In what way(s) is the property is abandoned. idled, or underused? The property is currently idled and has been so since at least 1951. As a result of its position within the flood plain of Salem Creek, the property has restrictive uses that 9 dictate land development. Also, the identified waste streams currently located on site make development cost-prohibitive, thus causing the under utilization of this land parcel to date. The proposed construction of a storm water wet pond on this idled property is an acceptable use that will provide water quality benefits to the Salem Creek Watershed. D. In what way(s) is the actual or possible contamination at the property a hindrance to development or redevelopment of the property (attach anv supporting documentation such as letters from lending institutions)? A storm water wet pond to accept run-off from the Piedmont Triad Research Park (PTRP) has been proposed for this property. The storm water wet pond cannot be constructed to promote local economic development until the identified contaminants are removed from the proposed wet pond limits and risk based criteria is utilized to determine remedial action beyond the limits of proposed construction activities. Also, infrastructure required for the pond construction cannot be excavated and installed through existing site contaminants. E. In what way(s) is the redevelopment of the property difficult or impossible without a brownfields agreement (attach any supporting documentation such as letters form lending institutions)? The redevelopment of the property would be very difficult without a Brownfields Agreement because the cost of remedial activities would most likely exceed the budgeted costs approved for construction of the storm water wet pond. As stated in Item C listed above, the identified waste streams currently located on site make current development cost-prohibitive. After remediation under a Brownfields Agreement, selling this property to a Prospective Developer in the future would most likely allow total site development and maintenance costs to ultimately remain within future allocated funding thus making it easier for future transferrence to a Prospective Developer. F. What are the planned use(s) of the redeveloped brownfields property to which the PD will commit? Be as specific as specific as possible. The redeveloped Brownfields property will be utilized as a storm water wet pond to accept run-off in the future from the PTRP Research Park project. The pond will be constructed to collect run-off from roadways and structures as they are completed in the research park. The pond will stop suspended solids and pollutants from directly entering Salem Creek from PTRP. G. Current tax value of brownfields property: $40,000 was the purchase price paid by the City of Winston Salem to the WSECU on January 14, 2011. H. Estimated capital investment in redevelopment project: $1,217,949-(please reference the attached spreadsheet denoted as Attachment G). I. List and describe the public benefits that will result from the property's redevelopment. Be as specific as possible. (Examples of public benefits for brownfields projects include job creation, tax base increases, revitalization of blighted areas, preserved green space, preserved historic places, improving disadvantaged neighborhood quality-of-life related retail shopping opportunities, affordable housing, environmental cleanup activities or set 10 asides that have community or environmental benefits. In gauging public benefit, NCBP places great value upon letters of support from community groups and local government that describe anticipated improvements in quality of life for neighboring communities that the project will bring about. The inclusion of such support letters with this application is recommended and encouraged.) The redevelopment of this Brownfields property will allow expansion of PTRP to continue into areas south of Business 1-40 thus bringing additional short term construction jobs and long term professional jobs to downtown Wnston-Salem. This project will also increase the long term tax base for the City of Winston Salem and revitalize an under-used parcel of impacted flood plain property into a wet pond with aquatic vegetation and landscaping. A stream bank repair project is also proposed during site redevelopment, in order to prevent sediment gain into Salem Creek. This proposed wet pond project will provide the infrastructure necessary to capture the run-off from up-gradient PTRP areas thus contributing to the over-all economic development of Winston Salem. Special Note: Please describe all environment-friendly technologies and designs PD plans to utilize in its redevelopment strategy. For example, environment friendly redevelopment plans could include: Leadership in Energy and Environmental Design (LEED) Certification, green building materials; green landscaping techniques such as using drought resistant plants; energy efficient designs, materials, appliances, machinery, etc.; renewable sources of energy, and/or recycling/reuse of old building materials such as brick or wood. Add water quality enhancement to Salem Creek which is a biologically impaired 303d listed stream. Also, reuse woody vegetation for landscape mulch for other city initiated projects J.
