1.0 Introduction
Hart & Hickman, PC (H&H) has prepared this Additional Pond Sediment Assessment Report for
the former Dicey Mills facility located at 430 Neisler St. in Shelby, Cleveland County, North
Carolina (site or subject site). A Site Location Map is provided as Figure 1. A brief summary of
background information and previous sediment sampling activities is provided below, and the
methods and results of the additional pond sediment assessment are provided in Section 2.0.
1.1 Background Information
The site consists of three parcels that total 23.893 acres and is developed with an approximately
160,000 sq ft manufacturing building, an approximately 4,000 sq ft storage building, four process
water ponds, one freshwater pond, and associated parking areas. A Site Plan is provided as
Figure 2.
The site was developed in the late 1950s with portions of the current building. The building was
expanded over time until the mid-1990s. From the late 1950s to the early 2000s, the site building
was utilized for yarn manufacturing, olefin filament yarn extrusion, and textile dyeing/printing
operations. The site was used for weaving, fabric finishing, and olefin filament yarn extrusion
from the early 2000s until March 2015. Since that time, the site has been used only for olefin
filament yarn extrusion and yarn production by Valdese Weavers. Valdese Weavers is in the
process of moving from the facility.
Five ponds are located in the southern and western portions of the site. The locations of the
ponds are indicated in Figure 2. The floor drains that collect wastewater connect to an outfall
pipe to the south of the site building, which discharges into a series of ponds located south and
west of the building. The outfall pipe from the plant discharges to Pond #1, Pond #1 discharges

into Pond #2, Pond #2 discharges into Pond #4, and the discharge from Pond #4 enters the
municipal sewer system. An out of use process water pond (Pond #3) is also located south of the
site building that was historically utilized to store excess process water prior to discharge to the
sanitary sewer. At that time, the process water was routed from the discharge pipe to Pond #1,
Pond #2, Pond #3, Pond #4, and finally the sanitary sewer system. In addition, there is a
freshwater pond between Pond #3 and Pond #4 that is used to store freshwater from the adjacent
Broad River prior to use in plant operations. The ponds are unlined and currently contain
predominantly rainwater based on the small scale of current operations. The approximate areas
of the ponds and a rough estimate of the approximate average sediment thickness in each pond
are summarized below:
• Pond #1 – 2,600 sq ft (0.06 acre); 2 ft sediment thickness
• Pond #2 - 1,300 sq ft (0.03 acre); 4 ft sediment thickness
• Pond #3 – 1,600 sq ft (0.04 acre); 3 ft sediment thickness
• Pond #4 – 35,000 sq ft (0.8 acre); 0.5 ft sediment thickness
• freshwater – 11,000 sq ft (0.3 acre); 0.5 sediment thickness
1.2 Previous Sediment Assessment
Because site operations are limited and the ponds are no longer needed to manage wastewater
prior to discharge to the sanitary sewer, the ponds will be closed out in the future. To evaluate
the sediment in the ponds, H&H collected samples from each pond for laboratory analysis in
August 2016. H&H collected six sediment samples from the four process water ponds and the
freshwater pond. At each pond except the larger Pond #4, one composite sediment sample was
collected for laboratory analysis of semi-volatile organic compounds (SVOCs) and the
Hazardous Substance List (HSL) metals plus hexavalent chromium. The HSL metals include
antimony, arsenic, beryllium, cadmium, chromium, copper, lead, manganese, mercury, nickel,
selenium, silver, thallium, and zinc. In addition, to minimize volatile loss, one of the sediment
aliquots from each pond was collected as a grab sample to be analyzed for volatile organic
compounds (VOCs). Because of its larger size, two composite sediment samples were collected
from Pond #4; one from the influent (western) half of the pond and one from the effluent

(southern) half of the pond. The samples collected for VOC analysis from Pond #4 were grab
samples collected near the influent and effluent locations in the pond.
The results of analysis of the pond sediment samples indicated that compounds were detected
above the North Carolina Department of Environmental Quality (DEQ) Inactive Hazardous Sites
Branch (IHSB) Protection of Groundwater Preliminary Soil Remediation Goals (PSRGs)
primarily in the samples from Pond #3 and Pond #4. Compounds detected above PSRGs include
n-butylbenzene, toluene, 1,2,4-trimethylbenzene, bis(2-ethylhexyl)phthalate, antimony, and zinc.
The antimony concentration also exceeded the Industrial PSRG in the sample collected from
Pond #3. The only compound detected above Protection of Groundwater PSRGs in samples
collected from Pond #1 and the Freshwater Pond was antimony. No compounds were detected
above PSRGs in the sample collected from Pond #2.
PSRGs are screening levels only. Concentrations above the PSRGs do not indicate that remedial
action is warranted; only that further evaluation is warranted. Therefore, H&H collected
additional samples from the ponds in November 2016 to evaluate the distribution of compounds
in the ponds and/or the site-specific leaching potential of sediments in the ponds which contained
concentrations above the Protect of Groundwater PSRGs. The methods and results of the
additional pond sediment sampling are presented in the following section.

