(O'Brien & Gere) has been retained by Central Transport, I Inc. (CTI) to conduct additional investigations at their Charlott~ facility. The investigations were i outlined in a Ground Water Assessment Plan which was submitled to the State of North Carolina, I Department of Environment, Health and Natural Resources, Ditision of Solid Waste Management ' (State) on April 30, 1993. The investigations were conducted J response to a letters dated April I I 1 and May 12, 1993 from the State to "determine the vertical exl:ent of the plume" which has been detected in the vicinity of MW-7 (See Figure 1). This monitorfug well is located near two former lagoons located at the CTI Charlotte terminal site. Brie1fly restated, the results of the previous investiga,ions conducted at the site have indicated that ground water contamination exists in the vicinity Jt MW-7. The direction of ground i water flow :is to the southwest on the eastern portion of the sit~. The results of a fracture trace analysis (See Report dated November 1990) suggest that one fracture lineation is present at the Charlotte siite and apparently underlies the naturally occurring! depression in which Pond 3 and i former Lagoon 2 are situated. The general ground water gradietjt in the fracture at the site is from ' north to south. The fracture system separates two distinct grohnd water flow regimes. Ground I water flowing from the west and ground water from the east a~parently coalesce in this fracture. I Ground water in the fracture flows southward as it leaves the site~ Wells MW-11, MW-13 and MW- 16 are in a low area of the site where this change in ground Vl\ater flow direction is believed to occur. This, together with ground water level data, indicates that wells MW-11, MW-13 and MW-16 are located downgradient of the former lagoons. 1-1 O'BRIEN & GERE ENGINEERS I . I 1' I~ ii·I I II i11I ' i SECTION 3 -FIELD INVE~TIGATIONS I '1 I August 6, 1993 3.0l General i The supplemental field investigations were cond,cted at the CTI Charlotte, North Carolina facility from May 23 through May 27, 1993 (well instiation) and June 7 through June 9, 1993 (ground water sampling and elevation measurement). Iese field investigations included: • the installation of an additional bedrock bonitoring well (MW-18); • the performance of a field survey to h~rizontally and vertically locate the oew bedrock monitoring well; j • the measurement of ground water elevat ons; and • the collection and analysis of one ro nd of ground water samples from ten monitoring wells located at the site. The following subsections describe the procedurjs implemented in conducting each of the field investigations. ' I 3.02 Monitoring Well Installation I From May 23 through May 27, 1993, a bedrock onitoring well, designated MW-18, was installed at the CTI facility at the location shown on Fi res 1 and 2. This monitoring well was installed to provide additional information for evaluating the local ground water flow direction and I quality at the facility. The b rehole was located midway between the location of MW-7 and MW-17. When it was attemp ed to deepen the borehole through the protective casing the following day, the fonnation im ediately below the end of the protective casing collapsed and the driller was unable to keep the borehole open. The borehole was abandoned by filling the protective casing with grout an , installing a concrete cover at the surface. A second six-inch protective casing was installe4 to a depth of 88 feet below the surface. Thi:1 borehole was located approximately 15-20 feet sof h of MW-17. The casing was grouted in place and the borehole was advanced through the cas,g. A small amount of ground water was detected at approximately 123 feet below the surface. iter consultation with Ms. Laurie Martin, Hydrogeologist of the State of North Carolina, the bor~hole was extended to 130 feet below the surface. A 2 inch diameter, 0.01 slot PVC screen was installed from 110 to 130 feet below the surface. A clean sand pack was installed in the annulair space between the well screen and the bornhole. This sand pack extended from the base of the borehole to a height of approximately two ' feet above the top of the well screen. A two-foot thick btjntonite