped out of the excavation and containerized for
sampling and analysis. Containers could be drums, poly tanks, or equivalent
depending upon the volume of water. A representative sample of the water will be
analyzed for VOCs and managed as follows depending upon the data.
i. If the results of analysis of the sample do not indicate detectable
VOCs or indicate the presence of detectable VOCs below DEQ
surface water standards, then, in accordance with NCAC 2H.0106,
the water can be discharged as typical construction stormwater.
ii. If the results of analysis of the water sample indicate that the water
contains detectable levels of VOCs above DEQ surface water
standards but below hazardous waste criteria, then the water will
be managed as a non-hazardous waste and either disposed off-site
or, with approval of the sanitary sewer authority, discharged to the
sanitary sewer. It may also be sprayed on-site for dust control.
iii. If the results of analysis of the water sample indicate that the
sample contains detectable levels of VOCs above hazardous waste
criteria, then the water will be either transported off-site as a
hazardous waste or, with approval of the sanitary sewer authority,
discharged to the sanitary sewer.

Dust Control
Because some limited residual impacted soil may be present at the site, preventing
exposure to airborne contaminants will be addressed during site activities. Dust will be
controlled by keeping site access roads and active work areas damp and by watering or
misting as necessary prior to and during grading activities. A water truck and/or
appropriate water misting equipment will be available if needed at the site during work
activities.
