(Altamont) has completed a Phase I Environmental Site Assessment (ESA) in general accordance with the American Society for Testing and Materials (ASTM) Practice E1527-13. The Site consists of one Graham County parcel; a 37.47 tract of land, identified as Parcel Identification Number (PIN) 56601112000612, and referenced as an unaddressed tract of land most recently associated with the adjacent, now defunct, Stanley Furniture manufacturing facility located at 68 Snowbird Road. The Site is situated in a commercial and residential area of Robbinsville, North Carolina. Figure 1 illustrates the general location of the Site. Further detail for the Site is shown on Figure 2. Historical review associated with the Site indicates that the Site generally remained undeveloped until the 1940s. A residential structure may have been located on the Site in the early-1940s; however, additional detail about past residential use could not be confirmed. Portions of the Site appear to have been cleared or graded since that time. Grading activities may be associated with historical, adjacent, industrial manufacturing uses. A railroad line apparently transected the Site from north to south as early as the 1970s. Prior to use by Stanley Furniture, the Site was part of a property owned by Burlington Furniture. The associated (and off-Site) manufacturing facility was reportedly built in 1957 and was owned and operated by Lee’s Carpet, a division of Burlington Industries, until 1972 when Burlington Furniture began operations at the facility. Altamont completed a Site reconnaissance on September 20, 2016. At the time of the Site reconnaissance, the Site consisted of undeveloped land, of which portions had been recently harvested/mowed, likely for hay. Other areas of the Site consisted of wooded land, and areas of overgrown vegetation. The Site is generally bordered to the east by industrial use; to the north by limited residential development and undeveloped land; to the west by a surface water feature, identified as Long Creek, (of which portions appeared heavily eroded) and walking trail; and to the south by additional residential and industrial uses. The northeast portion of the Site contains a ballfield, associated restroom, and concession area. In addition, a portion of the Site, also in the northeast, appears to be occupied by a garden and several vehicles, likely associated with an adjacent residential use. There are no other habitable structures on the Site. The Site is also transected by a sewer line, associated right-of-way, and earthen road (likely the former railroad base). Site topography is unusual and appears to have been modified in the past, with the highest elevation located along a central north-to-south “spine”, from which the surface grade slopes to the east and west. Portions of the Site appear to be settling in a pattern indicative of un-compacted, placed fill. According to Graham County representatives, the County took ownership of the Site via a donation from a previous Site occupant, Stanley Furniture. At the time of the donation, no environmental due diligence was completed. A regulatory database search report was provided by Environmental Data Resources, Inc. (EDR). The EDR report did not identify the Site in the reviewed regulatory databases although the previous Site addresses (68 Snowbird Road and an “unnumbered parcel on Atoah Street”) as well as several off-Site properties were reported. Based on review of the documentation provided by EDR, there is potential for at least one of the identified facilities/incidents reported in the EDR report to represent an environmental risk for the Site. The EDR report is discussed in further detail in Section 4.0 of this report. In addition to the EDR report, Altamont reviewed information available on the North Carolina Department of Environmental Quality (DEQ) website associated with the former Stanley Furniture facility (68 Snowbird Road), and referenced as EPA ID Number NC024770125. According to available documentation, the Stanley Furniture (former Burlington Furniture) facility was registered as a large quantity generator (LQG) of hazardous waste. Several Notices of Violation (NOVs) associated with this designation were reported by the DEQ. Additionally, the former Burlington Furniture property (Atoah Street) is included on the DEQ Inactive Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page vii P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx Hazardous Site Priority List (NCD024770125). Historical investigations indicated that disposal activities associated with the Burlington Furniture facility, including sludge disposal in an unlined evaporation pond, were apparently conducted on the Subject Site. According to a 2006 investigative report completed by Solutions-IES, six soil borings and three temporary groundwater monitoring wells were installed in the vicinity of the former evaporation