PHASE I ENVIRONMENTAL ASSESSMENT OF THE
BURLINGTON INDUSTRIES INC -ROCKY MOUNT WAREHOUSE
-13 ACRE INDUSTRIAL PROPERTY AT 750 NORm PINE STREET
ROCKY MOUNT, NORTH CAROLINA
1.0 SUMMARY
On April 2, 2002, at the request of Burlington Industries, Inc., Bensinger & Garrison Environmental,
Inc. (B&G) con.ducted a Phase I Environmental Assessment of the illdustrial property referenced
above. The s~te assessment was conducted in conformance with ASTM Standard B-1527-00 by Mr.
Jack H. Garrison, Jr., Senior Environmental Consultant; and by Mr. Ross Stitt, Environmental
Scientist. ·
Based on our records review, site reconnaissance, and interviews with knowledgeable persons, it is
the opinion of Bensinger & Garrison Environmental. Inc. that several recognized environmental
conditions exist on the subject property (recognized environmental conditions are defined for the
pwposc of this ~ort as the presence or likely presence of any hazardous substances or petroleum
products on a property under conditions that indicate an existing release, a past release, or a material
threat of a release of any hazardous substances or petroleum products into structures on the property
or into the groW1Cl, groundwater, or surface of the property).
Further investigation of the following is recommended:

2.1 Pw;pose
The pmpose of this report is to establish whether there is any evid1moo of tho existence of
recognized environmental conditions in connection with the subject property. Recognized
onviromncmtal conditions include the presence or likely presence of any hazardous substances
or petroleum products on a property under conditions that indicate an existing release, a past
release, or a material threat of a release of any hazardous substances or petrolemn products
into structures on the property or into the ground. groundwater, or surface of the property.
This was accomplished by records review, site reconnaissance, and interviews with
knowledgeable persons.

A one-mile and a 0.5-mile radius from the subject site are shown in Figure 1, and any sites
within the search distances are identified by an ID #.
A review of the Federal National Priorities List (NPL) found in the June 14, 2001 Federal
Register indicated that there are no Superfund sites within one mile of tbe subject property.
Hazardous waste rites other than those listed on the NPL list were reviewed using the June
16, 1997 USEPA WASTELAN/Preremedial Federal Facility Report and the March 19, 2002
USEP A Superfund CERCLIS List of Federal Sites, which is also the State Equivalent
CERCLIS List. The former Rocky MolDlt Coal Gas Plant #2 is potentially located within the
one-mile search distance (ID#3). The exact location on North Main Street could not be
determined from the record searc~ however, it would have been located more· th8n O.S mile
downgradient from the subjeot site. Releases from this site are not likely to have impacted the
subject property. Neither the subject property nor any adjacent properties were listed on the
Federal CERCLIS NFRAP Sites List dated March 19, 2002.
Hazardous waste TSO facilities undergoing remediation were researched using the March 13,
2002 Federal RCRAINFO database, and no Bites were identified within the one-mile search
distance. A review of the RCRA TSD Facilities List (March 13, 2002) showed no hazardous
waste treatment, storage or disposal (TSD) facilities within the O.S-mile search distance.
The NCDENR Superfund Section's March 22, 2002 List of Inactive Sites was also reviewed,
and only the Rocky Mount Coal Gas Plant #2 (ID#3) was identified within the one-mile
search distance. This site is not currently under investigation, and any future impact on the
subject property would be the responsibility of the ownm-of the site, not the owner of the
subject property.
Releases of hawdous substances reported under CERClA are listed on the Federal ERNS
list. A review of the April, 2002 ERNS database did not reveal any incidents for the subject
property.
B&O reviewed the State List of Solid Waste Disposal Sites (February 27, 2002) and found no
sites located within a 0.5-mile radius ftom the subject property. A review of the Federal
RCRA Generators Lists (March 13, 2002) identified the adjacent Doc Spun property (ID#S)
and Burlington Industries (subject property) as Small Quantity Generators of hazardous
wastes. No ad_verse environmental conditions were indicated from the activities at the subject
or the adjacent property.

