The North Carolina Brownfields Program (NCBP) has requested that additional assessment
be conducted at the subject site. The pwpose of this supplemental sampling is to further
assess the possibility that chlorinated solvent compounds are migrating off-site, the potential
for on-site and off-site receptors to be impacted by the groundwater contaminants, and the
potential for vapor intrusion issues to be associated with the known contamination.
BACKGROUND
New Method Dry Cleaners presently operates a petroleum based dry cleaning business on the
site. Historical research conducted during a Phase I Environmental Site Assessment revealed
that the subject site has had dry cleaning businesses operating on the property since
approximately 1922. In an effort to detennine if the site has been impacted by the historical
dry cleaning operations, Geoscience supervised the inbiallation of four geoprobe borings (GP-1
through GP-4) in May, 2014. The borings were advanced at the locations shown on the
Proposed Sample Location Diagram, included in Appendix I as Figure No. CH14.045-A.
Borings GP-1 and GP-2 were located to explore the possibility of releases from an abandoned
septic tank and several reported waste water tanks located behind the building. Boring GP-3
was advanced adjacent to the discharge point of a floor drain located near the existing dry
cleaning machine. Boring GP-4 was located topographically down gradient from borings GP-1
through GP-3. Soil samples were collected at select intervals from all four (4) borings, and
groundwater samples were collected from borings GP-2 through GP-4.
Petroleum VOCs were detected in soils samples collected from GP-2 at concentrations
exceeding applicable IHS Branch PSRGs. Elevated TPH GRO and DRO concentrations were
also encountered in those samples as well as samples from boring GP-4. Based on these
results, it is apparent that a release (or releases) of petroleum products has impacted the soils at
the subject site. Although the groundwater beneath the site has also been impacted by
petroleum compounds, the petroleum constituents detected in the groundwater did not exceed

North Carolina 2L Standards. Given the site's 50 plus year history of using petroleum solvents
as a dry cleaning fluid, the likely source of the detected petrolewn compounds is the on-site dry
cleaning operation.
In addition, PCE was detected in soil samples collected from GP-1, GP-3, and GP-4 at
concentrations exceeding PSRGs established by the NCDENR IHS Branch for protection of
groundwater. PCE was also detected in all three (3) groundwater samples collected at the site
at concentrations exceeding "its 2L Standard. Trichloroethylene; 1, 1, 1 thrichloroethane; 1, 1,2-
trichloroethane; 1,1-dichloroethane; 1,2-dichloroethane; and 1, 1-dichloroethylene also
exceeded their respective 2L Standard in groundwater sample GP-2.
Chlorinated solvents have also been detected in groundwater samples collected at the former
Reeves.Brothers, Inc. facility. 1bis former facility, now occupied by the Town Center project,
is located approximately 180 feet west of, and topographically up-gradient from, the subject
site. During the most recent (December 2008) sampling event reviewed by Geoscience, the
PCE concentration in a well (MW-4A) located approximately 335 feet northwest of the
subject site was 5,300 µg/L. 1bis concentration exceeds the PCE concentrations measured in
the groundwater at the subject property by two (2) orders of magnitude. Given the relatively
high PCE concentrations at the Town Center project site, and the fact 'that the groundwater
flow direction has been measured as toward the subject property, Geoscience concludes that
the chlorinated solvent release from the former Reeves Brothers facility is likely contributing
to impairment of the groundwater beneath the subject property.
PROPOSED SAMPUNG
Geoscience proposes to advance five (5) additional geoprobe borings (PB-A through PB-E)
on the subject property. The proposed boring locations are indicated on attached Figure
CH14.045-A. Each boring will be advanced into the saturated zone and a groundwater
sample will be collected directly from the probe by utilizing screen point groundwater
sampler tooling. If the well equipment is functional, a water sample will also be collected
from the existing on~site water supply well. The collected groundwater samples will be
analyzed for volatile organic compounds by EPA Method 6200B.
