to reduce the suspended sediments in the ground water samples. Wells were purged utilizing a
variable flow submersible pump set at a rate approximately equal to the recharge rate of the
aquifer. Samples which were analyzed for volatile organic compounds were collected no later than
2 hours after well purging. Samples which were analyzed for metals were collected no later than
24 hours after completion of the well purging. Because of an extended period without significant
rainfall prior to this round of sampling, all of the wells were pumped dry during purging. This
resulted in higher than expected turbidity results. There had been an improvement in turbidity
results and a corresponding improvement in unfiltered metals results in the previous round of
sampling where the modified sampling protocol was implemented and it was concluded that elevated
metals concentrations in the ground water is directly related to the turbidity of the samples
collected. With the exception of calcium, magnesium and sodium, the unfiltered results for metals
were typically an order of magnitude lower than previous unfiltered results. Calcium, magnesium
and sodium results were consistent with previous results as would be expected given these are
dissolved constituents common to most ground waters.
Ground water elevation data collected during the May 1994 sampling event are consistent with data
collected in previous investigations. The direction of ground water flow is to the southwest on the
eastern portion of the site. (See Figure 1)
Phenol was not detected in samples from this round of sampling which were split between two
laboratories. Phenol was detected in upgradient wells MW-6, MW-9 and MW-15, and in wells MW-
16, MW-17, and MW-18 in two previous rounds of samples. Prior to the October 1993 round of
sampling, phenol had not been detected in these wells in previous rounds of sampling (in some cases
dating back to 1989). However, as outlined in the April 20, 1994 letter, O'Brien & Gere Engineers
questioned the validity of the data for two reasons. First, phenol began to be reported only when
CTI starting using a different laboratory. Second, the lack of related phenol compounds being
reported was unusual. To confirm that the presence of phenol was aberrational, ground water
samples from wells MW-9, MW-13, and MW-18 were split between the original lab (Martel Labs)
and the "new" lab (Enseco ). Martel performed the fUll suite of analyses and Enseco performed only
acid extractable analysis by Method 8270. Both laboratories performed total phenolics analysis
using EPA Method 420.l.
In addition to phenol, 4-Methyl-2-pentanone, 1,1-dichloroethene and 1,2-dichloroethene were
detected in MW-9 (an upgradient well) during the previous round of sampling where they had not
been previously been detected in samples results dating back to October 1989. These constituents
were not detected in the most recent round of sampling. Di-n-octyl phthalate was detected in the
previous round of sampling in MW-16 and had not been detected in previous samples dating back
to May 1991. This constituent was not detected in the most recent round of sampling.
With the exception of wells MW-13 and MW-16, dimethyl phthalate was detected in wells (including
the upgradient wells) at concentrations ranging from 280 to 1100 ppb. This constituent has not been
detected in previous rounds of samples. This is a common artifact resulting from the field sampling
equipment.

Toluene, which had been detected in MW-18 in one previous round of sampling, was not detected
in the three most recent rounds of sampling.
Data collected during this and previous investigations indicates that MW-18 represents a clean
vertical boundary, and wells MW-6, the former production well, MW-16 and the intermittent stream
define the clean boundary of the plume horizontally. Therefore no additional ground water
assessment investigations are warranted.

both laboratories will perform total phenolics analysis using EPA Method 420.1. The total phenolics
method is a wet chemistry method which will provide a means to evaluate the 8270 results. The
split sampling plus comparative methodology will better indicate whether phenol is present.
In addition to phenol, 4-Methyl-2-pentanone, 1, 1-dichloroethene and 1,2-dichloroethene were
detected in MW-9 (an upgradient well) where they had not been previously been detected in
samples results dating back to October 1989. Di-n-octyl phthalate was detected at a concentration
of 18 ppb in MW-16 and had not been detected in previous samples dating back to May 1991. At
this concentration, this is a common artifact resulting from the field sampling equipment.
There was an improvement in the quality of MW-7 for ethylbenzene, benzene, and toluene.
Ethylbenzene previously was detected at 250 ppb and the most recent result was 13 ppb. Benzene
previously was detected at 240 ppb and the most recent result was 32 ppb. Toluene previously was
detected at 22 ppb and the most recent result was Jess than 5 ppb.
Certification of Closure of the lagoons was submitted to the State on December 14, 1993.
Additional supporting documents were submitted on March 1, 1994. When Central Transport
receives appropriate confirmation of the State's acceptance of that certification, the post closure
period will begin.

