Based on review of historical information, the eastern portion of the site was developed as a fire extinguisher manufacturing company in the early 1900s. By the early 1930s, New England Waste Company occupied the site as a re-user of waste cotton products provided from nearby textile mills. Newco Fibre, a textile-related company occupied the site from the mid-1960s to the early 2000s. The portion of the building that formerly housed Newco Fibre was demolished in 2014. Ultimate Gym and the Chop Shop, a concert venue, occupied the remaining two on-site buildings from 2006 until the two former industrial warehouse buildings were demolished and their slabs removed in January and February 2016. Presently, there are no known surface water features on the site. The groundwater flow direction at the site has not been determined by previous investigations but is assumed to be towards the northwest based on site topography. A topographic map showing the site location is included as Figure 1 and a site layout map with general site features is included as Figure 2. The site has been accepted into the North Carolina Brownfields Program which will provide oversight regarding environmental and redevelopment activities. Grading activities at the site are ongoing and a new building will be located in the southwestern portion of the property. Redevelopment plans include a first-floor retail level with residential areas above and adjacent to the retail space. The proposed building includes 344 apartment units and ranges from 5 to 7 stories tall. A basement area, which is partially below grade, is planned in the westernmost portion of the building while the remaining portions of the structure will be built on-grade. Redevelopment plans also include a parking area to the east of the building and a multi-level parking deck adjoining the building to the north. Two open courtyard areas will be located in the center of the main building. New access roads and pavement will be constructed along the perimeter. A future light rail station will be located near the site, on the same side of East 36th Street. The outline and location of the future building is shown on Figure 2. Documented contamination at the site is discussed below. Volatile Organic Compounds (VOCs) During two phases of assessment, soil samples obtained for chemical analysis were collected at depths ranging from 6 to 24 feet below ground surface. Methylene chloride and tetrachloroethene (PCE) were detected in soils above their respective Protection of Limited Site Investigation NoDa Textile Brownfields Site ■ Charlotte, NC March 21, 2016 ■ Terracon Project No. 71157713A Responsive ■Resourceful ■Reliable 2 Groundwater Preliminary Soil Remediation Goals (PSRGs) established by the North Carolina Department of Environmental Quality (NCDEQ). None of the volatile compounds were detected above Residential and Industrial PSRGs. In groundwater sample B-1, PCE was detected at a concentration exceeding its NCAC 2L Groundwater Standard (2L Standard). No other compounds were detected exceeding their respective 2L Standards in the groundwater at the site. Cinders and charred materials were uncovered beneath the former Chop Shop and Ultimate Gym buildings during demolition activities in February 2016. Terracon collected composite soil samples for each of these areas and VOCs were not detected in these samples above laboratory reporting limits. Semi-Volatile Organic Compounds (SVOCs) Based on past assessment activities by Terracon and others, various polynuclear aromatic hydrocarbons (PAHs) were detected in soils in the eastern (beneath former Newco Fibre building, now demolished), western (parking area) and central (beneath the Ultimate Gym building) portions of the site. PAH constituents that exceeded their respective Residential PSRG at depths of 15-16 and 19-20 feet below ground surface (bgs) included benzo(a)anthracene, benzo(b)fluoranthene, indeno(1,2,3-cd)pyrene, and benzo(a)pyrene. Benzo(a)pyrene was also present at a concentration higher than the Industrial PSRG at a depth of 19-20 feet bgs in one sample. A previous assessment of the parcel by Hart & Hickman (H&H) in 2007 detected SVOCs in shallower soils (1.5-2.5 feet bgs) at concentrations above PSRGs. Other PAHs were detected at the site but the concentrations are below current regulatory standards. No SVOCs were detected in the groundwater at the site exceeding their respective 2L Standards. Benzo(a)anthracene, benzo(b)fluoranthene, and indeno(1,2,3-cd)pyrene were also detected above residential PSRGs and benzo(a)pyrene above non-residential PSRGs in the sample obtained from the cinders and charred material beneath the former Ultimate Gym building. These compounds are typically by-products