Mr. Garrison has over 25 years experience In the environmental engineering
field, and is currently a principal of Bensinger and Garrison Environmental, Inc.
He was previously the Regional Manager for the Research Triangle Park office of
a national environmental consulting and engineering company for five years and
was responsible for all facets of the office operation.
He has assisted various types of industrial facilities throughout the southeast
develop and Implement envfronmental compliance programs. He has conducted
regulatory compliance audits at manufacturing facilities to evaluate basellne
conditions and has implemented "Get Well" plans to resolve areas of
noncompliance. Mr. Garrison has managed projects to conduct wastewater
treatablllty studies, prepare air emission Inventories and Tltle V pennlt
applications, complete modeling of air emissions, develop RCRA compliance
programs, Investigate sources of wastewater toxicity, remove underground
storage tanks, prepare SPCC and swp3 Plans, and conduct investigations and
remediation of soils and groundwater. He provides guidance to industrial
facilities for ldentifyingt storing, manifesting, and disposing of hazardous wastes,
as well as for completion of annual compllance and reduction reports required by
regulatory agencies. Mr. Garrison has represented industrial facllitles during
negotiations with municipalities concerning wastewater pretreatment permits and
with state regulatory agencies conceming NPOES permit Umits.
As an engineer for a Fortune 100 corporation, Mr. Garrison was the project
engineer for and managed the start-up of a $4.2 million project for the separation
of lanotln and the drying of primary and waste activated sludges using
evaporation technologies. He developed and implemented pretreatment
programs for the company's industrial facilities discharging to POTWs, and he
developed equipment specifications, project estimates, and managed projects to
resolve wastewater problems at company owned treatment plants. Mr. Garrison
served as the corporate representative on the environmental committees of the
American Textile Manufacturers Association, the North Carolina Citizens for
Business and Industry, and the North Carolina Textile Manufacturers
Association.
He developed a SARA compliance program for 70+ plants In 1 O states with
40.000 employees and assisted the company Health and Safety Department with
SARA training, implementation and reporting.
Mr. Garrison directed asbestos removal and disposal activities associated with
renovation and demolitlon projects at all company facilities. His duties included
researching methods for reuse or disposal of solid wastes and serving as project
engineer on several fly ash and waste activated sludge disposal projects. When
the Underground Storage Tank Regulations were promulgated, he developed a
program for compliance with underground storage tank regulations throughout
the corporation.
As the senior Investigator, he has completed 100+ environmental site
assessments of commercial. industrial, and undeveloped real estate In ,
accordance with ASTM Standard E 1527. Mr. Garrison has been an Accredited
Asbestos Inspector In North Carolina since 1987, and he has conducted
numerous asbestos Inspections, In compliance with AHERA standards, of
commercial and industrial facilities.
Mr. Garrison has developed for the Department of Wood and Paper Science at
N.C. State University a presentation on environmental concerns for the wood
products industry. He has also been requested to make presentations to various
trade groups on concerns specific to their Industry.

EXPERIENCE:
Mr. Stitt has more than twenty years of soils-related experience, and has In-depth
academic and work-related experience with soils and soil-related issues including
soil and groundwater sampllng, monitoring, and testing for contamination. In
addition to soils and groundwater experience, Mr. Stilt also supports preparation of
afr emission Inventories and Title V Air Pennlt Applications for. Industrial clients. He
has worked on Tltle V and non-title V applications for textile, wood products, furniture
and other major industries In Georgia, North and South Carolina.
He Is currently responsible for conducting site assessments of underground storage
tank abandonments and Investigating subsurface petroleum and chemical releases.
He has worked on over 30 UST projects, ranging from 500-gallon residential to
40,000-gallon commercial projects. These activities Include soil and groundwater
cleanup and requests for clean · closure of contaminated sites. Mr. Stitt Is
experienced In managing prOjects and is responsible for contract negotiations and
bid preparations, as well as acting as liaison With locaJ regulatory agencies. He Is
responsible for soil sampling plans and groundwater monitoring well Installation at all
sJtes.
Mr. Stitt maintains and evaluates equipment and sampling Instruments, as well as
·setting up and organl~ng testing equipment In ·the fleld. He negotiates compliance
standards with regulatory agencies for clients. conducts wastewater sampling events
for pretreatment permit compliance, and conducts stonnwater sampling events.
Mr. Stitt also has extensive experience In conducting environmental assessments of
commercial, Industrial, and undeveloped properties for both lending institutions and
property buyers.
