HomeMy WebLinkAboutCaroline Courtyard Collin Day Letter-OCRSeptember 23, 2014 Mr. Collin Day Hydrogeologist NCDENR Winston Salem Regional Office Division of Waste Management, Superfund Section-IHSB 585 Waughtown Street Winston-Salem, North Carolina 27107 Subject: Phase I Environmental Site Assessment Report Ground Water Sampling Report Proposed Caroline Courtyard Apartments North Generals Boulevard Lincolnton, Lincoln County, North Carolina Dear Collin: In accordance with our recent telephone conversation, please find attached a copy of a Phase I Environmental Site Assessment Report for the proposed Caroline Courtyard development in Lincolnton, North Carolina. The scope of work for this environmental assessment was completed in accordance with the American Society of Testing and Materials (ASTM) Standard Practices for Environmental Site Assessments: Phase I ESA Process (ASTM Designation: E1527-13). The Phase I Environmental Assessment identified two (2) off-site Recognized Environmental Conditions (RECs) for the subject site. The two RECs that were identified in Phase I report are: 1.Former General Marble Site (NONCD0001069): Based on a 2014 ground water monitoring report prepared by the Responsible Party’s consultant EnSafe, Inc., PCE that was released into the ground water from the General Marble property has migrated down gradient in a southwest direction from their facility toward Walker Branch and onto the subject (Barkley) property that is being targeted for the Carolina Courtyard development project. The ground water sampling results from this sampling event show that elevated levels of PCE were still reported on-site. Furthermore, five (5) of the eleven (11) ground water monitoring wells that were sampled in 2010 reported higher concentrations of PCE than concentrations that were observed in the same wells from 1993-1996. In addition to the Phase I report, we are also submitting the results of recent ground water sampling that was performed on seven (7) monitoring wells located on the subject (Barkley) property that were installed in 2001 as part of the General Marble incident. The results of ground water analyses indicate that dissolved phase chlorinated compounds were detected in each of the ground water samples that were collected from the seven monitoring wells on September 3. 2014. Tetrachloroethene (PCE), cis-1,2-dichloroethene and trichloroethene were all reported at concentrations that were above their NCAC 2L Ground Water Standards. The ground water sampling results also indicate that the plume of chlorinated compounds now covers a larger aerial extent of the undeveloped Barkley property when compared to sampling results performed in 2001 during the General Marble site assessment. Finally, please find attached a letter from The BTR Communities Group, LLC and a conceptual site plan that discuss and illustrate the details of the proposed development. As you will see, this is a very meaningful project for the Lincolnton community and we look forward to working with your office to address the environmental issues that are associated with the development of this project.