pond, understood to be located within the Site boundaries. According to the 2006 report, multiple contaminants exceeding applicable regulatory standards, were identified in soil and groundwater. Historical Site reporting is discussed further in Section 4.3. Altamont contacted Mr. Collin Day and Ms. Cathy Jacobs, of the DEQ Inactive Hazardous Sites Branch (IHSB) to further inquire about the Site’s inclusion on the Priority List. At the time this report was issued, Altamont had not received a response from Mr. Day or Ms. Jacobs. Should comments from either, significantly alter the conclusions of this report, Altamont will issue an addendum to this report. Altamont also contacted Ms. Jan Andersen with the DEQ, Underground Storage Tank (UST) Section on June 9, 2016. According to Ms. Andersen, several USTs were historically registered to the adjacent, former Stanley Furniture facility; however, no additional information pertaining to those USTs was available. Based on the aforementioned EDR documentation, comments/documentation from the DEQ, as well as concerns from representatives of Graham County about the potential for the Subject Site to have been previously utilized by Stanley Furniture/Burlington Furniture, the former operations of Stanley Furniture facility represent an environmental concern for the Subject Site. Because of the observed surface topography and the associated settling patterns in conjunction with historical regulatory information, Altamont completed a series of shallow soil hand auger borings during the Phase I ESA Site reconnaissance. Altamont advanced four hand auger borings to an approximate depth of 3 to 4 feet below surface grade (ft-bgs). The borings were spaced between 20 and 40 feet apart. Three of the four soil borings contained material similar in appearance to coal slag, a byproduct from burning coal as a fuel source. The presence of coal slag indicates the potential for the former, adjacent, manufacturing facility to have deposited and buried waste on the Subject Site. As part of this review, Altamont also completed a vapor encroachment screening in general accordance with the Tier 1 screening procedures described in ASTM E2600-10 in order to assess for the potential vapor encroachment conditions (VECs). The results of the vapor encroachment screening could not rule out the potential for VECs in association with the Site. Additional details of the vapor encroachment screen are discussed in Section 4.4 of this report. Conclusions and Recommendations: The purpose of this Phase I ESA was to identify the presence or likely presence of hazardous substances or petroleum products on the Site under conditions that indicate an existing release, a past release, or a material threat of a release of hazardous substances or petroleum products into structures on the Site or into the ground, groundwater, or surface water of the Site as defined in ASTM Practice E1527-13 as a recognized environmental condition (REC).  The Site’s former incorporation as part of a long-term manufacturing operation is a concern. While surface evidence of staining indicative of petroleum or hazardous products was not observed, Site topography is unusual and indicative of placed-fill. In addition, historical reporting associated with the Site, and a nearby industrial use, confirms the disposal of waste product in unlined ponds at the Site. Historical on-Site waste disposal and the associated impacts of that activity represents an environmental liability to the Site and is a REC.  Because of the potential for undocumented waste to be buried at the Site as well as the documented sludge disposal in at least one unlined evaporation pond, located within the Site Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page viii P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx boundaries, the results of the vapor encroachment screening could not rule out the potential for a VEC in association with the Site. In addition to the REC as-well-as the VEC review, the following additional consideration should be noted:  Portions of a surface water feature bordering the western Site perimeter are heavily eroded. Stream restoration and stabilization activities may be needed to prevent further degradation and downstream sedimentation. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 1 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx 1.0 Introduction This report documents the findings and conclusions of a Phase I Environmental Site Assessment (ESA) in general accordance with the American Society for Testing and Materials (ASTM) Practice E1527-13. The Site consists of one Graham County parcel; a 37.47 tract of land, identified as Parcel Identification Number (PIN) 56601112000612, and referenced as an unaddressed parcel of land previously associated with the adjacent and defunct Stanley Furniture manufacturing facility located at 68 Snowbird Road (and Atoah Street). 