1. History of Property Ownership and Use
Both the 10620 and 10710 Southern Loop Blvd. properties were undeveloped agricultural land in
the earliest historical resource reviewed, a 1938 aerial photograph. The Site remained undeveloped
land until the late 1980s when the Site buildings were constructed. The 10620 Southern Loop Blvd.
facility was utilized by Lindemann Recycling for manufacturing recycling equipment from the
1990s until the early 2000s. Baumann Springs used the facility for administrative offices and
warehousing for a short time in the mid-2000s. From 2008 until 2015, Para USA utilized the facility
for assembly and distribution of hand guns. Since 2015, the facility has been occupied by a furniture
company and is used as a showroom and for inventory overflow storage.
The 10710 Southern Loop Blvd building was occupied by Baumann Springs from the time of its
construction until the mid-2000s. Baumann Springs operations included spring metal cutting and
forming, ultrasonic cleaning, and shipping operations. Anderson America has occupied the facility
since 2010 and utilizes the building administrative offices, storage, and large woodcutting
machinery demonstrations.
The Site is currently comprised of two parcels identified as Mecklenburg Parcel ID#s 20514121
(10620 Southern Loop Boulevard) and 20514127 (10710 Southern Loop Boulevard). A summary
of property ownership for each parcel is provided below:

Title: Phase I Environmental Site Assessment Report – Commercial Property

Summary: Hart & Hickman, P.C. (H&H) performed Phase I ESA activities on the 10710 Southern
Loop Boulevard property in April 2016. H&H identified a release incident at the Universal
Stainless facility located adjacent to the west and topographically upgradient of the Site as an REC.
The Universal Stainless facility is included on the DEQ Inactive Hazardous Sites Branch (IHSB)
list (IHSB ID# NONCD0002654). According to information available on the DEQ CARA portal,
an undefined chlorinated solvent plume in groundwater has been identified at the Universal
Stainless property. Additionally, information reported in available groundwater assessment
reports for the facility indicate that groundwater flow direction is to the east-southeast and towards
the 10710 Southern Loop Blvd property. In addition to the potential off-Site concern, H&H
identified historical operations at the Site associated with spring manufacturing including metal
cutting, ultrasonic cleaning, and shipping operations as a potential environmental concern.

Summary: H&H performed groundwater and indoor air assessment activities at the Site in June
2016. Assessment activities were conducted to evaluate the potential for groundwater impacts on
the Site from the adjacent Universal Stainless facility. Additionally, indoor air samples were
collected to evaluate the potential for vapor intrusion into the Site buildings from likely groundwater
impacts. H&H installed three temporary groundwater monitoring wells at the Site. One temporary
monitoring well was installed in the western and topographically upgradient portion of the 10710
Southern Loop Blvd. parcel (TMW-1), one temporary monitoring well was installed in the western
and topographically upgradient portion of the 10620 Southern Loop Blvd parcel (TMW-2), and one
temporary monitoring well was installed in the eastern downgradient portion of the 10710 Southern

Loop Blvd parcel (TMW-3) [Reference Page 2]. Based on groundwater elevation measurements,
H&H determined that the groundwater flow direction across the Site was to the east toward Sugar
Creek. The determined groundwater flow confirmed that the former Universal Stainless property
is located hydraulically upgradient of the Site [Reference page 5].
Laboratory analytical results for groundwater samples collected from the temporary monitoring
wells indicated that PCE (60 µg/L) and TCE (9.7 µg/L) were detected in the sample collected from
TMW-1 (upgradient 10710 Southern Loop parcel), exceeding the 2L Standards and the Non-
Residential Vapor Intrusion GWSLs. PCE (0.74J µg/L) was also detected in the downgradient
temporary monitoring well on the 10710 Southern Loop parcel (TMW-3) at a concentration slightly
above the 2L Standard (0.7 µg/L), but below the IHSB Non-Residential Vapor Intrusion GWSL
(48.4 µg/L). Additionally, daughter compounds of PCE and TCE were detected within TMW-1
and TMW-3 below 2L Standards. No compounds were detected above laboratory reporting limits
in the groundwater sample collected on the 10620 Southern Loop Blvd. parcel (TMW-2) [Reference
pages 5 and 6].
H&H collected two indoor air samples inside the 10710 Southern Loop building (IAS-1 and IAS-
2) and two indoor air samples inside of the 10620 Southern Loop building (IAS-3 and IAS-4).
Additionally, H&H collected an ambient background air sample (BAS-1) from an upwind position.
Analytical results indicated that several VOCs were detected in concentrations exceeding the
laboratory reporting limits in samples collected from both buildings. PCE and TCE were detected
in samples collected from both buildings, however, concentrations were below the DEQ Non-
Residential Indoor Air Screening Levels (IASLs). Only the compound 1,2,4-trimethylbenzene (7.8
µg/m3) was detected at a concentration exceeding the Non-Residential IASL of 6.13 µg/m3 in one
sample (IAS-3) collected in the 10620 Southern Loop Blvd. facility. However, this compounds
was not detected in groundwater at the Site and the sample was collected in close proximity to
gasoline and gas powered equipment storage. H&H concluded that the 1,2,4-trimethylbenzene
detection was likely associated with on-site petroleum product storage in the warehouse and not
from underlying groundwater impacts. The EPA Vapor Intrusion Screening Level (VISL)
calculator was used to calculate cumulative risks for each indoor air sample. VISL calculator results
did not indicate cumulative risks above levels of concern for any of the indoor air samples
[Reference page 8 and 9].

Soil – DEQ IHSB Preliminary Soil Remediation Goals (April 2016)
Summary: Hart & Hickman conducted soil assessment activities at the former Para USA facility
located on the 10620 Southern Loop parcel in September 2016. The former tenant, Para USA was
listed as a generator of hazardous wastes including lead, selenium, and waste oil. Because Para
USA operations were conducted in the facility during ownership of the Site by Southern Loop,
LLC, the Brownfields Program requested soil assessment activities beneath the slab of the building
in areas of concern to evaluate the potential for a release. One soil boring was advanced at each of

the following areas: former paint booth (SB-1), former sonic bath area (SB-2), former blast booth
room (SB-3), the former firing range (SB-4), and the former central hazardous waste storage area
(SB-5). Each boring was advanced to a depth of 5 ft bgs into soil underlying the slab, except at the
sonic bath area, where hand auger refusal was encountered at approximately 3 ft bgs. Analytical
results for the five soil samples collected did not identify evidence of significant impact at the Site.

5. Identification of Data Gaps and Plan to Address Same
No additional assessment appears warranted to evaluate potential risks associated with future
occupation of the Site structures.

6. Proposed Risk Management Actions
Based on available data, the following risk management actions are proposed:
Restriction of the Site to commercial and industrial land uses
No use may be made of groundwater at the Site
Preparation of Environmental Management Plan if the existing Site buildings are
demolished or a new building is constructed.
7. Proposed Preliminary Brownfields Agreement –
We will use the standard form Brownfields Agreement. Site history will be incorporated
from the reports.
8. Proposed Environmental Management Plan (attached)
There are no current plans to redevelop the Site. Based upon the lack of soil impacts identified
at the Site, it does not appear that an Environmental Management Plan (EMP) for the Site is
warranted unless building demolition or new building construction is performed.
