Facility Information Central Transport Company, Inc. 500 Melynda Road Charlotte, N. C. 28208 Mecklenburg County EPA ID # NCD046148540 2. Responsible Official James D. Date of Inspection November 19, 1981 8: 30 -11 : 00 AM 5. Applicable Regulations • 40 CFR Parts 262, 263, and 265, FR May 19, 1980 and amendments 6. Purpose of Survey An RCRA Interim Status compliance inspection was conducted at Central Transport Company, Inc. Charlotte Terminal by the N. C. Solid and Hazardous Waste Management Branch. The scope of the inspection was comprehensive including a site survey and record review. Regulatory requirements covered those contained in 40 CFR Parts 262, Generator Standards; 263, Transporter Standards; and 265, General Facility Standards including surface impoundments. 7. Facility Description Central Transport's Charlotte terminal is located at the south end of Melynda Road in northwest Charlotte. Melynda ends at the Central lot which is located along the SCL railroad track. Melynda Road starts at Old Mt. Holly Road a few blocks west of Rozzell 's Ferry Road. Central Transport Company, Inc. is a bulk hauler of chemicals. The Charlotte terminal has a rail siding for unloading rai 1 tankers. There are several large storage tanks along the rail siding. By washing out tank trailers that have contained commercial chemical products having EPA hazardous waste numbers, the Charlotte terminal becomes a generator of hazardous waste. Also, Central Transport terminals at High Point, Wilmington, Charleston, and Atlanta transport their wash water to Charlotte for treatment. Trailer cleaning records were observed that listed caustic soda, formaldehyde, MEK, methanol, acetone, styrene, toluene, etc. Also, refer to inspection reports from . . ~ Wilmington and lined aeration • High Point. lagoon. • These wash waters first go into a cement Water from the aeration lagoon is batch treated and discharged into the Charlotte sewer. Treatment consists of: (1) chemical addition (Fecl 7) and aeration in concrete settling tanks, (2) water is pumped to two rusty tanks for additional aeration and then, (3) pumped to sand filters before flowing into the sewer. Sludge taken from the lagoon was analysed to be non-hazardous and will go to a sanitary landfill. Sludge from the settling tanks has not been removed this past year. A copy of a hazardous waste manifest on file indicated that trucks from this terminal are now transporting hazardous waste for hire. EPA ID # NCD008870230 which Central Transport Inc. uses for Transporter ID was used. 8. Documentation of Site Deficiencies The Central Transport Charlotte Terminal was a site that failed to notify initially through misunderstanding the RCRA regulations. A later notification as a generator was lost at first but Charlotte is now listed on the EPA printout. We understand from EPA that Central has also notified as a treater although the latest EPA printout does not so indicate. Only three violations were noted during this inspection. One, no ground-water monitoring system, is more envolved than the lack of written inspection data. (1) No written inspection schedule or log (265.lS(b) and (d). (2) No gound-water monitoring system (265.90). (3) No inspection of surface impoundment (265.226). 9. Compliance Schedule Mr. Roland agreed to a compliance date of May 19, 1982.