1.1 Purpose Altamont Environmental, Inc. (Altamont) completed a Phase I ESA in general accordance with the American Society for Testing and Materials (ASTM) Practice E1527-13. The purpose of this Phase I ESA was to identify recognized environmental conditions (RECs) in connection with the Site as defined by ASTM Practice E1527- 13. 1.2 Scope This Phase I ESA included the following principal tasks:  Review of published information on the physical and environmental setting of the Site  Review of pertinent state and federal regulatory agency databases and public records  Review of local and regional sources of public records  Review of historical aerial photographs, historical city directories, Sanborn Fire Insurance Maps, and United States Geological Survey (USGS) topographic maps  A physical review of the Site to observe current conditions and to verify information obtained from the regulatory databases and historical searches and other historical information  Interviews with persons knowledgeable about the history and current condition of the Site and surrounding properties 1.3 Limitations and Exceptions This Phase I ESA was completed in general accordance with the guidelines published in the ASTM Standard previously referenced. Sources of information utilized in the Phase I ESA were reasonably ascertainable and are not to be considered exhaustive. Sampling and laboratory analyses of materials and environmental media were not included in the assessment. The assessment was limited to the area described in Section 1.0 of this report. Some environmental issues or conditions (such as asbestos, lead-based paint, lead in drinking water, mold, compliance with environmental regulations, and radon gas) fall outside the scope of a Phase I ESA. The ASTM Standard states that assessment of such considerations is not required for an appropriate inquiry as defined by the Standard. However, these conditions can represent potential environmental liabilities. As defined in ASTM E1527-13, Section 6, “User’s Responsibilities”, the User of this assessment has specific obligations to perform tasks during this assessment that will help identify the possibility of RECs in connection with the Site. Failure by the User to fully comply with the requirements may affect the User’s ability to qualify for Landowner Liability Protections (LLPs) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 2 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx The ASTM guidance requires identifying the use of the Site at 5-year intervals back to the first use or 1940, whichever is earlier. Reasonably ascertainable information reviewed as part of this Phase I ESA dates back to 1935. However, documentation was not obtained on at least a 5-year interval. This exception represents a “data gap” as defined in the ASTM standard, though Altamont does not consider the identified data gap to be significant. 1.4 Special Terms and Conditions Due to the limited nature of a Phase I ESA, Altamont can make no statement of warranty or guarantee, either expressed or implied, that the Site is free from possible latent sources of environmental liability. 1.5 User Reliance This Phase I ESA was prepared for the exclusive use of the Graham County. It may not be relied upon by other parties without written approval from Altamont. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 3 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx 2.0 Site Description 2.1 Location and Legal Description Site Address: An unaddressed parcel previously associated with 68 Snowbird Road in Robbinsville, Graham County, North Carolina Parcel Identification Number (PIN): 566011120000612 Current Owner: Graham County Land Area: Approximately 37.47-acres 2.2 Site Description According to the Graham County Property Record Card (Appendix B) in conjunction with GIS software, the Site is estimated to total approximately 37.47-acres and consists of one tract of land located within Robbinsville, North Carolina. Altamont completed a Site reconnaissance on September 20, 2016. At the time of the Site reconnaissance, the Site consisted of undeveloped land, of which portions had been recently harvested/mowed, likely for hay. Other areas of the Site consisted of wooded land, and areas of overgrown vegetation. The Site is generally bordered to the east by industrial use; to the north by limited residential development and undeveloped land; to the west by a surface water feature (of which portions appeared heavily eroded) and walking trail; and to the south by additional residential and industrial uses. Based on the USGS topographic map, included as Figure 1, the Site is located at an elevation of approximately 2,040 feet. Figure 2 illustrates a closer view of the Site and Site features. 2.3 Site and General Vicinity Characteristics The Site is located in an area of primarily commercial and residential properties. 