rate of the aquifer. Samples which were analyzed for volatile organic compounds were collected no
later than 2 hours after well purging. Samples which were analyzed for metals were collected no
later than 24 hours after completion of the well purging. There were significant reductions in
turbidity in eight of the ten wells sampled. For example, in MW-6 and MW-17 previous suspended
solids results ranged from 400 to 600 milligrams per liter (mg/I) and 740 to 1100 mg/I. In the
February 1994 round of sampling, using the altered sampling methods, the results were less than
10 mg/I in MW-6 and 17 mg/I in MW-17. Wells MW-8 and MW-15 were handbailed as they were
low yield wells. In fact, MW-15 pumped dry after 10 gallons with the pump set at the lowest (l/2-1
gpm) setting. This low yield/pumping dry condition would likely result in significant disturbance
to the well, likely elevating the turbidity. As would be expected, in the eight wells where a reduction
in turbidity was noted, there was a corresponding improvement in unfiltered metals results. It can
be concluded that elevated concentrations in the ground water is directly related to the turbidity of
the samples collected. With the exception of calcium, magnesium and sodium, the unfiltered results
for metals were typically an order of magnitude lower than previous unfiltered results. Calcium,
magnesium and sodium results were consistent with previous results as would be expected given
these are dissolved constituents common to most ground waters.
Ground water elevation data collected during the February 1994 sampling event are consistent with
data collected in previous investigations. The direction of ground water flow is to the southwest on
the eastern portion of the site (See Figure 1 attached).
Data collected during this and previous investigations indicated that MW-18 represented a clean
vertical boundary, and wells MW-6, the former production well, MW-16 and the intermittent stream
define the clean boundary of the plume horizontally. Toluene, which had been detected in MW-18
in one previous round of sampling, was not detected in the two most recent rounds of sampling.
This confirms that MW-18 is the clean vertical boundary and therefore no additional ground water
assessment investigations are warranted.
Phenol was detected in upgradient wells MW-6, MW-9 and MW-15, and in wells MW-16, MW-17,
and MW-18. Prior to the October 1993 round of sampling, phenol had not been detected in these
wells in previous rounds of sampling (in some cases dating back to 1989). O'Brien & Gere
Engineers questions the validity of the data for two reasons. First, phenol began to be reported
only when CTI starting using a different laboratory. Second, the lack of related phenol compounds
being reported is unusual. Phenol is a member of a family of compounds known as acid phenolic
compounds. Acid phenolics are polar compounds and are therefore "active"; that is, they readily
combine with other compounds. Therefore when phenol is detected it is common to also detect
compounds such as 2-Chlorophenol, 2-Methylphenol, 4-Methylphenol, and 2,4-dichlorophenol. In
wells MW-6, MW-7, MW-9, MW-15, MW-16, MW-17 and MW-18 phenol was the single acid
phenolic compound reported. Phenol had been previously detected in MW-7 however 2,4-
dimethylphenol was commonly reported with phenol in MW-7. Therefore it is unusual that phenol
and no other acid phenolic compounds have been reported in the most recent rounds of samples.
In the next round of sampling, O'Brien & Gere Engineers will make two modifications to the
analytical procedures to further assess this data. First, ground water samples from three wells will
be split between the original lab and the "new" lab. The original lab will perform the full suite of
analyses while the "new" lab will perform only acid extractable analysis by Method 8270. Secondly,