of incomplete combustion. SVOCs were not present above laboratory reporting limits in the sample collected from the charred material beneath the Chop Shop building. Cinders and charred materials found underneath the two buildings were removed for off-site disposal in February 2016. In addition to the potential on-site sources, the former Sinclair Refining Company and other historical off-site businesses to the south (dry cleaning operations and gasoline filling stations) along North Davidson Street were identified as potential off-site sources of impact. Planned redevelopment of the site under the NC Brownfields program requires an evaluation of soil vapor contaminant concentrations in areas of future development. This investigation was designed to meet this requirement and was approved by Ms. Carolyn Minnich of the NC Brownfields Program on January 8, 2016. Limited Site Investigation NoDa Textile Brownfields Site ■ Charlotte, NC March 21, 2016 ■ Terracon Project No. 71157713A Responsive ■Resourceful ■Reliable 3 2.0 SCOPE OF SERVICES Terracon’s Limited Site Investigation was performed in general agreement with Terracon’s Proposal P71157E114 dated December 24, 2015. The scope of services included: §Installation of 12 soil vapor (SV) sample points; §Collection of SV samples from the 12 SV sample points; and, §Collection of 1 outdoor/ambient air sample concurrent with the SV samples. The vapor intrusion investigation was conducted to address a requirement by the NC Brownfields Program as outlined in Section 1.0. Our scope of services was not intended to identify every chemical possibly associated with the site. Similarly, the proposed scope was not intended to determine the extent or magnitude of any existing contamination. 2.1 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time. Terracon makes no warranties, either expressed or implied, regarding the findings, conclusions, or recommendations. Please note that Terracon does not warrant the work of laboratories, regulatory agencies, or other third parties supplying information used in the preparation of the report. The services were performed in accordance with the scope of work authorized by our client, as reflected in our proposal and were not conducted in accordance with ASTM E1903-11. 2.2 Additional Scope Limitations Findings, conclusions, and recommendations resulting from these services are based upon information derived from the on-site activities and other services performed under this scope of work; such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non-detectable, or not present during these services; thus, we cannot represent that the site is free of hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this investigation. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations, or exploratory services. The data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. Any authorization for use or reliance by another party (except a governmental entity having jurisdiction over the site) is prohibited without the expressed written authorization of Crescent Communities, LLC or Crescent NoDa, LLC, and Terracon. Any unauthorized distribution or reuse is at Crescent Communities, LLC’s or Crescent NoDa, LLC’s sole risk. Reliance by authorized parties will be subject to the terms, conditions, and limitations stated in the proposal, report, and Terracon’s Agreement for Services. The limitation of liability defined in the terms and conditions is the aggregate limit of Terracon’s liability to Crescent Communities, LLC, Crescent NoDa, LLC, and all relying parties unless otherwise agreed in writing. 3.0 FIELD INVESTIGATION METHODS Terracon conducted the field work under a health and safety plan developed for this project. Work was performed using United States Environmental Protection Agency (USEPA) Level D work attire consisting of hard hats, safety glasses, protective gloves, and steel-toed boots. 3.1 Soil Vapor Sample Point Installation and Soil Sampling Terracon submitted a request to the public utility locator [NC 811] to arrange for location of underground public utilities from the street to the utility meter. Existing utilities at the site had previously been marked as part of the ongoing excavation activities at the site. The former on- site buildings received power from an overhead source and no underground power lines or other active utilities were present at the site at the time of the SV investigation. The following proposed sample locations were adjusted based on field conditions: The proposed location for SV-06 was inaccessible at the time of installation and was moved to the south approximately 35 feet. Sample locations SV-01, SV-04, SV-07, SV-09, and SV-12 were installed between 15 and 25 feet from