DD Data Gap Assessment Work Plan Mountaire Farms Siler City Processing Plant 1100, 1101 & 1200 East Third Street Siler City, North Carolina Brownfields Project Number 20060-16-019 September 16, 2016 1 Introduction Mountaire Farms of North Carolina Corp (Mountaire) has entered the above referenced property into the North Carolina Department of Environmental Quality, Brownfields Program (NCBP or program) Redevelopment Now Option Pilot Program. A Brownfields Property Application (BFA) was submitted by Mountaire to the NCBP on July 29, 2016. Eligibility for the site was granted by the NCBP on August 22, 2016. The 33.19-acre former textile mill, chicken processing plant, and office properties are located along E. Third Street (Figure 1). Portions of the facility have been utilized for chicken processing and textile manufacturing. Further details regarding the property can be found in the BFA. Duncklee & Dunham, P.C. (Duncklee & Dunham) has prepared this work plan in response to a request from the NCBP in a Data Gap Meeting with Mountaire representatives on September 14, 2016. This written submittal supplements our presentation, submittals, and discussions with the NCBP during that meeting. In order to close the data gaps discussed in the meeting, assessment work tasks have been developed that consist of the collection and analysis of soil, surface water, and groundwater samples. The site activities are scheduled to begin on Monday, September 19, 2016. Demolition activities on a portion of the property are scheduled to commence Monday, September 26, 2016. As presented in the data gap meeting, and shown in the Table, site assessment data gaps exist in the following areas/media: • Soil • Vapor Intrusion • Cooling Water • Surface Water Data Gap Assessment Work Plan Mountaire Siler City Processing Plant 20060-16-019 Siler City, North Carolina September 16, 2016 Page 2 of 3 DUNCKLEE & DUNHAM, P.C. DD 2 Procedures At the locations shown in Figure 2, and as described in the Table, Duncklee & Dunham will collect soil, surface water, and groundwater samples across the property. The plan in the Table was presented to the NCBP during the data gap meeting and additions to the plan suggested by the program have been added. The additions to the work plan agreed to during the data gap meeting are: • Soil sampling for PCBs around a pad mounted transformer east of the former textile plant, • The collection of aniline groundwater data in the area where previously detected, • Downhole camera video from at least one of the former water supply wells, and • The possible (further review time requested by the NCBP) collection of a surface water/sediment sample along the downgradient property line. 2.1 Field Procedures and Sample Collection We will conduct soil borings, monitoring well installations, and sample collection activities in accordance with the Inactive Hazardous Sites Branch October 2015 Guidelines for Assessment and Cleanup and Duncklee & Dunham’s standard operating procedures. Proper and standard decontamination procedures will be used between sampling locations. Sample collection activities will be performed under the direction and supervision of a North Carolina licensed geologist or registered professional engineer. Field procedures will include the following: • Soil sampling with a hand auger • Monitoring well installations using direct push and Sonic drilling rigs • Soil sampling with direct push drilling rig The media samples will be analyzed by ESC Lab Sciences (ESC) of Mt. Juliet, Tennessee (North Carolina Department of Environment and Natural Resources -- DENR -- Certification #375). Samples will be immediately placed on ice in an insulated cooler, and transported under chain-of custody until samples are picked up at our office by the ESC laboratory courier. An appropriate number of duplicate, equipment blank, and trip blank samples will be utilized for quality assurance/quality control. 2.2 Monitoring Well Construction The Appendix includes the well construction permit issued by DEQ for the four shallow and one deep wells shown in the Table. The permit and other documents in the attachment describe the proposed construction details and methods for the monitoring wells. Note the deep well may be installed with a Sonic drilling rig in lieu of air rotary or mud-rotary methods. DD 2.3 Analytical Methods The soil and water samples will be prepared and analyzed by the EPA SW-846 Methods specified in the Table. ESC will also supply the laboratory-grade water for the equipment blank. In the data gap meeting, the NCBP requested the compound aniline be added to the groundwater analyte list for the former textile plant area because of a previous detection of this compound in the former UST closure area. Duncklee & Dunham has contacted ESC and the laboratory has confirmed this compound can be obtained from the recent MW-1 through MW-6 analytical data. These wells were installed for UST closures near the boiler room and former dyeing room. Duncklee & Dunham has requested ESC report the aniline results from these six wells. Therefore, no additional groundwater sampling is needed to satisfy the NCBP request. 2.4 Monitoring Well Abandonment As will be required by the NCBP, and in order to proceed with demolition activities, all wells will be abandoned on the plant property except for the three former water supply wells and the two groundwater monitoring wells to be installed in the extreme southwest corner of the tract for the cooling water data gap assessment tasks. The wells will be properly abandoned by a North Carolina licensed well driller in accordance with North Carolina rules and guidelines. 3 Contingent Item During the data gap meeting, the NCBP indicated collection of a storm water sample may be warranted from a ditch along the south side of Raleigh Road, where storm water daylights from a culvert originating on the site. This sample location is not on the subject site (see Contingent sample location on Figure 2). The NCBP indicated additional time was needed to determine if this sample is needed. If the program decides this sample is not needed, no change is needed to this Work Plan. However, if the agency sees the need for this sample, please simply add the sampling and analysis requirements to your correspondence responding to this Work Plan. 4 Report and Data Gap Closure Meeting Once we receive the laboratory reports, we will tabulate the test results and prepare them for presentation to the NCBP prior to the Data Gap Closure Meeting, currently scheduled for October 31, 2016. Our report to the NCBP prior to this next meeting will include a description of the field work and results, figures, data table(s), and laboratory reports.