2.4 Current Use of the Site Currently, the Site is mostly unoccupied with the exception of a ballfield and associated infrastructure on the northeastern quadrant. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 5 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx 3.0 User-Provided Information The following sections summarize information included on the “All Appropriate Inquiry” User Questionnaire that was completed by Mr. Jacob Nelms, Project Manager for Graham County, on September 14, 2016. The completed User Questionnaire is provided in Appendix C. 3.1 Title Records Mr. Nelms did not provide title record information. This represents a “data gap” according to the ASTM standard because title records can be considered reasonably ascertainable. However, in Altamont’s opinion, the title records likely would not have yielded additional information that would indicate an environmental concern on or near the Site and the data gap is not considered significant. 3.2 Environmental Liens and Activity and Land Use Limitations (AULs) Mr. Nelms indicated that he was not aware of environmental liens against the Site under federal, tribal, state, or local law. However, Mr. Nelms did indicate that the Site is encumbered by several easements including a sewer easement from the Town of Robbinsville, and an easement for Duke Power. Mr. Nelms also indicated that portions of the Site are located within the FEMA floodplain. Mr. Nelms did not provide information regarding further knowledge of AULs such as engineering controls, land use restrictions, or institutional controls that are in place at the Site and/or have been filed or recorded in a registry under federal, tribal, state, or local law. Altamont was not contracted to obtain AUL documentation for the Site. 3.3 Specialized Knowledge Mr. Nelms indicated that he had no specialized knowledge regarding potential RECs associated with the Site, other than the past use of an adjacent property for industrial purposes. 3.4 Commonly Known or Reasonably Ascertainable Information Mr. Nelms indicated that he was not aware of commonly known or reasonably ascertainable information about the Site. 3.5 Valuation Reduction for Environmental Issues Mr. Nelms indicated that the Site was donated to the County. 3.6 Reason for Performing Phase I ESA Mr. Nelms indicated that the Phase I ESA was performed as a part of the due diligence phase associated with the planned construction of a recreational park at the Site. EDR completed the database search at the request of Altamont. Regulatory agencies and EDR periodically update their respective databases. The dates of these updates are shown in the EDR report. The minimum search radius for each database is established in ASTM E1527-13 and is identified in the EDR report. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 7 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx According to the EDR report:  The Site was not identified in the regulatory databases provided by EDR; although the larger parcel, of which the Site was previously a portion of, is identified, as were the previous Site occupants, Stanley Furniture and Burlington Furniture.  In the database review, EDR identified 11 off-Site geocoded listings within the specified search radii of the Site. 4.1.1 Site Regulatory Records The Site was not identified in the regulatory databases provided by EDR. However, the former Site address (68 Snowbird Road) and Stanley Furniture were identified on the Incident Management Database (IMD), Leaking Aboveground Storage Tank (LAST) database, State Hazardous Waste Site (SHWS), and the Facility Index System (FINDS) database. The LAST database incident details the release of approximately 70-gallons of diesel fuel from a ruptured tractor-trailer saddle tank. That incident occurred within the boundaries of 68 Snowbird Road. Reportedly the release was contained and soil excavated. The incident was documented in 1996 and no additional assessment was requested. In addition, Burlington Furniture, referenced by EDR to be located at “Atoah Street” but understood to have previously occupied 68 Snowbird Road (Site parcel), was reported on the State Hazardous Waste Sites (SHWS) database and the Superfund Enterprise Management System (SEMS-Archive) database. It appears that Snowbird Road is a continuation of Atoah Street. These listings appear to be associated with Stanley Furniture’s (former Burlington Furniture) registration as a large quantity generator (LQG) of hazardous waste. Several Notices of Violation (NOVs) associated with this designation were reported by the DEQ. Additionally, the former Burlington Furniture property is included on the DEQ Inactive Hazardous Site Priority List (NCD024770125). Investigations, completed as recently as 2006, indicated that disposal activities associated with the Burlington Furniture facility, including sludge disposal in an unlined evaporation pond, were apparently conducted on the Subject Site. 4.1.2 Non-Site Regulatory Records Geocoded listings provided by EDR were screened based on factors such as regulatory status, the nature of the incident, estimated groundwater flow direction, and proximity to the Site. Only facilities/properties which based on estimated groundwater flow direction were inferred to be located upgradient or crossgradient (based on topography and hydrology) to the Site and within proximity to the Site that could pose a potential environmental concern for the Site are discussed.  