1.0 SUMMARY
On July 24, 2014, Mid-Atlantic Associates, Inc. (Mid-Atlantic) conducted soil sampling on the
grounds of the Carter G. Woodson Middle School located at 420 Goldfloss Street in Winston
Salem, North Carolina. The objective of sampling was to determine whether surface soil
contaminants that may have resulted from historical operation of a textile mill and a circuit
board manufacturing facility on the property could create exposure risk for students and other
occupants of the property.
A second sampling event was conducted on December 30, 2014 to provide additional data
regarding background (naturally occurring) arsenic concentrations in undisturbed soil.
There was no soil contamination identified in the soil samples collected.
There were no volatile organic compounds identified in the samples at concentrations above
the laboratory reporting limit, with the exception of two acetone detections that are assumed to
be laboratory artifacts. Detected acetone concentrations were less than 0.001 percent of the
NC Department of Environment and Natural Resources residential “Soil Remedial Goals”
(SRG’s).
Inorganic compounds (metals) were detected in surface soil samples at concentrations that are
typical for naturally occurring trace metals in Piedmont NC soils. Arsenic concentrations in four
of six samples exceeded the corresponding SRG, however, none of the samples exceeded the
site mean background concentration for arsenic in soil. None of the remaining inorganic
analytes exceeded the corresponding SRG.
2.0 PROJECT INFORMATION
Elevated levels of chemicals were recently discovered in groundwater on the grounds of the
Carter G. Woodson Middle School, located at 420 Goldfloss Street in Winston Salem, North
Carolina (Parcel 4). Phase I assessments conducted for the property determined that Arista
Cotton Mill operated on the site from 1895 to 1969. From 1970 until approximately 1988,
Western Electric (AT&T) operated a circuit board manufacturing facility on the site. A motor
freight facility is reported to have operated at the site of the Woodson Elementary School and
High School located at 427 Goldfloss Street (Parcel 3). A topographic site map is provided in
Drawing 1, attached.
In two environmental assessments that were completed for the Woodson Middle School
property; a “Phase II Environmental Site Assessment” conducted by Hart & Hickman, dated
May 16, 2014, and a “Limited Phase II Environmental Site Assessment” conducted by the EI
Group, Inc., dated June 13, 2014, chlorinated solvents were discovered in groundwater at
concentrations that exceed NC Department of Environment and Natural Resources (NCDENR)
2L Groundwater Quality Standards (NC 2L Standards). In addition, groundwater
concentrations of tetrachloroethylene (PCE), and trichloroethylene (TCE) also exceeded

residential vapor intrusion screening levels established by the NCDENR, Division of Waste
Management (NCDWM). Shallow soil sampling for volatile organic compounds (VOCs) was
conducted on the property in the Phase II Environmental Site Assessment conducted by Hart
& Hickman. VOCs were not detected in the soil during that sampling event.
Indoor air sampling was conducted in the Middle School building by Mid-Atlantic on July 11,
2014, and December 30, 2014. PCE, TCE and trichlorofluoromethane were analyzed as
constituents of concern (COCs). There were no exceedances of residential indoor air
screening levels for the COCs in the collected air samples.
In the Hart & Hickman Phase II Assessment, groundwater and soil sampling was conducted on
Parcel 3 for volatile and semi-volatile organic compounds in the vicinity of the former motor
freight facility. No groundwater contaminants were detected in concentrations that exceeded
NC 2L standards and no contaminants were detected above the laboratory reporting limit in
the soil samples.
Surface water sampling was conducted in the EI, Inc. Phase II Assessment along Parkway
Branch that runs along the east and south border of Parcel 4. The results of that sampling
indicated tetrachloroethylene was detected at concentrations that exceed North Carolina 2B
Surface Water Standards for Human Health.

3.0 METHODS
3.1 Soil Sampling
Soil samples were collected on the Woodson Middle School grounds (Parcel 4) on July 24,
2014 for analysis of volatile organic compounds and select inorganic compounds (metals).
Samples were collected from surface soil at a depths from zero to one foot using a hand
auger. Sample locations are depicted in Drawing 2.
Sample locations were selected after consultation with school administrators regarding high
traffic areas on school grounds where children were most likely to have contact with soil.

Six VOC samples were collected and analyzed by EPA Method 8260. Six composite soil
samples were collected and analyzed for five RCRA1 metals and hexavalent chromium using
EPA Method 2540G. The selected inorganic analytes are compounds that may have been
used in former industrial operations at the site, including arsenic, hexavalent and total
chromium, copper, and cadmium (textile dyeing); and lead (circuit board manufacturing and
textile dyeing). One soil sample was collected in the wooded area to the west of the current
athletic field for background comparison purposes. Four aliquots obtained within 50 feet of the
sample point were collected for each composite sample.
An attempt was made to collect surface water samples from Parkway Branch. However,
because the creek bed was dry on the date of sampling, no surface water samples were
obtained.
Soil sampling was planned for the Elementary School playground on Parcel 3. The playground
surface is a non-native mulch/cushioning material that covers a paved surface. Consequently,
soil samples were not collected from the playground.
A second sampling event was conducted on December 30, 2014 to provide data with regard to
naturally occurring (background) concentrations of arsenic in soil. Six composite samples were
collected from the southwest wooded portion of the property where soil appears to be
undisturbed. Sample locations are depicted in Drawing 2.
4.0 RESULTS
Of the six VOC soil samples collected, two had no detections of VOCs above laboratory
reporting limits. Acetone was detected in four of the six samples at concentrations ranging
from 0.04 to 0.08 mg/kg. The IHSB SRG for acetone is 12,000 mg/kg.
All six soil samples had concentrations of metals that are within the expected range for trace
metals in North Carolina Piedmont soils2,3,4. Arsenic concentrations ranged from 0.31 to 3.5
mg/kg in the six sample collected in July, 2014. Four of the six arsenic samples exceeded the
IHSB SRG for residential environments (0.61mg/kg).

Six background arsenic composite soil samples were collected on December 30, 2014. Those
six samples had concentrations of arsenic that ranged from 4.9 to 20 mg/kg, with a mean
concentration of 11.5 mg/kg.
5.0 DISCUSSION/CONCLUSIONS
Metals concentrations detected in soils samples were within the expected range for trace
metals in Piedmont soils. Arsenic, for example, is reported by the United States Geological
Survey with a mean concentration of 7.4 ppm (mg/kg) in native soils in the eastern United
States2. On page 19 of the same document, a graphic displays Piedmont North Carolina with
discreet native arsenic concentrations in the range of 0.65 to 41 ppm. The North Carolina
Department of Agriculture reports a state-wide average of 4.5 ppm3. The USEPA reports that
“In soils, the total arsenic concentration normally ranges from 1-50 ppm, though it does not
generally exceed 10 ppm.”4 The same report cites an average concentration of 5 ppm in soils.
Arsenic concentrations in soil samples collected at Woodson Middle School ranged from 0.31
to 3.5 ppm.
The mean concentration of arsenic in six background soil samples (11.5 mg/kg) collected in
December, 2014 is considerably higher than the concentrations detected in soil samples from
disturbed soils on the middle school grounds (range 0.31 to 3.5 mg/kg). This indicates that
reported arsenic concentrations in soils from the July sampling event are the result of naturally
occurring arsenic in soil.
