Stained Soil Sampling Letter    Polo Enterprises Redevelopment  223 Craven Street  New Bern, Craven County, NC   Terraquest Project Number: 06815    Dear Mr. Kady:    Terraquest Environmental Consultants, P.C. (Terraquest) has completed this Soil Sampling letter  summarizing soil sampling activities at the Polo Enterprises Redevelopment property located at 223  Craven St., New Bern, Craven County, NC (herein referred to as the subject property).  The purpose  of this letter is to document the soil contamination found during the removal of concrete slab  beneath a former steam boiler on the subject property.  The attached Figure 1 depicts the location  of the subject property.   The attached Figure 2 depicts the site layout of the subject property.    Site History    On November 28, 2016 during the removal of the steam boiler and the boiler room floor, a  Varsol/petroleum odor was noted in the soils beneath the boiler room floor.   Terraquest mobilized  to the site on November 30, 2016 to determine the contaminant type and concentrations in the  soils immediately beneath the concrete slab and determine the depth of the impacted soil.      Soil Sampling Activities    Terraquest  personnel  advanced  three  soil  borings  using  a  decontaminated  stainless  steel  handauger:      “East End” boring was advanced in the east end of the stained soil area toward the main  building of the subject property to a depth of 1.0 feet below ground level (BGL);   “Middle” boring was advanced in the middle end of the stained soil area to a depth of 6.5  feet BGL;   “West End” boring was advanced in the west end of the stained soil area toward the rear  parking lot of the subject property to a depth of 6.5 feet BGL;  Lebeed Kady  Page 2  February 13, 2017  Soils samples from each soil boring were collected in 0.5‐foot to 1.0‐foot intervals and placed in  Ziploc bags.  The soil samples were screened using a Photoionization Detector (PID).  The soil  lithology and PID measurements are included in the attached soil boring logs.  A review of the PID  measurement from each boring reveals that the Middle soil boring soil sample collected from 0 to 1  feet BGL had the highest PID measurement.   Soil from the 0‐1‐foot and 6‐6.5‐foot interval of the  Middle boring were chosen for analysis to determine the contaminant concentrations of the  impacted soil and the vertical extent, respectively.  Terraquest personnel wearing new disposable  nitrile gloves placed the collected soil from each sample interval into the appropriate laboratory‐ prepared containers.  The samples were labeled with the project name, project number, sample  identification, required analysis, and date and time of collection.  The samples were placed on ice,  sent to a North Carolina‐certified laboratory, and analyzed before the expiration of an analytical  method’s prescribed holding time.  The soil samples were analyzed by EPA Method 8015 using  sample extraction method TPH 3550 {semi‐volatile organic compounds (SVOCs)} and sample  preparation method 5030 (VOCs), EPA Method 8260 and MADEP Volatile Petroleum Hydrocarbons  (VPH) for VOCs, by EPA Method 8270 Base Neutrals and Acid Extractables and MADEP Extractable  Hydrocarbons (EPH) for SVOCs, Method 6010C for total lead and chromium, and hexavalent  chromium. Chain‐of‐custody documentation was maintained for the collected samples.  No soil  samples were submitted for analysis from the East End or West End borings.    Analytical results of the November 30, 2016 soil sampling event revealed concentrations of Varsol‐ type contaminants above their Soil‐to‐Groundwater Maximum Soil Contaminant Concentrations (S‐ t‐G MSCCs).  The C9‐C18 Aliphatic and C9‐C22 Aromatic Carbon Fraction and lead concentrations  were detected in concentrations greater than their Residential MSCCs.  The attached Table 1A lists  the detected contaminants and their detected concentrations.  The complete analytical report is  attached.  The locations of the East End, Middle, and West End borings are depicted in the attached  Figure 3.    Conclusions and Future Actions    The following conclusions can be made after review of the soil data collected during the November  30, 2016 soil sampling event:   Soil analytical results show the presence of Varsol‐type contaminant concentrations in  excess of the S‐t‐G MSCCs.  The C9‐C18 Aliphatic and C9‐C22 Aromatic Carbon Fractions and  lead were detected in concentrations greater than their Residential MSCCs;   Polo Enterprises plans to excavate the contaminated soil above the Residential MSCCs and  haul offsite for disposal at the Waste Industries Sampson County Subtitle D Landfill in  Roseboro, NC.  Terraquest has already presented the analytical data to the landfill and has  received permission to dispose of the soil at the landfill.  Soil samples will be collected at  the final limits of the soil excavation to determine in situ soil quality.  A summary of the soil Subcontracted analyses are identified in this report with either the NELAC certification number of the subcontracted lab, or the complete subcontracted report attached to this report. Unless otherwise noted in a Case Narrative, all data reported in this Analytical Report are in compliance with NELAC standards. The uncertainty of measurement associated with the results of analysis reported is available upon request. Should insufficient sample be provided to the laboratory to meet the method and NELAC Matrix Duplicate and Matrix Spike requirements, then the data will be analyzed, evaluated and reporting using all other available quality control methods. The validity and integrity of this report will remain intact as long as it is accompanied by this letter and reproduced in full, unless written approval is granted by FTS Analytical Laboratories. This report will be filed for at least 5 years in our archives after which time it will be destroyed without further notice, unless otherwise agreed upon. The 1,2-4-Trimethylbenzene result for the sample L6L0035-01 was slightly above the calibration range. The result has been qualified with an "E".
