Westinghouse Remediation Services, Inc. (Westinghouse) has completed the closure of two waste storage
lagoons located at the Central Transport, Inc. terminal in Charlotte, North Carolina.
Because of the long duration of the project related to weather, administrative and other delays,
Westinghouse was not able to provide continuous oversight by a single North Carolina-registered
engineer. The original engineer was replaced by Mr. John F. O'Brien, who was unable to perform direct
surveillance during construction of the soil cover. To provide documentation that the cover was properly
placed, Mr. O'Brien directed that the following be undenaken:
• that all records of soil cover construction be reviewed to assure that the cover was installed in
accordance with the plans; and
• that representative samples of the cover be recovered and tested in a laboratory to provide and
indication of their permeability.
Westinghouse has reviewed all records of soil cover construction to assure that the cover was installed in
substantial accordance with the plans. Westinghouse retained S&ME, lnc. of Charlotte to recover
relatively undisturbed and representative samples of the cover material, and to complete laboratory testing
of that material to document the hydraulic conductivity. A repon of that testing is attached.
Based upon the above review and documentation, Westinghouse herewith provides the following
certification be a Nonh Carolina-registered engineer.
I hereby certify that Westinghouse has completed all work shown, specified, or otherwise required in the
Contract Documents titled "Lagoon Closure, Contract No. 1, 199/, Central Transport, Inc, Charlotte,
North Carolina" and in substantial accordance with the terms and provisions of the Contract Document;·
and the modifications to the closure plan outlined in the letter lo the Stale Division of Environmental
Management dated JO September 1992.

Gentlemen:
S&ME, Inc. is continuing to provide laboratory testing on the
above referenced project. This letter summarizes the tests
performed on undisturbed samples obtained from Borings B-4, B-5,
B-6, B-7, B-7A and B-31 at lagoons no. 1 and 2, respectively.
Tests included hydraulic conductivity, unit weight, and in-situ
moisture content. The hydraulic conductivity tests were conducted
in accordance with ASTM D 5084-93. Soils recovered in the tubes
were also visually classified and are summarized on Table I,
"Summary of Shelby Tube", attached. Test results are presented on
the attached "Summary of Laboratory Test Data". Also, attached is
a "Site Plan", Figure 1, showing the approximate undisturbed sample
locations.

Re: Explanation of Clay Cap Conductivity at the Central Transport Facility in
Charlotte, NC
Dear Mr. Simpson:
Westinghouse Remediation Services, Inc. (WRS) has completed the installation of the soil cover
portion of the lagoon closure. Based on conductivity testing which was done on undisturbed
samples taken from the clay cap, the measured hydraulic conductivity averaged approximately I 0-
6 cm/sec. WRS offers the following reasons why the clay cap conductivity was not the designed
conductivity of I x IO-7 cm/sec:
I. The constructed conductivity differed from the laboratory predicted conductivity-Prior
to the installation of the lagoon backfill, several locally available sources of clay were
identified by WRS with the assistance of a Charlotte geotechnical engineering firm. This
engineering firm which has considerable experience with landfill liner and cap construction,
lent confidence to WRS that clay sources available in the Charlotte area would be suitable for
the construction of the clay cap at the Central Transport facility. Landfill companies in the
Charlotte area are successfully using locally available clay for clay liner construction. After
several sources were inspected, the two best sources were submitted to a geotechnical
laboratory. Results of the geotechnical testing on remolded samples, indicated that the design
conductivity of I x 10-7 cm/sec was achievable with the clay from the Lake Norman Quarry.
Based on this testing the Lake Norman Quarry was selected for the clay. Recommendations
for the installed moisture and compaction parameters were also based on these tests.
Throughout the course of installing the clay cap portion of the soil cover the recommended
moisture and compaction conditions were maintained. Even though the recommended
compaction effort was achieved, it appears that a slight difference has occurred between the
laboratory predicted conductivity and the actual measured conductivity for the installed clay
cap.

2. A second clay source was required-At end of the clay cap installation WRS had to obtain
approximately 300 cubic yards of clay (less than 15% of total volume installed) from another
source due to the original supply being depleted. Weather delays which occurred during the
project resulted in the removal of a portion of the clay which was designated for WRS. The
last 300 cubic yards needed to complete the clay cap was obtained from the Martin Marietta
Beatties Ford Road Quarry. This alternative clay source was located after an exhaustive
search within the greater Charlotte area. WRS was assisted by S&ME, Inc of Charlotte in
finding this alternative clay source.

The Notice contained herein is filed in compliance with §265 .119 of 40 CFR Ch 1 of the
Environmental Protection Agency Regulations regarding that certain lot or parcel of land situated
in Paw Creek Township, Mecklenburg County, North Carolina and more particularly described
on Exhibit A attached hereto and incorporated herein by reference.
Any potential purchaser is hereby notified that:
L A portion of the land described in Exhibit A has been used to manage waste which
the State of North Carolina considers hazardous; and
2. A portion of the land's use is restricted under 40 CFR Subpart G Regulations of the
Environmental Protection Agency; and
3. A survey plat, a copy of which is attached hereto as Exhibit B and incorporated
herein by reference, which records the location of the portion of the land which was formerly
used to manage wastes and identifies said location as a Regulated Unit required by §265.116 and
§265 .119(9) of the Regulations of the Environmental Protection Agency has been filed with the
Mecklenburg County Planning Commission and the Mecklenburg Public Registry in Map Book
~. Page 380, and with the Regional Administrator of the Environmental Protection
Agency.