Based on regulatory status, the nature of the incidents, estimated groundwater flow direction, and proximity to the Site, it is unlikely that the listed facilities/incidents identified in the EDR report would pose a current environmental threat to the Site. 4.2 Regional and Local Environmental Record Resources Local and regional sources of information and records were reviewed during the course of this Phase I ESA. The following publicly available DEQ databases and EDR records were reviewed by Altamont:  Pre-Regulatory Landfill Inventory  Inactive Hazardous Sites Inventory Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 8 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx  DEQ DWM Dry-Cleaning Solvent Cleanup Act (DSCA) locator map  DEQ-registered UST locator map Review of these sources did not identify additional records or sources of information which contradicts the information obtained by EDR, or information previously discussed in this report. 4.3 Historical Site Reporting According to a 2006 investigative report completed by Solutions-IES, approximately 12,000-gallons of petroleum-based lacquer sludge was reportedly disposed in an unlined evaporation pond understood to be within the boundaries of the Subject Site. The surface area of the pond was estimated to cover approximately 10,000 square feet. Other reporting indicates that up to four of these ponds may have once been associated with the operations of the Burlington/Stanley facility. To further assess the largest of the evaporation ponds (on-Site), six soil borings and three temporary groundwater monitoring wells were installed within the suspected vicinity of that pond (approximately 150 feet east of Long Creek and west of the existing aboveground tanks). According to the 2006 report, soil borings contained a variety of unidentifiable materials, suspected to be disposed waste from the operations of the adjacent manufacturing facility. Analysis of the collected soil and groundwater contained multiple contaminants that exceeded applicable regulatory standards. 4.4 Vapor Encroachment Screening In general accordance with the ASTM E1527-13 standard effective November 1, 2013, Altamont performed a vapor encroachment screen using the Tier 1 screening procedures described in ASTM E2600-10. The purpose of the screen is to identify potential vapor encroachment conditions (VECs). ASTM defines a VEC as “the presence or likely presence of COC [chemicals of concern] vapors in the subsurface of the Target Property [the Site] caused by the release of vapors from contaminated soil and/or groundwater either on or near the target property [Site].” This vapor encroachment screening was conducted by identifying an Area of Concern (AOC). The default AOC is defined at one third of a mile (1,760 feet) from the Site to any suspected sources of hazardous, volatile contamination, and one-tenth of a mile (528 feet) from the Site to any petroleum hydrocarbon contamination. The default AOC is based upon a statistical analysis conducted by ASTM of typical contaminant plume lengths. The AOC can be reduced based on additional characteristics, including but not limited to known or inferred groundwater flow direction away from the Site, the presence of relatively impermeable soil beneath the Site, the presence of a relatively deep water table beneath the Site, and natural hydrogeologic barriers between a suspected source and the Site (e.g. a river, stream, or wetland).  Because of the potential for undocumented waste to be buried at the Site as well as the documented sludge disposal in an unlined evaporation pond located within the Site boundaries, the results of the vapor encroachment screening could not rule out the potential for a VEC in association with the Site. 4.5 Physical Setting Sources 4.5.1 Historical Aerial Photographs Historical aerial photographs, provided by EDR, were reviewed by Altamont. Aerial photographs were reviewed to help identify historical land uses that may have resulted in environmental impacts on, or adjacent to, the Site. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 9 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx The aerial photographs, which were taken in 1975, 1984, 1993, 1999, 2005, 2006, 2008, 2009, 2010, and 2012 were produced at various scales. A 2016 aerial photograph was also obtained from NC OneMap and is included as Figure 2. The Site and vicinity can be identified in the photographs of each year.  