their proposed locations due to limited access and interference with ongoing site activities. The 12 SV points were installed in the general vicinity of their proposed locations. Technical approaches and methods outlined in this soil vapor investigation report are in general accordance with the Interstate Technical and Regulatory Council’s Vapor Intrusion: A Practical Guideline (2007) and Vapor Intrusion Pathway: Investigative Approaches for Typical Scenarios (2007), as well as the NCDEQ DWM’s Vapor Intrusion Guidance (2014). On February 16, 2016, the 12 SV sampling points were installed at the site. Sample locations are depicted on Figure 2. Each SV sampling point was installed by a track-mounted AMS PowerProbe®direct push technology drill rig using a 2-inch diameter soil sampler. The Limited Site Investigation NoDa Textile Brownfields Site ■ Charlotte, NC March 21, 2016 ■ Terracon Project No. 71157713A Responsive ■Resourceful ■Reliable 5 continuous soil core sampler was advanced to 10 feet bgs and soils were screened in the field for volatile vapors using a photo-ionization detector (PID). The scope of work included collection of soil samples for laboratory analysis when soils exhibited a PID reading of 10 parts per million (ppm) or greater. Headspace vapors from the soils in the 12 borings were below 1 ppm on the PID; therefore, soil samples were not collected for analysis. Soil lithology characterized from soils at the 12 boring locations consisted predominantly of a mixture of yellow, tan and red clay and silt. Boring logs are included as Appendix A. Groundwater was not encountered in the 12 soil borings. Following extraction of the soil core, a new 6-inch long stainless steel wire mesh soil gas screen attached to Teflon tubing was inserted into each borehole to a depth of 10 feet below ground surface. The annular space between the screen and the borehole wall was backfilled with #2 well filter pack sand to 0.5 feet above the top of the screen. Hydrated bentonite grout was then used to fill the remainder of the borehole to ground surface. Each SV point was temporarily protected by placing a traffic cone over the sample point. Sample location SV-10 was located in an area of heavy site traffic and a 6-inch diameter steel manhole was installed to protect the soil vapor sample point. The tubing from each sample point was sealed at the top with a silicone cap. The sample points were allowed to equilibrate for at least 24 hours prior to sampling. 3.2 Soil Vapor Sampling Terracon mobilized to the site on February 18, 2016 to collect the 12 SV samples. In order to test the integrity of the sampling point seals, both a shut-in test and a helium tracer test were conducted at each sample point. A Dielectric MGD-2000 helium detector was used to verify the presence and concentration of tracer gas. The protocol for using a tracer gas is to enclose the sample manifold, tubing and ground interface with a shroud and enrich the shroud atmosphere with helium. Prior to sample collection, the vapor point annulus and attached Teflon® lined tubing and sample train were purged using a vacuum canister. Purge samples were then screened for helium to assess the presence of leaks in the well seal and fittings and with a PID to assess for VOCs. Sample collection was started if the tracer testing indicated the helium concentration in the vapor point was less than 10 percent of the helium concentration in the shroud, indicating an appropriately sealed vapor point annulus. Samples were collected with 1.0-liter Summa® canisters equipped with 170 ml/min flow controllers and analyzed for VOCs per EPA Method TO-15 (full reporting list). In addition to the tracer test performed in the field, two samples were analyzed for helium by Method ASTM-1946 to quantify leakage. The helium analysis was performed on samples that exhibited leakage during field leak testing. Additionally, one duplicate sample was collected to assess laboratory method precision. Soil vapor field sample records are included in Appendix A. After completion of soil vapor sampling activities, the vapor sample points were capped and left in place. Details regarding sample IDs and analytical methods for the SV samples are provided in Table 1. Following completion of the field activities, the Summa canisters (13 canisters/samples), along with chain-of-custody documentation, were shipped to Eurofins AirToxics in Folsom, California for laboratory analysis of volatile organic compounds (VOCs) by EPA Method TO-15 and ASTM-1946 (2 samples). Samples were submitted on a 4-day rush laboratory schedule. 