2.0 Additional Pond Sediment Assessment
H&H collected additional sediment samples from Ponds #1, #3, and #4 and the Freshwater Pond
on November 29 and 30, 2016. Because previous assessment did not indicate the presence of
compounds above background levels for metals and PSRGs in Pond #2, no additional samples
were collected from Pond #2 in November 2016.
2.1 Sampling Methodology
H&H collected the additional sediment samples using a decontaminated stainless steel hand
auger. For SVOC and metals analyses, composite sample aliquots were homogenized in a
decontaminated glass bowl to form a single sample for laboratory analysis. Grab samples for
VOC analysis were collected and then placed directly in sample bottles for laboratory analysis.
Each sample aliquot was obtained from the full thickness of the sediment layer observed at each
location.
The additional pond sediment sampling activities included the following:
• One composite sediment sample was collected from Pond #1 (sample labeled Pond 1) and
the Freshwater Pond (sample labeled Freshwater). Each composite sample consisted of
five sample aliquots from around the pond that were combined to form one sample for
laboratory analysis. The samples were analyzed for total antimony by EPA Method 6010
and antimony after the Synthetic Precipitation Leaching Procedure (SPLP).
• Two composite samples were collected from the larger Pond #4. One composite sample
was collected from the influent (south) half of the pond (sample labeled Pond 4 Influent),
and a second composite sample was collected from the effluent (western) half of the pond
(sample labeled Pond 4 Effluent). Each composite sample consisted of five sample
aliquots that were combined to form one sample for laboratory analysis. The Pond 4
Influent composite sample was analyzed for bis(2-ethylhexyl)phthalate by EPA Method
8270, for antimony and zinc by EPA Method 6010, and for bis(2-ethylhexyl)phthalate,

antimony, and zinc after SPLP. The Pond 4 Effluent composite sample was analyzed for
antimony and zinc by EPA Method 6010 and antimony and zinc after SPLP.
Additionally, to minimize volatile loss, a grab sample was collected from the south end of
the pond and analyzed for n-butylbenzene and 1,2,4-trimethylbenzene by EPA Method
8260 and for n-butylbenzene and 1,2,4-trimethylbenzene after SPLP.
• Because antimony was detected above the Industrial and Protection of Groundwater
PSRGs in Pond #3, H&H collected four composite samples from Pond #3 to evaluate the
distribution of antimony in the pond sediment. Pond #3 was divided into four quadrants,
each totaling approximately 400 sq ft in area. Five aliquots were collected from each
quadrant and were combined to form one sample from each quadrant for laboratory
analysis of antimony by EPA Method 6010 and antimony after SPLP (samples labeled
Pond 3 NE, Pond 3 NW, Pond 3 SE, and Pond 3 SW). The samples from the four
quadrants were then combined to form one composite sample for analysis of bis(2-
ethylhexyl)phthalate by EPA Method 8270 and bis(2-ethylhexyl)phthalate after SPLP
(sample labeled Pond 3). In addition, one of the sediment aliquots collected near the
influent location of Pond #3 was collected as grab sample for analysis of toluene by EPA
Method 8260 and toluene after SPLP (sample labeled Pond 3).
After collection, the samples were shipped under chain-of-custody protocol to Con-Test
Analytical Laboratory (Con-Test), a North Carolina certified laboratory for analysis.
2.2 Sediment Analytical Results
The results of analysis of the sediment samples are summarized in Table 1, and the laboratory
analytical report is provided in Appendix A. Analytical results for the sediment samples were
compared to the DEQ IHSB Protection of Groundwater, Residential, and Industrial PSRGs.
SPLP analytical results were compared to the North Carolina 2L Groundwater Quality Standards
(2L Standards).