The 1975 and 1984 aerial photographs depict the Site as a mixture of wooded and cleared land possibly transected by a primitive road system. Aerial photography scale and quality makes discerning specific detail difficult. An industrial use is visible to the immediate east and south of the Site.  The 1993 aerial photograph depicts the majority of the Site as cleared land with wooded areas visible on the southern portion of the Site. A road, consistent with the one observed during our recent Site reconnaissance is visible transecting the western portion of the Site. Some areas of clearing or grading are visible; however, based on scale and quality of the aerial photography, additional detail cannot be discerned. The adjacent industrial facility, previously observed to the east, appears to be expanded. Additional industrial use is also visible to the south.  The 1999, 2005, 2006, 2008, 2009, 2010, and 2012 aerial photographs depict Site in a manner mostly consistent to recent Site observations. The Site ballfield is first visible in the 1999 aerial photograph. Areas of Site grading or land disturbance may be visible; however aerial photography scale and quality again makes discerning specific detail difficult. Surrounding areas appear as residential and industrial/commercial uses intermixed with wooded land. The historical aerial photographs did not provide additional visible indications of environmental concerns on or near the Site that have not already been discussed in this report. Copies of the aerial photographs are included as Appendix E. 4.5.2 Historical Topographical Maps A historical topographic map report was provided by EDR that includes the USGS topographic map of the Robbinsville quadrangle for 1935, 1940, 1973, 1976, 1990, 2001, and 2013. Topographic maps were reviewed to help identify historical land uses that may have resulted in environmental impacts on, or adjacent to, the Site.  The 1935 topographic map appears to depict the Site as undeveloped land; although Site-specific detail is difficult to discern based on scale and quality.  The 1940 topographic map appears to depict the majority of the Site as cleared/wooded land with one small structure. Limited development, likely residential in use, is depicted within a wide radius of the Site.  The 1973 and 1976 topographic maps appear to depict the majority of the Site as cleared/wooded land. A rail line appears to transect the Site. An industrial manufacturing facility is visible to the immediate east of the Site. Several tanks and a water tower are also depicted (off-Site).  The 1990, 2001, and 2013 topographic maps appear to the depict the majority of the Site as cleared/wooded land. An addition to the adjacent industrial facility is first visible in the 1990 topographic map. The topographic maps did not provide additional visible indications of environmental concerns on or near the Site. Copies of the historical USGS topographic maps are included as Appendix F. 4.5.3 City Directories A city directory report was provided by EDR. The city directory report was reviewed to help identify historical land uses and Site occupants that may have resulted in environmental impacts on, or adjacent to, the Site. The former Site address of 68 Snowbird Road was used for this review and was identified in the provided directories as detailed below:  1992: Address not listed  1995: Address not listed  1999: Frances Carver  2003: Stanley Furniture Co  2008: Stanley Furniture Co Inc  2013: Stanley Furniture Mfg Altamont also reviewed listings within the immediate vicinity of the Site. The listings include historic residential uses and limited light-commercial uses. The address used for the Burlington Furniture facility 129 Atoah Street; therefore, this operation did not show up in the search The city directory report provided no additional indications of definitive environmental concerns on or near the Site that have not already been discussed in this report. A copy of the EDR city directory report is included as Appendix G. 4.5.4 Historical Sanborn Fire Insurance Maps A Sanborn map report, provided by EDR, indicated that the Site was not mapped. A copy of the fire Insurance map report is included as Appendix H. 4.6 Historical Use Information Based on historical data described in the sections above, Altamont was able to trace the historical uses of the Site back to the early 1940s. According to reviewed historical records, the Site has remained as primarily cleared/wooded land with the exception of a rail line that transected the Site; however, disposal activities associated with the adjacent industrial facility apparently occurred on the Subject Site. Adjacent properties were developed for industrial/commercial purposes beginning in the 1950s. Documentation relevant to the Site was not obtained on at least a 5-year interval dating back to 1940, which represents a data gap according to the ASTM standard. The data gaps in the historical record are described in Section 1.3 and are not considered significant. