Subject: Permit to Operate Extension, Upper Piedmont Regional Landfill, 7304-MSWLF-
1997, Person County, North Carolina, Determination of Completeness and
Extension of PTO

Dear Mr. Einsmann,
Republic Services of North Carolina, LLC made application for a permit to operate for the life of
the site for the Upper Piedmont Regional Landfill in Person County. The application is
administratively complete and is under review by the section. An extension to the franchise was
necessary for continued operation of the landfill, and the extension was granted by the count y.
The 2017 session of the NC General Assembly had bills during its session that would affect the
franchise that this facility is otherwise required to obtain. Regrettably the regulation reform bills
which contained the language were not passed during the regular session of the general
assembly. The session will reconvene in August of this year and it is anticipated that the subject
may be broached at that time.
Upper Piedmont Landfill, permit number 7304-MSWLF-1997, shall continue to operate under
the terms and conditions of its existing permit until such time the review of the application is
completed and a permit approval to operate for the next time segment is issued.