We do not propose to collect soil samples from the geoprobe borings. However, Geoscience
shall collect shallow composite soil samples (comprised of five aliquots collected
approximately 6 to 12 inches below the ground surface) from the areas beneath the pole
mounted transformers present on the site. These soil samples will be analyzed for PCBs by
EPA Method 8082.
Upon completion of the above described sampling, temporary piezometers will be set in
proposed borings PB-A, PB-B, and PB-C. The static water levels in the piezometers will be
allowed to come to equilibrium and water level measurements will be collected. The
groundwater elevations will be used to calculate a groundwater flow direction beneath the
site.

GENERAL TERMS ANO CONDITIONS
1. fte!1tlonshlp Between Ge01citnce & C!l1nt. Geosclence shall
serve as Client's professional engineering consultant In those
phases of the project to which this Aijreement applies. The
relationship is that of a buyer and seller of professional services and
Jt Is understood that the parties have not enleied Into any joint
venture or partnership.
2. Respons!bll!tx of Geosc:!ence. Geoscience will perform services
under this Agreement in a manner consistent with that standard cf
care and skill ordinarily exercised by members of its profession
currently practicing in the same locality under similar conditions. No
ether representation and no warranty or guarantee either express or
implied is included or Intended in this Agreement or in any report,
opinion, document. or otherwise. Only the client may rely on
Geosclence's opinions and work product, except as expressly
agreed in writing by Geoscience.
Notwith$tanding anything to the contrary which may be
contained In this Agreement or any other document or
Information, whether or not incorporated herein by reference,
or In any agreement between the Client and any other party
concerning the Project, Geoscience shall not have control of
and shall not be responsible for the means, methods.
techniques, sequences or procedures of construction; or the
safety precautions or programs of the Client, the construction
contrac1or, other contractors or subcontractors performing any
of the work or providing any af the services on the Project.
Nor shall Geosclence be responsible for the acts or omissions
of 1he Client, or for the failure of the Client, any contractor or
subcontractor. or any other engineer, architect or consultant
not under contract to Geoscience to carry out their respective
responsibllltles in accordance with the project documents, this
Agreement, or any other agreement concerning the Project.
3. finponsjbilltv of the Cllenl Client shall provlde all criteria and full
Information of its requirements for the project. Including budgetary
limitations. Cdent shall at its expense (a) arrange for Geoscience to
enter any property and (b) obtain all necessary approvals and
permits from aH governmental authorities having jurisdiction over the
project as reqUlred for Geosclence to perform its services.
Client shall give prompt written notice to Geoscience
whenever Clifont observes or otherMse becomes aware of any
development that affects the scope or timing of Geosclence's
services, Including any defect or nonconformlty in the work of
any construction cont111ctor.
Client shell examine all documents presented by Geoscience,
obtain advice of an attorney or other consultant as Client
deems appropriate for such examinations. and plOvide
decisions pertaining thereto within a reasonable time so as not
to delay the services af Geosclence.
4. Dtslc!o!!lon of Aythor!zed Rellf'!l!l!tatim. Each party shall
designate one or more persons to act with authority on its behalf
with respect to aspects of the Project for which each is responsible.
The persons designated shall review and respond promptly to all
communications received from the party.
5. Qwne!Jh!P of Documents. Drawings, specifications, reports and
any other documents prepared by Geosclence in connection with
any or ell of their services furnished hereunder shall be considered
"instruments of service" and shall remain the property of
Geosclence. Geoscience grants Cllent a limited license to use these
Instruments of service as provided herein only If all fees and
eJq>enses have been paid to Geoscience In accordance with the
terms of this Agreement.
6. Rtus• of Documents. All i111truments of service fumished by
Geosclence pursuant to this Agreement are intended for use on 1he
described Project only and may not be reused on extensions of the
Project or on any other project except with Geoscience's express
written consent. Without limiting any remedies available to
Geosclence, any unaulhortzed use or reuse shall be at Client's sole
risk, and Cllent shall indemnify, defend, and hold harmless
Geoscience and Its principals, employees, and ntpresenls11Ves from
all claims, damages, losses and expenses, Including attomey's fees.
arising out of or resulting there from unauthorized use of instruments
of service.