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 11 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx 5.0 Site Reconnaissance 5.1 Methodology and Limiting Conditions Altamont completed a visual reconnaissance of the Site on September 20, 2016. The purpose of the Site reconnaissance was to assess if there were obvious visual indications of present or past activities that may have contributed to RECs at the Site. Representative areas of the Site were observed in general accordance with ASTM guidelines. Exterior portions of neighboring properties to the north, east, south, and west also were observed from accessible rights-of-way. During the Site visit, photographs were taken to document the observed conditions (Appendix I). Representative views of the Site are shown in the photographs. The photographs also provide a general overview of current Site conditions and settings. In addition to information presented elsewhere in this report, the following sections describe pertinent information that was observed during the Site reconnaissance. 5.2 General Site Setting The Site consists of one Graham County parcel; a 37.47 tract of land, and referenced as an unaddressed parcel most recently associated with the adjacent defunct Stanley Furniture manufacturing facility located at 68 Snowbird Road. The general Site vicinity consists of primarily residential and commercial/industrial uses. The Site can be accessed via a gravel access road which runs into a primitive road, transecting the Site. 5.3 Exterior Observations The following items were observed during the Site reconnaissance:  Access to the Site was afforded by a gravel driveway.  The northeast portion of the Site contains a ballfield, restrooms and associated concession stand.  A garden is also located on the northeast portion of the Site.  Other portions of the Site consist of wooded/forested areas, while the remainder of the Site has been cleared.  Several areas of the Site have been used to dump woody debris and fill dirt.  A sewer line easement with associated manholes was observed transecting the Site.  Several areas, appearing as pits or drainage features with lower topography than the majority of the Site, were observed.  The Site is bordered to the west by a surface water feature and walking trail.  The Site is bordered to the east by security fencing.  Transformers were not observed on-Site.  Site topography is unusual and appears to have been modified in the past, with the highest elevation located along a central north-to-south “spine”, from which the surface grade slopes to the east and west.  Portions of the Site appear to be settling in a pattern indicative of un-compacted, placed fill. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 12 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx 5.4 Non-ASTM Scope Items Because of the observed surface topography and the associated settling patterns in conjunction with historical regulatory information, Altamont completed a series of shallow soil hand auger borings during the Phase I ESA Site reconnaissance. Altamont advanced four hand auger borings to an approximate depth of 3 to 4 feet below surface grade (ft-bgs). The borings were spaced between 20 and 40 feet apart. Three of the four soil borings contained material similar in appearance to coal slag, a byproduct from burning coal as a fuel source. The presence of coal slag indicates the potential for the former, adjacent, manufacturing facility to have deposited and buried waste on the Subject Site. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 13 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx 6.0 Interviews 6.1 Summary of Interview with Site Owner Representative Altamont spoke with Mr. Jacob Nelms, representative of Graham County, the Site owner, during two separate field visits on August 26 and on September 20, 2016. Mr. Nelms communicated the following details to Altamont:  Mr. Nelms was not aware of previous environmental assessments which had been completed at the Site.  Mr. Nelms indicated that to the best of his knowledge, he was unaware of any previous or existing in- ground equipment.  Mr. Nelms indicated that to the best of his knowledge, there have not been USTs located within the boundaries of the Site.  Mr. Nelms indicated that to the best of his knowledge, he was unaware of petroleum or chemical leaks or releases that had occurred in association with the Site.  Mr. Nelms was not directly aware of evidence of environmental concerns associated with the Site however, based on nearby, long-term, industrial manufacturing uses as-well-as Site topography, Mr. Nelms indicated suspicion of possible environmental impact to the Site.  