SECTION 1 -INTRODUCTION
1.01 Background
O'Brien & Gere Engineers, Inc. (O'Brien & Gere) has been retained by Central
Transport, Inc. (CTI) to conduct additional investigations at their Charlotte facility. The
investigations were outlined in a Ground Water Assessment Plan which was submitted to
the State of North Carolina, Department of Environment, Health and Natural Resources,
Division of Solid Waste Management (State) in December 1992. The investigations were
conducted in response to a letter dated November 12, 1992 from the State to "define the
vertical and horizontal extend of the plume" which has been detected in the vicinity of MW-
7 (See Figure 1). This monitoring well is located near two former lagoons located at the
CTI Charlotte terminal site.
Briefly restated, the results of the previous investigations conducted at the site have
indicated that ground water contamination exists in the vicinity of MW-7. The direction of
ground water flow is to the southwest on the eastern portion of the site. The results of a
fracture trace analysis (See Report dated November 1990) suggest that one fracture
lineation is present at the Charlotte site and apparently underlies the naturally occurring
depression in which Pond 3 and former Lagoon 2 are situated. The general ground water
gradient in the fracture at the site is from north to south. The fracture system separates two
distinct ground water flow regimes. Ground water flowing from the west and ground water
from the east apparently coalesce in this fracture. Ground water in the fracture flows
southward as ground water leaves the site. Wells MW-11, MW-13 and MW-16 are in a low
area of the site where this change in ground water flow direction is believed to occur which,
together with ground water level data, indicates that wells MW-11, MW-13 and MW-16 are
downgradient wells.

Ground water sampling has been conducted at the site on at least nine occasions
beginning in October 1989. Details of these activities are included in previous reports
including the Hydrogeologic Investigation, June 1990, the Supplemental Phase 1
Hydrogeologic Investigation, November 1990, and subsequent letter reports dated July 11,
1991, January 17, 1992 and September 15, 1992.
1.02 Objective
The purpose of the additional investigations which were outlined in the December
1992 Ground Water Assessment Plan was to further define the vertical and horizontal extent
of ground water contamination in the vicinity of MW-7. Specifically, there were two
objectives:
1) define the eastern edge of the plume, and
2) assess whether the contamination near MW-7 extends into the deeper bedrock
aquifer.
1.03 Description of Ground Water Monitoring System
The current ground water monitoring system consists of wells MW-6, MW-7, MW-8,
MW-9, MW-10, MW-11, MW-13, MW-15, MW-16 and MW-17. MW-17 was installed in
February 1993 as part of the additional investigations. Figure 1 shows the locations of the
monitoring wells.
According to 40 CFR 265, Subpart F, the ground water monitoring system is required
to include at least one monitoring upgradient of the lagoons; the system includes four
upgradient wells, MW-6, MW-9, MW-10 and MW-15. The ground water monitoring system
is required to include at least three wells hydraulically downgradient of the lagoons; the
system includes six downgradient wells, MW-7, MW-8, MW-11, MW-13, MW-16, and the
newly installed MW-17.

SECTION 2 -SITE GEOLOGY
The CTI site is located within the Piedmont physiographic province of North
Carolina, in the Charlotte Belt. The massive crystalline and metamorphic rocks of the
Piedmont are covered by a layer of unconsolidated clayey to sandy material, consisting of
weathered parent rock and alluvium (Cederstrom 1979). The underlying Charlotte Belt has
been interpreted as a tilted composite mass of intrusive igneous rock that has been eroded
(Wilson, 1983). The immediate vicinity of Charlotte is underlain by a granite and diorite
complex, which is interfingered with a variety of local sedimentary and metamorphic rocks
(Legrand, 1952).
The maximum depth of the subsurface investigation for this site was 100 feet (MW-
12). Therefore the discussion of the site geology will be limited to the uppermost 100 feet
of overburden and bedrock.
The unconsolidated overburden at the site ranges from 15 feet thick to 30 feet thick
on the eastern side of the lagoons. The overburden consists predominantly of silt and clay,
with some sand occurring. Fill was encountered in MW-2, east of Lagoon 1.
The overburden is underlain by blue-gray fine-grained sandstone on the eastern side
of the lagoons (MW-6, MW-7, MW-8). While the encountered bedrock is predominantly
sandstone and siltstone, gray to green-gray quartzite was also encountered, at the bottom
of overburden borings MW-4 and MW-5.