7. lnformltlon Provided by the Cll1nl Geoscience shall Identify to
the Client the Information needed for rendering se1Vlces hereunder.
Geosclence shall not be Hable for any claims for lnjlK)' or loss arising
from errors, omissions, or lnaccL1racles In documents or o1her
information provided by lt:t Client. In addition, the Client agrees to
compensate Geoscience fur eny time spent or expenses incurred In
making revisions to Its work as a result of Inaccuracies In
lnformatlon provided by the Client.
8. ~· Geoscience wiE locate utilities affecting the project from
information provided by the Client and utility companies and from
Geoscience's surveys. I~ that these utility locations are based, at
least in part, on information from others, Geosclence cannot and
does not wa!TBnt their complnness or eccuracy.
9. Hwrdom Materials. Client warrants that H wrn promptly Inform
Geosclence In writing prllr to Initiation of services under this
Ag!ffmenl or thereafter If I knows or has any reason to believe or
suspect that hazardous matarials may exist at the project site.
Notwithstanding the forgO:ng, Huardous materials may exist at a
site where there is no reasnn to believe they could or should be
present. Client agrees that the discovery of unanticipated hazardous
materials constltUtes a changed condition mandating a renegotiation
of the scope of work or termination of services. Geosclence agrees
to notify Client as soon as practicafty possible should unanticlpetied
haurdous materials or suspected hazardous materials be
encountered. Client waives any claim against Geosclence and, to
the fullest extent permitted by law, agrees to indemnify, defend and
hold Geoscience and its prlnclpals. employees, and representatives
harmless from any claim or liabiUty arising from the presence of
hazardO\JS or suspected hazardous materials. Client also agrees to
compensate Geosclence for any time spent and expenses incurred
by Geosclence In defense cl any such clalm.
10. lnddentlf Sjtc Dernage. Client reeognl~ that the Services to be
rendered may unaVOldably affect, alter or damage the tenain,
structures, buildings, vegelatlon and eq!Apment In, at or upon the
site and Client wm not hold Geosclence liable or responsible for the
same.
11. S1mP" Dl1po11l Aa!Wl•nt. Test specimens or samples
(excluding drilling samples) will be disposed of Immediately upon
completion of 11ests. All dliing samples wlll be disposed of 60 days
after slbnission of Geosclence's report unless otherwise requested.
Upon request, Geosclence will le'laln test specimens or drilling
samples for a mutually acceptable storage charge. Ali test
specimens or samples rellllln at all tlmes the property of the client.
12. Ooln4on1 CJf Cost. Since Geosclence has no control over the c:ost
of labor, materials, eqLlipment or services furnished by the
contractor or over the contractor's methods of construction.
Geoscience cannot and does not guarantee that proposals, bids or
actual constructJon costs will not vary from any opinions or
estimates of construction costs. Further, unless Geosclence's
se1Vlces are expressly provided on a fixed price or not to exceed
basis, Its services will be provided on a time and material basis at Its
then cunent rates end any cost estimates are budgetary only and
not binding on Geosclence.
13. Cflanaa. Cllent may by written change order or amendment make
changes In reciuirements, scope of wortt, or schadule, and
Geosclence and Client shall negotiate appropriate adjustments In
fee and/or schedule acceptable to both parties to accommodate 1ny
changes, which shall be re!lected in a written change order signed
by both parties.
14. Delays. If Geosclence's services are delayed by the Client or for
other reasons beyond Geosclence's control, any fixed or not to
exceed price established by this Agreement shall be adjusted
equitably. Geosclence's slatements of time for its performance are
estimates only and are not binding. In no event shaft Geosclence be
responsible for any damages, costs, or expense for delay, Including
but not limited to loss of market. loss of profit. Indirect or
consequentlal losses, or additional financing costs.

16. Suspension of Services. Client may, at any time. by written notice
to Geoscience, require Gei:science to suspend all, or any part, of
