The NC Brownfields Program determined that the site was eligible for admission into the NC Brownfields Program as noted in their Letter of Eligibility dated May 10, 2012. The North Carolina Brownfields Group notified Weidl Properties II, LLC, the Prospective Developer (PD), on January 17, 2013 of additional assessment requirements that would need to be completed to fill environmental data gaps. According to the notice, dry cleaning is currently conducted on-site, and that the dry cleaning facility currently uses tetrachloroethylene (PCE) in current operations. Based on this information, the Brownfields agreement will require that PCE or other chlorinated solvents and any daughter products not be used in future operations at the site. The notice states that the property is currently registered with the North Carolina Dry Cleaning Solvent Cleanup Program (DSCA) due to its past and current use of a portion of the site for dry cleaning purposes. According to the notice, soil and groundwater assessment to address dry cleaning solvent releases will be developed and implemented by the DSCA Program and are not included in the proposed scope of services below. Based on a review of historical information included with the Brownfields Application, potential additional contamination sources at the site include former metal fabrication and possible electro plating facility operating on a portion of the site, rug cleaning operations, and an underground storage tank (UST) of unknown volume or contents. The notice has determined that these contamination sources can adequately be assessed following planned demolition of operations at the site and has requested a Work Plan outlining the assessment phase of the Brownfields Agreement. ECS was contracted by Mr. Robert Weidl of Weidl Properties, LLC to conduct sub-slab soil gas sampling in accordance with the Work Plan (dated March 20, 2014) approved by the North Carolina Brownfields Group. 2.0 FIELD INVESTIGATION 2.1 Probe Placement ECS personnel mobilized to the site on April 15, 2014 (not April 19 as indicated on the chain-of- custody) to collect three sub-slab soil gas samples. Three sub-slab samples (SG-2A, SG-4 and SG-5) were collected inside the building at the approximate locations shown on Figure 2. Prior to drilling the probe holes, the floor was inspected for cracks, joints, and other floor penetrations. The holes were placed at least three feet from any of these penetrations. The samples were collected by drilling a 3/8-inch hole through the slab. The holes extended through the slab into the underlying gravel sub-base. ECS field personnel placed a soil vapor probe into the hole and down into the gravel. The probe was constructed of 1A-inch stainless steel tubing and a 1A-inch stainless steel valve with Swag-Lok® fittings. The annular space around the tubing and concrete were sealed with inert non-VOC emitting putty. A section of Teflon tubing was connected to the stainless steel probe. 1 Soil Gas Sampling Report-Revised West Lee Street Shopping Center Greensboro, North Carolina ECS Project 09.23939 June 23, 2014 2.2 Leak Detection Prior to collecting the soil vapor samples, laboratory grade helium gas was used as a quality assurance control measure to confirm the integrity of the probe seal. A plastic cylinder (approximately 1.75 quarts) was placed and sealed over the sampling point and purged with laboratory grade helium. The probe point tubing and tracer gas tubing was placed through the cylinder wall via 3/16-inch rubber grommets. The open end of the cylinder was placed on a rubber seal and held securely to the slab with a heavy weight. As the cylinder was flooded with laboratory grade helium via the hose placed through the cylinder wall, the probe tubing was connected to a Model MGD-2002 Multi-Gas Leak detector and the air stream being purged was measured for helium. A helium concentration of less than five percent helium is considered acceptable. If a concentration greater than five percent helium was measured, the probe tube seal was reseated and the leak detection process was repeated. Helium was not detected during the pre-sampling checks performed at each sample location. 2.3 Sample Collection After the leak test was completed, the cylinder was removed and a Gilean vacuum pump was connected to the probe tubing to purge the probe and tubing. The vapor probe and tubing was purged at a rate of 0.2 Umin by removing three volumes of the probe and associated tubing. The tubing was then connected to a six-liter Summa canister. The soil gas sample was collected using a Summa canister with a regulator and vacuum gauge. The sample was collected at a flow rate of 0.2 Umin. The vacuum in the canister was measured and recorded at the beginning and the end of the thirty minute sampling cycle. Following sample collection, the canister was labeled and shipped via FedEx to Con-Test Analytical Laboratories (Con-Test) in East Longmeadow, Massachusetts to be analyzed for volatile organic compounds (VOCs) using EPA Method T0-15. A Chain of Custody Record was utilized throughout the collection and transportation of the samples. The probes were removed and the holes filled with concrete following sampling. 2.4 Quality Control Upon completion of sampling activities at SG-4, SG-5 and SG-2A, ECS personnel attempted to collect a duplicate sample from SG-4; however, the canister supplied by the laboratory had lost its vacuum. A new canister was shipped overnight, and ECS personnel remobilized to the site on April 16, 2014 and collected a sample adjacent to the sample point for SG-4. The sample was collected following the above describe techniques. The sample was analyzed by Method T0-15. 3.0 RESULTS The laboratory analysis detected tetrachloroethene (PCE) in all the soil gas samples. None of the concentrations detected exceeded the IHSB Non-Residential Vapor Intrusion Screening Level, dated June 2014. The laboratory analysis detected several degradation products, 1, 1-dichorothene and trichloroethene, at concentrations greater than their Method Detection Limits (MDLs); however, the concentrations do not exceed the IHSB Non-Residential Vapor Intrusion Screening Levels. The sample results are summarized in Table 1. The laboratory analytical data sheets and Chain of Custody Records are included in Appendix A. 2 Soil Gas Sampling Report-Revised West Lee Street Shopping Center Greensboro, North Carolina ECS Project 09.23939 June 23, 2014 4.0 CONCLUSIONS Based on the results of the laboratory analysis, ECS concludes the following: • PCE was detected in all the soil gas samples, with the highest concentration being detected in sample SG-2A, which was collected near previous sample SG-2. The concentration of PCE and TCE in SG-2A (740/2.1) were less that of SG-2 (1,300/170). The concentration of PCE and its degradation products appear higher toward the west end of the building. • The soil gas samples (SG-1, SG-2, and SG-3) collected by Hart & Hickman on September 13, 2013 were collected from depths of 27 and 28 feet below land surface. Based on measurements taken on September 20, 2013 in monitoring wells located in close proximity to the retail office building, the water table surface varies between 28 and 32 feet below the ground surface. • The concentration of PCE in soil gas sample SG-2 was 1,300 ug/m3. This sample was collected at a depth of 28 feet below land surface and approximately one foot above the water table. The concentration of PCE in soil gas sample SG-2A was 740 ug/m3. This sample was collected immediately below the slab of the building. Therefore there was an approximate 60 percent reduction in the concentration of PCE over a distance of 27 feet. 5.0 RECOMMENDATIONS ECS recommends that a copy of this report be sent to Ms. Sharon Eckard, the Brownfields Program Manger for her review. 6.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in environmental assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities. This report was prepared for the express use of Weidl Properties, LLC.
