(Shield) appreciates the opportunity to provide this report of monitoring well sampling for the Drake Street Facility. Our services were requested by PSNC Energy. Services Performed Monitoring wells MW-1 through MW-15 andMW-16D were sampled on August 5,2008. The wells were located on the subject site and north of the site across Connor Street. Other wells are shown to be on the property north of the site on a site plan from a Limited Site Assessment Report provided to us by TBE dated July 2006. However, we were not requested to sample those wells. Depths to groundwater were measured at the site monitoring wells prior to well purging and sampling with an electronic water level indicator that was field decontaminated before each measurement. Groundwater elevations at the wells were determined by subtracting the measured groundwater depths from the top-bf-casing elevations provided to us from the TBE Limited Site Assessment Report dated July 2006. The wells were purged by removing three water column volumes from each well with new, separate, factory cleaned disposable PVC bailers. Water samples were collected in laboratory cleaned and laboratory furnished containers, preserved on ice, and delivered to Pace Analytical Services, Inc., Huntersville, North Carolina (Pace). Chain-of-custody protocol was followed. t301 Taggari Creek Road Oharlotte, NC 28208 www.shieldengineering.com Telephone 704.394.6913 Fax 704.394.6988 PSNC Energ)' Report of Monitoring Well Sampling Former Statesville Operations Center Shield Job No. 1080186 September 25, 2008 Page 2 The samples were analyzed for volatile organic compounds using EPA Method 8260 and Natural Attenuation Parameters including iron, manganese, BOD, nitrate, COD and sulfate by various EPA or Standard methods. Additional parameters pH, Oxidation Reduction Potential (ORP) and Dissolved Oxygen (DO) were measured in the field with calibrated electronic meters. Findings Groundwater elevations determined at each monitoring well are listed in the attached Table 1. Figure 1 illustrates a groundwater elevation contour map. Based on the elevation data, groundwater flow is to the south. Laboratory analytical results of the August 5, 2008 sampling event are summarized in the attached Table 2. Volatile organic compounds (VOCs) were detected in the samples from monitoring wells MW-3, MW-4, MW-5, MW-11, MW-12, MW-14, and MW-16D. The only VOC detected that exceeds the 15 A NCAC 2L Groundwater Standards (2L Standards) was tetrachloroethene (PCE) in monitoring wells MW-3, MW-4, MW-12, MW-14 and MW-16D. The maximum detected concentration of PCE was in well MW-3 at a concentration of 7.7 micrograms per liter (ug/1) versus the 2L Standard of 0.7 ug/1. Based on the lateral extent of the VOCs in groundwater and the groundwater flow direction, the source of the detected VOCs in groundwater appears to be from offsite north of the subject property. A summary of historical sampling results is provided as Table 3. The data indicate the detected constituent concentrations are generally decreasing over time. The Natural Attenuation parameters iron, manganese, BOD, nitrate, COD, sulfate, pH, ORP and DO appear to represent natural concentrations measured in groundwater in this region. The groundwater condition appears to be in an oxidizing state rather than reducing. Relatively low concentration of degradation products of PCE such as cis-1,2 dichloroethene were present in the latest sampling event, while the degradation product vinyl chloride has not been detected historically. Based on the relatively low concentrations of VOCs detected in groundwater and the overall trend of natural concentration reduction, monitored natural attenuation would be a more feasible remedial approach at this time than an active remediation. Further evaluation may be required to define the down gradient extent of PCE in groundwater as well as to the north ofthe subject site.
