This report summarizes the work performed in accordance with the Voluntary Removal Action Workplan prepared by ERM dated December 2011 as approved by North Carolina Department of Environment and Natural Resources (NC DENR) in a letter dated August 9, 2012 . A site location map and topographic map is presented as Figure 1. COMPLETED SCOPE OF WORK Health and Safety Plan ERM developed an OSHA compliant health and safety plan (HASP) for the protection of workers and the surrounding community at the site, compliant with EPA, OSHA, and North Carolina regulations. ERM’s loss prevention system which consists of behavior based health and safety practices, was implemented at the site. A summary of the critical elements of the H&S program is provided below. • Subsurface Utility Clearance • Stop Work Authority • Ambient Air Monitoring (during excavation and stabilization activities) Full Scale Stabilization ERM mobilized to the site on October 16, 2012 with an environmental services subcontractor, SAEDACCO of Fort Mill, South Carolina. ERM provided one Mr. Max Justice 4 March 2013 Page 2 environmental professional during the duration of the excavation activities to perform dust monitoring, H&S oversight, construction quality control/quality assurance, and confirmatory sampling activities. Site security fencing and erosion control devices were installed around the excavation areas prior to the initiation of excavation activities in accordance with the workplan. The two areas of lead-impacted foundry sands identified by previous sampling and analysis were located and staked on site by Lawrence and Associates of Monroe, NC, a North Carolina registered land surveyor. The lead impacted areas are shown on Figure 2. Excavation area EH contained approximately 65 cubic yards and excavation AH contained 431 cubic yards. The lead impacted soils were excavated using a track hoe and transferred to two stockpiles located within a fenced area. The stockpiles were constructed of a minimum 10-mil thick plastic under liner and top cover. Blastox 215 (solidification agent supplied by Charlotte Pipe) was mixed with the stockpiled foundry sands/soil at a ratio of 3% by unit weight. The Blastox 215 mix ratio was determined by J.Carpenter Environmental (Blastox 215 manufacturer’s representative) based upon a bench scale pilot test performed by J. Carpenter Environmental from a foundry sands/soil sample collected from the site and sample analytical data collected from the Anne Edwards property during the 2005-2006 timeframe. Post-excavation confirmatory samples were collected from the sidewalls and along the base of the two excavated areas on October 19 2012 and December 10, 2012 (excavation EH) and October 23, 2012 and December 18, 2012 (excavation AH). ERM initially collected 15 post-excavation confirmatory samples and one duplicate quality control sample for TCLP lead analysis between the two excavation areas. Out of the 15 confirmatory samples collected, 4 exceeded the TCLP lead remedial goal of 5 milligrams per liter (mg/L). Additional foundry sands/soils were removed from the four areas identified by the failing TCLP samples and were subsequently added to the stockpiles. ERM collected four additional post-excavation confirmatory samples for TCLP lead analysis. The results of the additional confirmatory analyses indicated that the extent of lead impacted foundry sands/soils had been excavated as the samples indicated levels no longer exceed the TCLP levels. A summary of the excavation confirmatory analytical results is included in Table 1. Sample location and laboratory analytical results are summarized in Figure 3. Laboratory analytical data is presented in Appendix A. The Blastox 215 stabilization agent was thoroughly mixed into the stockpiled foundry sands/soils using a backhoe at the completion of excavation activities. In order to test the effectiveness of the stabilization process, foundry sand/soil samples were collected from stabilized material. Based on the estimated total excavated volume of 500 cubic yards of foundry sands requiring stabilization, approximately 6 samples were Mr. Max Justice 4 March 2013 Page 3 collected from the excavated material for TCLP lead analysis. All 6 samples were below the TCLP limit for lead, which is 5 mg/L. Laboratory analytical results are summarized in Table 2. Laboratory analytical data is presented in Appendix A. The treated material was transported to Charlotte Motor Speedway Landfill, an approved Subtitle D landfill for disposal. Load out and transportation activities were performed on December 17 through 20, and December 28, 2012. A total of 784.29 tons of stabilized foundry sands were disposed of at the landfill. Documentation of the disposal was submitted directly to Charlotte Pipe by the landfill facility. Prior to receiving backfill material onsite, a sample of the backfill was collected and analyzed for total metals, VOCs, and SVOCs. Laboratory analytical results for the backfill sample are summarized in Table 3. Laboratory analytical data is presented in Appendix A. VOCs and SVOCs were not detected in the backfill sample. Elevated levels of metals were detected in the backfill sample; however they appear to be within background range, as compared to background data collected from the Anne Edwards property (multiple sampling events 2005-2006) as presented in the approved workplan. Prior to backfilling operations, excavation AH accumulated storm water in the excavation. A sample of the water was collected and analyzed for total petroleum hydrocarbons (TPH) diesel range organics (DRO) and gasoline range organics (GRO), and total lead. The analytical data indicated no DRO or GRO, and a concentration of lead at 0.0192 mg/L, below the NC DENR surface water quality limit of 0.025mg/L. Therefore, the water was pumped out of the excavation and discharged onto the ground through a sediment bag. The results of the storm water analysis are summarized in Table 4. Following the receipt of laboratory analytical data confirming that foundry sands exceeding the TCLP threshold had been removed and the water had been removed, the excavated areas were backfilled and compacted in lifts. Upon the completion of the backfilling, load out, and offsite disposal activities, all disturbed areas were seeded with contractor-grade grass seed and straw which was applied to minimize potential erosion. Site security fencing and erosion and sediment control devices were then removed from the site.