3.3 Outdoor Air Sampling One outdoor air (OA-01) sample was collected concurrently with the soil vapor samples to assess the presence of VOCs in ambient air. The canister was located in such a way that it did not interfere with the site activities and the sample intake was at breathing height (approximately 5 feet above ground surface). Terracon personnel determined that the prevailing wind direction on the day of sample collection was from the north. The outdoor air sample canister was attached to a chain link fence along the northern property boundary in order to sample ambient air upwind of the site. The sample was collected using a laboratory supplied 6-liter Summa canister attached to a flow controller set for 8 hours. Outdoor air field sample records are included in Appendix A. Following completion of the field activities, the Summa canister (1 canister/sample), along with chain-of-custody documentation, was shipped to Eurofins AirToxics in Folsom, California for laboratory analysis of volatile organic compounds (VOCs) by Modified EPA Method TO-15-Low Level on a 4-day laboratory schedule. 4.0 RESULTS The laboratory analytical reports and chain-of-custody record are attached in Appendix B. The following sections describe the results of the testing. 4.1 Shut-In and Leak Test Results No leaks were detected in the sample manifolds during the shut-in tests. After purging, the sample tubing was screened for helium to evaluate the presence and severity of leaks. Helium was not detected inside the tubing for samples SV-01, SV-07, SV-08, SV-11 and SV-12 during the leak tests. Helium was detected during the leak tests for samples SV-02, SV-03, SV-04, SV- 05, SV-06, and SV-10 at concentrations two orders of magnitude below the acceptable leak threshold. Limited Site Investigation NoDa Textile Brownfields Site ■ Charlotte, NC March 21, 2016 ■ Terracon Project No. 71157713A Responsive ■Resourceful ■Reliable 7 Additionally, after purging SV-09, Terracon field staff determined that the bentonite grout inside the SV-09 borehole annulus was not sufficiently hydrated and therefore helium was short- circuiting through the SV sample screen. The field staff hydrated the bentonite clay and 6 hours later performed another helium leak test. The leak test showed a helium concentration that was well below the 10% leak threshold (750 ppm or 0.5%). Upon receipt of the samples, the analytical laboratory informed Terracon that the valve on the SV-09 canister broke during shipment. The residual vacuum was lost during transport compromising the sample’s integrity. Terracon informed the Brownfields project manager of the malfunction and a decision was made not to have the sample analyzed by the analytical laboratory. In addition to leak testing in the field, one sample (SV-05) was also analyzed for helium by the analytical laboratory to obtain a more accurate estimate of the rate of leakage. Terracon also intended to have sample SV-09 analyzed for helium (due to initial short-circuiting problems) but since the canister was compromised during shipment, helium analysis was not performed on this sample. The laboratory analytical result for helium in sample SV-05 was non-detect (<0.12%). A hypothetical concentration of 0.12% helium in SV-05 would correspond to a 1.1% leak, considering a time-weighted average helium concentration of 10.5% inside the sampling shroud during sampling. A 1.1% leak would be below the 10% leak threshold specified in the DWM Vapor Intrusion Guidance (2014); thus, the QA/QC helium sample supports the integrity of the soil vapor sample results. 4.2 Soil Vapor Sample Analytical Results Laboratory analytical results for the soil vapor samples were compared to the DWM Soil Gas Screening Levels (SGSLs) for residential and non-residential exposure scenarios, updated September 2015. Results are presented on Table 2 and are summarized below. Soil vapor sample results are also shown on Figure 3 and the laboratory analytical report is included in Appendix B: §No concentrations exceeding SGSLs: SV-01, SV-02, SV-03, SV-05, SV-08, and SV-10. §Exceeding Non-Residential SGSLs: VOC concentrations in SV samples did not exceed Non-Residential SGSLs. §Exceeding Residential SGSLs: o 1,3-Butadiene in SV-04, SV-06, SV-07, SV-11, and SV-12. o PCE in SV-04. §Duplicate sample results (collected at SV-07) are comparable to results for the primary sample and indicate adequate laboratory method precision. Limited Site Investigation NoDa Textile Brownfields Site ■ Charlotte, NC March 21, 2016 ■ Terracon Project No. 71157713A Responsive ■Resourceful ■Reliable 8 The 1,3-butadiene hydrocarbon compound can be formed by incomplete combustion and is often used to create synthetic rubber polymers1. A common source of 1,3-butadiene in ambient air is automotive exhaust. Due to its very low solubility in water, it is unlikely that significant amounts of this compound