3.03 Field Survey
After the well installation was completed, a field survey was conducted by General
Surveyors, Inc. of Charlotte, North Carolina. The field survey was performed to identify the
location of monitoring well MW-17 for inclusion within the existing survey and to obtain a
ground surface elevation and a top of PVC casing elevation for the monitoring well relative
to mean sea level (MSL). The survey was completed using an established benchmark
located at the northwestern corner of the large one-story building at the facility. The well
location and elevation data are provided in Figure 2 and Table 1.
3.04 Ground Water Elevation Monitoring
Ground water elevations were measured with an electronic water level probe in
monitoring wells MW-6 through MW-13 and MW-15 through MW-17 on February 12, 1993.
The ground water elevation data is listed in Table 1. The ground water elevations are also
included on Figure 2. The ground water elevations were used to evaluate the bedrock
ground water flow direction in the study area.
3.05 Ground Water Sampling and Analysis
One round of ground water samples was collected during February 1993. Monitoring
wells MW-9 through MW-11 were sampled on February 3, 1993. Ground water samples
were collected from monitoring wells MW-7, MW-8, MW-13, MW-15, and MW-16 on
February 4, 1993. Monitoring wells MW-6 and MW-17 were sampled on February 12, 1993.
Prior to sampling, the ground water elevation in the monitoring wells was measured.
Based on the ground water elevation, the volume of water in the well was calculated. Using
this water volume calculation, three well volumes of ground water was purged from the
monitoring wells. This ground water was purged from the monitoring wells with a
decontaminated bailer prior to sampling such that the ground water would be representative
of the aquifer. Ground water temperature, pH, conductivity and turbidity was measured

with electronic meters a~ purge water was removed from each monitoring well. A stainless
steel bailer was used at all of the monitoring wells with the exception of monitoring well
MW-6, where a small diameter PVC bailer was used. The small diameter PVC bailer was
required at monitoring well MW-6 because of a deflection in the PVC well casing which
prevented the larger diameter stainless steel bailer from descending down the riser pipe.
Ground water samples were not collected until the temperature, pH, specific conductance,
and turbidity were relatively stable as measured with electronic meters. The ground water
samples collected for dissolved metals analysis were filtered in the field using a peristaltic
pump with an in-line 0.45-micron filter.
Before each use, the hailers were washed with soapy distilled water, followed by a
methanol rinse, a nitric acid rinse, and a distilled water rinse. At each well site, a new piece
of clear plastic sheeting was laid down around the well. Clean sampling equipment was
placed on the plastic sheeting and a new length of polypropylene rope was attached to the
bailer. In addition to the equipment decontamination procedures, the sampler also donned
a new pair of latex gloves at each new well site.
The sample jars were labeled and placed in a cooler with icepacks for shipment to
the laboratory for analysis. Trip blanks were included in each cooler containing volatile
organic compounds (VOC) samples for quality control/quality assurance purposes. Each
trip blank consisted of a 40-ml vial filled with distilled, uncontaminated water.
Chain-of-custody documents for each sample were completed at the time of sampling
and were maintained throughout the handling and submission of the samples to the
laboratory. The samples were shipped to OBG Laboratories, Inc. in Syracuse, New York
for analysis. Analysis was for metals, volatile organic compounds, base/neutral extractables,
acid extractables, pesticides, and PCBs using the EPA analytical methods outlined in
Appendix F of the December 1992 Sampling and Analysis Plan.

MW-8, MW-9, MW-10, MW-11, MW-13, MW-15, MW-16 and MW-17. Data collected in
previous investigations indicates the same hydraulic potential.
It should be noted that in a fractured bedrock aquifer, both a hydraulic pathway and
hydraulic potential are needed for ground water flow. A pathway can be a joint or fracture
in the bedrock. Potential is indicated by ground water elevations, with potential ground
water flow from higher to lower elevations. Data has been collected regarding potential and
pathways. (See November 1990 report).
Figure 6 provides a vertical cross section through wells MW-7, MW-17, MW-13, MW-
16, MW-11, and MW-12. The cross-section shows components of horizontal and vertical
ground water flow. Evidence of an upward vertical ground water flow potential is given by
the fact that ground water is at a higher elevation in the deeper well at the well nests at
MW-ll and MW-12 and MW-13 and MW-16 (i.e. the ground water elevations in MW-12
and MW-16 are higher than the elevations in MW-11 and MW-13, respectively). Evidence
of an downward vertical ground water flow potential is given by the fact that ground water
is at a lower elevation in the deeper well at the well nest at MW-7 and MW-17 (i.e. the
ground water elevation in MW-7 is higher than the elevation in MW-17). This is consistent
with the well nests' relative position to the presumed location of the fracture.
Estimated bedrock ground water flow velocity was reported in the November 1990
report. Based upon the average hydraulic conductivity of bedrock wells MW-6, MW-7, MW-
8, MW-9, MW-10 and MW-11 (0.21 ft/day) and an assumed aquifer porosity of 0.01, the
resulting horizontal flow velocity was estimated to be 0.38 ft/day or 138 ft/year.