VOCs
Analytical results of the Pond #3 grab sample collected in August 2016 indicated that toluene
was detected above the Protection of Groundwater PSRG. Analytical results of the Pond #3 grab
sample collected in November 2016 confirmed the presence of toluene but at a lower
concentration below the Protection of Groundwater PSRG. Toluene was not detected above
laboratory reporting limits in the Pond #3 SPLP sample.
Analytical results of the grab samples collected from Pond #4 in August 2016 indicated that n-
butylbenzene and 1,2,4-trimethylbenzene were detected in the influent side of Pond #4 at
concentrations exceeding the Protection of Groundwater PSRGs. The results of analysis of the
influent side Pond #4 sample collected in November 2016 confirmed the presence of n-
butylbenzene and 1,2,4-trimethlybenzene but at lower concentrations below the PSRGs. The
results of analysis of the Pond #4 influent sample SPLP analytical results indicated that n-
butylbenzene and 1,2,4-trimethylbenzene were detected at concentrations of 7.7 µg/L and 3.9
µg/L which are below the 2L Standards of 70 µg/L and 400 µg/L, respectively.
The results of the November 2016 sediment sample data did not confirm the presence of VOCs
above Protection of Groundwater PSRGs in Ponds #3 and #4. In addition, SPLP analytical
results did not indicate the presence of analyzed VOCs above 2L Standards. Based upon the
additional sediment analytical results, VOCs detected in the Pond #3 and #4 sediment do not
appear to pose a site-specific leaching concern.
SVOCs
The results of the SVOC analysis of composite samples collected in August 2016 from Ponds #3
and #4 (influent) indicated the presence of bis(2-ethylhexyl)phthalate above the Protection of
Groundwater PSRG. Results of analysis of the composite samples collected from Pond #3 and
the influent side of Pond #4 in November 2016 confirmed the presence of bis(2-
ethylhexyl)phthalate at similar concentrations to the August 2016 samples at concentrations
above the Protection of Groundwater PSRG. SPLP analytical results indicate that bis(2-
ethylhexyl)phthalate was detected in Pond #3 and the influent side of Pond #4 at concentrations
of 13 µg/L and 33 µg/L, respectively. These detections exceed the 2L Standard of 3 µg/L. Based

upon the SPLP results, bis(2-ethylhexyl)phthalate poses a potential site-specific leaching concern
in the sediment in Pond #3 and Pond #4 (influent side).
Antimony and Zinc
Results of the August 2016 assessment indicated that antimony was detected in the Freshwater
Pond composite at 27 mg/kg which exceeds the Protection of Groundwater and Residential
PSRGs, but not the Industrial PSRG. The results of analysis of the sample collected from the
Freshwater Pond in November 2016 did not indicate a detectable concentration of antimony
(detection limit of 5.9 mg/kg). Results of analysis of the SPLP leachate of the Freshwater Pond
sample collected in November 2016 did not indicate a detectable concentration of antimony.
Because the presence of antimony above PSRGs could not be confirmed in the November 2016
sampling, and based upon the results of the SPLP analysis, the sediment in the Freshwater Pond
does not appear to pose a significant concern.
The results of the metals analysis of the composite sediment sample collected in Pond #1 in
November 2016 indicates that antimony was detected at 120 mg/kg which is above the Protection
of Groundwater, Residential, and Industrial PSRGs. The detected concentration of antimony in
November 2016 is higher than was detected previously in the August 2016 sediment sample from
Pond #1 (69 mg/kg). The average of the August and November sediment samples is
approximately 94 mg/kg which is at the Industrial PSRG. The results of the SPLP analysis of the
Pond #1 sample indicate that antimony was detected at 570 µg/L which is above the Interim
Maximum Allowable Concentration (IMAC) of 1 µg/L. Therefore, antimony on the Pond #1
poses a potential site-specific leaching concern.
The results of analysis of the four sediment samples collected from Pond #3 in November 2016
indicate the following antimony concentrations: Pond 3 NE - 240 mg/kg, Pond 3 NW - 240
mg/kg, Pond 3 SE - 210 mg/kg, and Pond 3 SW - 280 mg/kg. These concentrations exceed the
Protection of Groundwater, Residential, and Industrial PSRGs for antimony and are slightly
higher than the composite sample antimony concentration collected from Pond #3 in August
2016 (180 mg/kg). Results of analysis of the SPLP leachate of these samples indicate that
antimony was detected at concentrations of 900 µg/L (Pond 3 NE), 1,600 µg/L (Pond 3 NW),

2,300 µg/L (Pond 3 SE), and 1,800 µg/L (Pond 3 SW) which are above the IMAC of 1 µg/L.
Based upon the additional samples collected, antimony poses a potential site-specific leaching
concern in sediment in Pond #3.
Antimony was detected in the Pond #4 Influent (36 mg/kg) and Pond #4 Effluent (74 mg/kg)
November 2016 samples at concentrations which exceed the Residential and Protection of
Groundwater PSRGs. The antimony concentrations are slightly higher than those detected in
Pond #4 sediment in August 2016 (15 mg/kg and 36 mg/kg). Results of SPLP analysis of these
samples indicated that antimony was detected at concentrations of 470 µg/L and 480 µg/L which
are above the IMAC of 1 µg/L. Results of the zinc analysis of the November 2016 Pond #4
samples indicate zinc concentrations of 1,700 mg/kg (Influent) and 2,800 mg/kg (Effluent) which
are above the Protection of Groundwater PSRG and are similar to the concentrations detected in
August 2016 (1,800 mg/kg and 2,300 mg/kg). Results of SPLP zinc analyses of these samples
indicate that zinc was detected at 860 µg/L and 870 µg/L which are below the 2L Standard of
1,000 µg/L. Based upon the results of the SPLP analyses, antimony poses a site-specific leaching
concern in Pond #4 sediment, but zinc does not pose a site-specific leaching concern.