are leached to groundwater. Historical site operations, including fire- extinguisher manufacturing and re-using of waste cotton products, do not provide any evidence of the use of 1,3-butadiene. PCE has historically not been detected above regulatory standards in soil or groundwater samples within the footprint of the proposed building. PCE was detected in groundwater sample B-1, located north of the future parking deck, at a concentration exceeding its NCAC 2L Groundwater Standard. It should be noted that the February 2016 SV samples were collected at a depth of 10 ft bgs and grading activities will place approximately 3 to 7 feet of clean fill soil on top of the ground surface in these areas (Figure 4). The placement of additional soils will result in a significant vertical distance between the SV point screens and the future building slab. It is likely that some degree of attenuation and/or dilution will occur during the upward migration of vapors through the clean material. 4.3 Outdoor Air Analytical Sample Results Laboratory analytical results for the outdoor air sample were compared to the DWM Indoor Air and Crawlspace Screening Concentrations (IASL) for residential and non-residential exposure scenarios, updated September 2015. The values assuming a target carcinogenic risk of 1.0E-06 and a target hazard quotient of 0.2 (i.e., the IASL(A) values on DWM’s screening tables) were used. §The outdoor/background air sample, OA-1, contained benzene above the residential IASL. Laboratory results also indicate several other VOCs were detected at concentrations below the residential and non-residential IASLs. §The two compounds that were detected above residential SGSLs in SV samples were not present above laboratory detection limits in the ambient air sample. Air sample results are shown on Figure 3 and summarized on Table 2. The laboratory analytical report is included in Appendix B. 1 http://www3.epa.gov/ttn/atw/hlthef/butadien.html Limited Site Investigation NoDa Textile Brownfields Site ■ Charlotte, NC March 21, 2016 ■ Terracon Project No. 71157713A Responsive ■Resourceful ■Reliable 9 5.0 CONCLUSIONS AND RECOMMENDATIONS The following conclusions are based on the scope of services described in this report and subject to the limitations described herein. §Field screening activities of soils extracted from the boreholes for the SV sample points did not indicate significant VOC impacts. Adjustments to the EMP regarding soil management are not necessary. §The 11 SV samples collected at the site in February 2016 did not contain VOCs exceeding the non-residential SGSLs. §Five of the 11 SV samples collected at the site contained 1,3-butadiene at concentrations exceeding the residential SGSL. The source for this compound is currently unknown. 1,3-butadiene has historically not been detected in soils or groundwater at the site. §One of the 11 SV samples contained PCE at a concentration exceeding the residential SGSL. PCE has historically not been detected in groundwater and soil samples collected within the footprint of the future building but was present in soils and groundwater elsewhere on the site. §These results suggest that vapor mitigation measures may be required for some slab- on-grade residential portions of the property by the NC Brownfields Program. The soil vapor sample results may also require updating the EMP. §The ambient air sample contained benzene at a concentration above the applicable regulatory standard. Constituents detected above residential SGSLs in SV samples were not present in the ambient air sample. The laboratory performed analysis via EPA Method TO-15 using GC/MS in the full scan mode. This workorder was independently validated prior to submittal using 'USEPA National Functional Guidelines' as generally applied to the analysis of volatile organic compounds in air. A rules-based, logic driven, independent validation engine was employed to assess completeness, evaluate pass/fail of relevant project quality control requirements and verification of all quantified amounts. The Summa canister for sample SV-09 was leaking upon arrival. The client was notified and the analysis was cancelled. Receiving Notes Dilution was performed on samples SV-01, SV-06, and SV-10 due to the presence of high level non-target species. The workorder was reissued on 03/15/16 to report estimated values for 1,3-Butadiene hits that are below the reporting limit but greater than the method detection limit in sample SV-01. Concentrations that are below the level at which the canister was certified (0.2 ppbv for compounds reported at 0.5 ppbv and 0.8 ppbv for compounds reported at 2.0 ppbv) may be false positives. Method Detection Limit (MDL) value for 1,3-Butadiene = 0.62 ug/m3.