SECTION 5 • GROUND WATER QUALITY
Ground water sampling has been conducted at the site beginning in October 1989.
Details of these activities are included in previous reports including the Hydrogeologic
Investigation, June 1990, the Supplemental Phase 1 Hydrogeologic Investigation, November
1990, and subsequent letter reports dated July 11, 1991, January 17, 1992 and September
15, 1992. Ground water samples were analyzed for volatiles, base neutral/acid extractables,
pesticides/PCBs and metals. Volatiles and base neutral/acid extractables have been
detected in wells MW-7 and MW-8 and were detected in MW-17 in the one round of
sampling conducted in February 1993 after its installation. (Ethyl benzene was detected in
MW-16 on one occasion and is believed to be aberrational. It was not detected in February
1993 sampling round). Constituents detected on one or more occasions in MW-7 include
1,4-dichlorobenzene, vinyl chloride, benzene, 1,1-dichloroethylene, ethylbenzene, toluene,
1,1,1-trichloroethane, xylenes, chloroethane, chlorobenzene, and 1,2-dichloroethene at a
range of 2 ppb to 110 ppb. Constituents detected in MW-8 include acetone, methylene
chloride, 1,1, 1-trichloroethane, benzene, 1,1-dichloroethylene, tetrachloroethene,
trichloroethene at concentrations from 4 ppb to 320 ppb. Constituents detected in MW-17
include acetone and 1,2-dichloroethene at concentrations of 20 and 31 ppb respectively. As
presented on Figure 1, MW-7, MW-8 and MW-17 are east of the former lagoons. Analysis
of samples from wells located south and west of the lagoons did not indicate the presence
of contamination. Table 2 summarizes the results of ground water sampling that has been
conducted at the site.

Department Store; Various Sites in U.S. -Prepared feasibility studies for
groundwater and soil remediation of leaking UST sites. Studies
examined various remedial options and included a preliminary cost
estimate.
Department Store~ -Prepared Corrective Action Plan (CAP) for
leaking UST site. CAP included selection of remedial alternative and
conceptual design.
AIR EMISSIONS AND MONITORING:
Manganese Manufacturer; MD -Performed stack testing to determine
the particle loading to a packed-tower scrubber from rotary drum dryers
used in the manufacturing process. The scrubber particulate removal
efficiency was evaluated by estimating the particulate and manganese
emissions from the scrubber. In addition, a particle size analysis of the
scrubber inlet and outlet gas streams was performed using a particle
fractionator sampling train.
Manganese Manufacturer; MD -Performed air emissions monitoring of
a packed-tower scrubber to determine the ammonia removal efficiency.
The inlet and outlet gas streams were monitored for total ammonia, gas
velocity, gas temperature and moisture content.
Decorative Laminates Manufacturing Facility; MD -Performed stack
sampling upstream and downstream of two boilers on-site to determine
volatile organic compound destruction efficiency and particulate emission
rates_ The resultant destruction efficiencies and particulate emission
rates were evaluated for compliance with Maryland and Federal air
emissions regulations.
Nevamar Corporation; MD -Performed sampling to estimate the volatile
organic compound (VOC) emissions from each process vent for
reporting on the Maryland Department of the Environment as part of
the air toxics reporting requirements. Sampling was performed utilizing
published EPA methodologies, and resulted in the estimation of the
molecular weight, percent moisture, and volumetric flowrate of the
exhaust gas streams from three vacuum pumps and four process reactors.
The total VOC emissions in pounds per hour were estimated. A
sampling report was prepared and presented to the client.
Hospital; MO -Performed air emissions testing of three boilers, an
ethylene oxide sterilizer, and an ethylene oxide aerator to evaluate
compliance with Illinois Environmental Protection Agency regulatory
limits. Prepared application for operating permits. Tests included NO,,
so,, co. voes, and particulates.