Mr. Nelms indicated knowledge of several possible “pits” located on the Site.  Mr. Nelms was not directly aware of buried waste or debris at the Site; however, Mr. Nelms indicated suspicion of possible historical waste burial.  Mr. Nelms was not aware of environmental liens or governmental notification relating to past or recurrent violations of environmental laws with respect to the Site.  Mr. Nelms was not aware of surface dumping or burning of material at the Site; beyond the placement of fill dirt and yard debris by the Town of Robbinsville.  Mr. Nelms expressed concerns related to an adjacent manufacturing facility at possible impact to the Site caused by the operations of that facility.  Mr. Nelms was not aware of the on-Site disposal or use of transformers. 6.2 Summary of Interview with Local Government Officials To inquire about Site status, Altamont contacted Ms. Jan Andersen with the North Carolina DEQ, UST Section, ARO to request information pertaining to the potential of former or current on-Site ASTs or USTs. Ms. Andersen indicated that the DEQ did not maintain records detailing the presence of registered on-Site ASTs or USTs; however, Ms. Andersen indicated that the DEQ maintained several records/reports associated with the adjacent former Stanley Furniture plant. Altamont also contacted Mr. Collin Day and Ms. Cathy Jacobs, of the DEQ IHSB to further inquire about the Site’s regulatory status. At the time this report was issued, Altamont had not received a response from Mr. Day or Ms. Jacobs. Should comments from either, significantly alter the conclusions of this report, Altamont will issue an addendum to this report. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 14 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx 7.0 Findings and Opinion The purpose of this Phase I ESA was to identify the presence or likely presence of hazardous substances or petroleum products on the Site under conditions that indicate an existing release, a past release, or a material threat of a release of hazardous substances or petroleum products into structures on the Site or into the ground, groundwater, or surface water of the Site as defined in ASTM Practice E1527-13 as a recognized environmental condition (REC).  The Site’s former incorporation as part of a long-term manufacturing operation is a concern. While surface staining indicative of petroleum or hazardous products was not observed, Site topography is unusual and indicative of placed-fill. In addition, historical reporting associated with the Site, and a nearby industrial use, confirms the disposal of waste product in unlined ponds at the Site. Historical on-Site waste disposal and the associated impacts of that activity represents an environmental liability to the Site and is a REC.  Because of the potential for undocumented waste to be buried at the Site as well as the documented sludge disposal in at least one unlined evaporation pond located within the Site boundaries, the results of the vapor encroachment screening could not rule out the potential for a VEC in association with the Site. In addition to the REC as-well-as the VEC review, the following additional consideration should be noted:  Portions of a surface water feature bordering the western Site perimeter are heavily eroded. Stream restoration and stabilization activities may be needed to prevent further degradation and downstream sedimentation. Phase I Environmental Site Assessment October 13, 2016 Approximate 37-Acre Site, Robbinsville, North Carolina Page 15 P:\Graham County\Former Stanley Furniture\Phase I ESA\Phase I ESA.docx 8.0 Conclusions The ASTM standard for Phase I environmental site assessments uses the following definition of a REC: “recognized environmental conditions - the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, ground water, or surface water of the property. The term includes hazardous substances or petroleum products even under conditions in compliance with laws. The term is not intended to include de minimis conditions that generally do not present a threat to human health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies. Conditions determined to be de minimis are not recognized environmental conditions.” Altamont has performed a Phase I Environmental Site Assessment in general conformance with the scope and limitations of ASTM Practice E1527 for the Site consisting of approximately 37 acres located adjacent to 68 Snowbird Road in Robbinsville, Graham County, North Carolina. Exceptions to, or deletions from, this practice are described in Section 1.3 of this report.  Site features indicate that non-native material has likely been disposed and buried at the Site, in addition, historical reporting confirms the disposal of waste material in unlined pits within the Site boundaries.  The results of a Site-specific vapor encroachment screening, and an additional consideration are discussed in Section 7.0 of this report.