3.0 Summary
Based upon the results of the previous and recent pond assessment activities, H&H makes the
following conclusions:
• Results of a composite sediment sample collected from the Freshwater Pond in August
2016 indicated antimony above the Protection of Groundwater and Residential PSRGs,
but not the Industrial PSRG. Results of analysis of a composite sample collected from
the Freshwater Pond in November 2016 did not confirm the presence of antimony in the
pond sediment and results of analysis of the SPLP leachate of the Freshwater Pond
sample did not indicate a detectable concentration of antimony. Because the presence of
antimony above PSRGs could not be confirmed in the November 2016 sampling, and
based upon the results of the SPLP analysis, the sediment in the Freshwater Pond does
not appear to pose a significant concern.
• Results of analysis of composite sediment samples collected in August and November
2016 from Pond #1 indicated the presence of antimony above the Protection of
Groundwater and Residential PSRGs. The concentration detected in August 2016 was
less than the Industrial PSRG, but the concentration detected in November 2016 was
slightly above the Industrial PSRG. The average concentration of the two samples was at
the Industrial PSRG. Results of the SPLP analysis of the sample collected in Pond #1
indicated that antimony was detected above the IMAC. Based upon the results of analysis
of sediment samples, sediment in Pond #1 contains antimony above the Residential
PSRG and poses a potential site-specific leaching concern.
• Results of analysis of a composite sediment sample collected in August 2016 from Pond
#2 indicated that no compounds were detected above background levels for metals and
PSRGs. As such, the sediment in Pond #2 does not pose a concern.
• Results of analysis of composite sediment samples collected from Pond #3 in August
2016 indicated the presence of the VOC toluene above the Protection of Groundwater

PSRG, bis(2-ethylhexyl) phthalate above the Protection of Groundwater PSRG, and
antimony above the Protection of Groundwater, Residential, and Industrial PSRGs.
These detections were confirmed in sampling conducted in November 2016, although the
toluene detection was below the Protection of Groundwater PSRG. Results of analysis of
SPLP leachate analyses indicated that toluene was not detected above the 2L Standard,
bis(2-ethylhexyl)phthalate was detected above the 2L Standard, and antimony was
detected above the IMAC. Based upon the results of the sediment samples, bis(2-
ethylhexyl) phthalate and antimony pose a potential site-specific leaching concern and
antimony is present above background and the Industrial PSRG in Pond #3 sediment.
• Results of analysis of composite sediment samples collected from Pond #4 in August
2016 indicated the presence of the VOCs n-buytlbenzene and 1,2,4-trimethylbenzene
above the Protection of Groundwater PSRGs (influent side only), bis(2-ethylhexyl)
phthalate above the Protection of Groundwater PSRG (influent side only), antimony
above the Protection of Groundwater and Residential PSRGs (influent and effluent sides),
and zinc above the Protection of Groundwater PSRG (influent and effluent sides). These
detections were confirmed in sampling conducted in November 2016, except that n-
butylbenzene and 1,2,4-trimethylbenzene were below the Protection of Groundwater
PSRGs. Results of analysis of SPLP leachate analyses indicated that n-butylbenzene and
zinc leachate concentrations did not exceed 2L Standards. Leachate analysis of the
influent side sediment samples indicated that bis(2-ethylhexyl)phthalate was detected
above the 2L Standard, and results of analysis of the influent and effluent side samples
indicated antimony above the 2L Standard. Based upon the results of analysis of the
sediment samples, bis(2-ethylhexyl)phthalate poses a potential site-specific leaching
concern in sediment in the influent side of the pond, and antimony is present above the
Residential PSRG and poses a site-specific leaching concern in samples collected from
the influent and effluent sides of Pond #4.
Based on the results of the additional sediment assessment, sediment in Ponds #1, #3, and #4
contain concentrations of bis(2-ethylhexyl)phthalate and/or antimony at levels of potential

concern. Sediment in Pond #2 and the Freshwater Pond does not appear to be significantly
impacted.