seal was then placed on top of the sand pack. The remaining annular space between the bJrehole wall and the well casing was filled ' with a cement grout. The grout extended to the ground surface, where a sealing cap with a lock was placed on the well and a protective flush mount cover with concrete pad was installed over the well. The well construction diagram for monitoring well MW-18 is provided in Figure 5. Table 1 summarizes the well specifications for monitoring well ?vfW-18. The well was developed for approximately 3.5 hq~rs using air lift with an in-line air filter. Analyses were conducted using the EPA analytical methods outlined in Appendix F of the December 1992'Sampling and Analysis Plan. 3-6 O'BRIEN & GERE ENGINEERS I I I ~ i,'.:~I I I I !n I I I August 6, 1993 s The shallow ground water in the Charlotte area o urs in the clayey to sandy soil as an unconsolidated water table aquifer. The unconsolidated aqu er acts as a reservoir which transmits water to the bedrock. The bedrock ground water is conta ed in the joints, fractures, cleavage planes, bedding planes, and solution channels in the rock (IJegrand, 1952). The flow of ground water within the unconfined aquifer is dictated by topography; in other words, the surface of the water table roughly mimics the land surface. Within the bedrock aquifer, however, ground water flow is controlled by the system of joints and fract~res (Legrand, 1952). Although the ' I underlying bedrock is recharged with ground . water that, has been transmitted through the overburden, there is apparently insufficient recharge to maintain a continuous saturated zone above the bedrock. Two flow regimes appear to exist on the site. The ground water flow direction on the western side of the former lagoons is to the east toward the fracture and ground water flow directiorn on the eastern side of the former lagoons is southwest toward the fracture. The topography of the site suggests that the two flow regimes merge in the fracture south of the former ' ' lagoon 2 and ground water leaves the site flowing in a southerly direction. Prior to January 1992 I I CTI sporadically operated a production well which is in the vic~ity of MW-15. During its operation I a second flow pattern existed on the eastern side of the site. ; The practical effect of pumping the production well was to create a hydraulic gradient away from the lagoons, and toward the production well. The production well has not been operated since Westinghouse Remediation Services, Inc. completed the lagoon excavation in January 1992. I 1' I I August 6, 1993 off the production well allowed the ground water flow direction to return to its natural, generally southward trend. It should be noted that in a fractured bedrock aquifer, both a hydraulic pathway and hydraulic potential are needed for ground water flow to occJ. A pathway can be a joint or fracture I in the bedrock. Potential is indicated by ground water elevatfons, with potential ground water flow from higher to lower elevations. Data has been collected ref arding potential and pathways. (See November 1990 report). 1 1 I 'The bedrock ground water elevation map (Figure 2) illustrates the hydraulic potential from the June: 7, 1993, ground water elevation data collected from bedrock monitoring wells MW-6, MW- 7, MW-8, MW-9, MW-10, MW-11, MW-13, MW-15, MW-16, MW-17 and MW-18. This is consistent with data collected in previous investigations. Figure 6 provides a vertical cross section through w~lls MW-7, MW-17, MW-18, MW-13, MW-16, MW-11, and MW-12. Previous investigations have in~icated components of horizontal and I vertical ground water flow. Evidence of a downward groun1 water flow potential is given by the fact that ground water is at a lower elevation in the deeper wt at the well nest at MW-7 and MW- 17 (i.e. the ground water elevation in MW-7 is higher that the elevation in MW-17). This is consistent with the well nests' relative position to the presumid location of the fracture. Data collected during this investigation indicates a popr hydraulic connection between the I water be~•ringzones where MW-7 and MW-17 are screened an1d where MW-18 is screened. During ' ' installation of MW-18, a less fractured, drier confining zone approximately 35 feet thick (between ' 88 feet and 123 feet below grade) was observed. Ground wa~er elevations were 717.86 feet MSL in MW-18 and 752.38 feet MSL in MW-17. The temperature and ground water elevation differences support the conclusion that there is poor hydraulic connection between MW-17 and MW-18. iEstimated bedrock ground water flow velocity was previously reported to be 0.38 ft/day or 138 ft/year (see November 1990 report). 4-3. O'BRIEN & GERE ENGINEERS I I I I I I I I I I I I I I I I I I I I August 6, 1993 SECTION 5 -GROUND WATER OiUALITY ' Ground water sampling has been conducted at the site sfuce October 1989. Details of these activities are included in previous reports including the Hydrogeplogic Investigation, June 1990, the Supplemental Phase 1 Hydrogeologic Investigation, November 1990, subsequent letter reports dated July 11, 1991, January 17, 1992, and September 15, 1992, and a Ground Water Assessment Report dated March 1993. Table 2 summarizes the results of grou~d water sampling that has been ' conducted at the site. Ground water samples were analyze~ for volatiles, base neutral/ acid extractable:1, pesticides/PCBs and metals. Volatiles and base nbutral/acid extractables have been detected in wells MW-7 and MW-8 and were detected in MW-17 in the one round of sampling conducted in February 1993 after its installation. (Ethyl benze@e was detected in MW-16 on one of four sampling rounds and is considered aberrational). Constituents detected on one or more occasions in MW-7 include 1,4-dichlorobenzene, vinyl chloriqe, benzene, 1,1-dichloroethylene, I I ethylbenzene, toluene, 1, 1, 1-trichloroethane, xylenes, chloroethane, chlorobenzene, 1,2- dichloroethene and napthalene at a range of 2 ppb to 110 ppb. Constituents detected in MW-8 include acetone, methylene chloride, 1,1,1-trichloroethane, benzene, 1,1-dichloroethylene, tetrachloro•:thene, trichloroethene at concentrations from 4 ppb to 320 ppb. Constituents detected in MW-17 include acetone, 1,2-dichloroethene and 1, 1-dichloroethylene at concentrations of 20, 31 ' and 6 ppb respectively. Acetone was detected in the sample fro~ MW-18 at a concentration of 11 I ppb and wa:s detected in the field blank at the same concentration. Toluene was detected at a concentration of 6 ppb, however given the poor hydraulic connection between the water bearing zones when: MW-7 and MW-17 are screened and where MW-18 is screened, this is believed to be unrelated to the contamination which has been detected in MWi-7 and MW-17. 5-1 O'BRIEN & GERE ENGINEERS I I I I I I I I I I I' I I I I I I I I August 6, 1993 As presented on Figure 1, MW-7, MW-8, MW-17 and ~W-18 are east of the former lagoons. CONCLJSJONS I i August 6, 1993 The sum of investigations conducted to date irldicate a limited area of ground water I ' contamination in the vicinity ofMW-7, MW-8 and MW-q. Data collected during this investigation i indicate that MW-18 represents a clean vertical boundary,! and, as depicted on Figure 3, wells MW- 1 I 6, production well, MW-16 and the intermittent stream pefine the clean boundary of the plume I horizontally. No additional investigations are warranted. 'fhe clean boundary was established using ' the r•esults of sampling in the wells and the stream. ' I Site data have not documented significant cont~mination in wells to the south or west I ( downgradient) of the lagoons. This conclusion is based primarily on the following: ' ' 1) Confirmation of ground water flow toward the south and west from the lagoons; ' I 2) Absence of contaminants in sampling wes~ of the lagoons; I 3) No significant contamination detected sou[th of the lagoons in at least four rounds 4) of sampling from wells MW-11, MW-13 anp MW-16, (eight rounds on MW-11) and No contaminants detected in two rounds oJstream samples (See September 15, 1992 report). 6-1 O'BRIEN & GERE ENGINEERS I I I I I I I I I I I I I I I I I I I August 6, 1993 CTI has, in correspondence dated September 10, 19t2, committed to closing the lagoon area as a landfill and monitoring wells for up to 30 years. The P-ound water monitoring system will consist of wells MW-9 and MW-15 (upgradient wells) and wejls MW-7, MW-8, MW-11, MW-13, MW-16 and MW-17 (downgradient wells).
