HomeMy WebLinkAboutFA-647_11717_RP_MMPE_GWMR_2015.11.12 EXECUTIVE SUMMARY Corner Store is located at 19 Ingold Avenue in Garland, Sampson County, North Carolina. According to available information, two 4,000-gallon gasoline underground storage tanks (USTs) and one 1,000-gallon diesel UST were closed in December 1993. The adjoining properties are commercial. In 2006, during Limited Site Assessment activities, a receptor survey was completed. No water supply wells were identified within a 1,500-foot radius of the site. The site is located in a wellhead protection area. Municipal water is available to the site and surrounding properties. Mobile Multi-Phase Extraction (MMPE) events were conducted from July 20 to 24, 2015 and from August 31 to September 4, 2015. A total of 36,229.92 gallons of contaminated water and free product were removed during the events. A comprehensive ground water sampling event was conducted on October 5, 2015. Nine Type II monitoring wells (MW-1R, MW-2R, MW-3, and MW-6 through MW-11), one Type III monitoring well (TW-1), and four recovery wells (RW-1 through RW-4) were gauged, purged, and sampled on October 5, 2015. Contaminant concentrations that exceeded the Maximum Allowable Concentrations were reported in ground water samples collected from MW-1R, MW-3, MW-7 through MW-11, and RW-1 through RW-4. Concentrations of benzene that exceeded the Gross Contaminant Level were reported in the ground water samples collected from MW-7, MW-10, RW-1, and RW-4. Based on this information, it appears that the MMPE events are drawing contamination toward the recovery wells. In accordance with the Corrective Action Plan, the frequency of MMPE events should be increased to address the free product present in RW-2 and GCL violations reported in MW-7, MW-10, and RW-1. MMPE events should be conducted monthly for the next quarter (January, February, and March 2016). Ground water samples should be collected in April 2016, 30 days after the third MMPE event. The adjoining properties are commercial. According to available information, two 4,000-gallon gasoline underground storage tanks (USTs) and one 1,000-gallon diesel UST were closed in December 1993. The site is an active convenience store and petroleum retail facility. In 2006, during Limited Site Assessment activities conducted by CBM Environmental, Inc., a receptor survey was completed. No water supply wells were identified within a 1,500-foot radius of the site. The site is located in a wellhead protection area. Municipal water is available to the site and surrounding properties. The site risk is classified as Intermediate because free product and Gross Contaminant Level (GCL) violations are present. Geological Resources, Inc. (GRI) completed the Comprehensive Site Assessment activities in May 2013. A total of nine type II monitoring wells (MW-1R, MW-2R, MW-3, MW-6, MW-7, MW-8, MW-9, MW- 10 and MW-11), one type III monitoring well (TW-1R) and four recovery wells (RW-1 though RW-4) were installed at the site during previous ground water assessment activities. Please note, during site renovations, monitoring wells MW-1, MW-2, and TW-1 were destroyed and subsequently replaced. Currently, a Corrective Action Plan (CAP) which includes a conducting Mobile Multi-Phase Extraction (MMPE) events is being implemented. A Site Map showing the locations of the monitoring wells and the structures on-site and on surrounding properties has been included as Figure 3. Please refer to previous submittals for further historical information regarding the site. 2.0 CURRENT SITE ASSESSMENT The purpose of this report is to present the results of an MMPE event and ground water sampling activities conducted at the Corner Store site. The activities were conducted in accordance with GRI Proposal Number 15-312 which was submitted to North Carolina Department of Environment and Natural Resources (NCDENR) on May 14, 2015, and approved as Task Authorization Number 11747-7 on June 15, 2015. 3.0 MMPE EVENT From July 20 through July 24, 2015, an MMPE event was conducted at the site by HERR, Inc. (HERR) 2 under the supervision of GRI. The MMPE equipment included a liquid ring pump, 7,000-gallon capacity tankers, flexible vacuum hoses, 2-inch diameter PVC stinger pipes and associated couplings and pipe fittings to manifold to two monitoring wells simultaneously. The MMPE system was rated at 27 in. Hg at 500 cfm. On July 20, 2015, monitoring wells RW-1 through RW-4 were gauged prior to the event. Free product (0.50 feet) was measured in RW-2 prior to the event. Monitoring wells RW-1 through RW-4 were vacuumed continuously for the 96 hour event. The results of the July MMPE event indicate that a total of 23,898 gallons of fluids were removed during the event. Of the 23,898 gallons of fluids recovered, approximately 9 gallons of free product were present in the tanker. Based on 96 hours of operation, the average fluid recovery rate was 248.94 gallons per hour. Based on mass-removal calculations, an additional 22.164 pounds (3.6027 gallons) of vapor phase hydrocarbons were removed during the MMPE event. On July 29, 2015, at the conclusion of the event, no free product was present in the recovery wells. From August 31, 2015 through September 4, 2015, an MMPE event was conducted at the site by HERR under the supervision of GRI. The MMPE equipment included a liquid ring pump, 7,000-gallon capacity tankers, flexible vacuum hoses, 2-inch diameter PVC stinger pipes and associated couplings and pipe fittings to manifold to two monitoring wells simultaneously. The MMPE system was rated at 27 in. Hg at 500 cfm. On August 31, 2015 monitoring wells RW-1 through RW-4 were gauged prior to the event. Free product (0.05 feet) was measured in RW-2 prior to the event. Monitoring wells RW-1 through RW-4 were vacuumed continuously for the 96 hour event. The results of the August MMPE event indicate that a total of 12,315 gallons of fluids were removed during the event. Of the 12,315 gallons of fluids recovered, approximately 6 gallons of free product was present in the tanker. Based on 96 hours of operation, the average fluid recovery rate was 128.28 gallons per hour. Based on mass-removal calculations, an additional 11.84 pounds (1.924 gallons) of vapor phase hydrocarbons were removed during the MMPE event. On September 4, 2015, at the conclusion of the event, no free product was present in the recovery wells. A summary of the gauging data obtained before start up and at the conclusion of the MMPE event is presented in Table 1. Summaries of free product recovery data have been included in Table 2 through Table 4. At the conclusion of the MMPE event, all wastewater was transported to a licensed facility for disposal. Copies of the HERR MMPE Reports and the disposal manifests have been included in Appendix A. 3 4.0 GROUND WATER SAMPLING ACTIVITIES On October 5, 2015, nine Type II monitoring wells (MW-1R, MW-2R, MW-3, MW-6 through MW-11), four recovery wells (RW-1 through RW-4), and one Type III monitoring well (TW-1R) were gauged, purged, and sampled. The depths to ground water in the Type II monitoring wells during the October 2015 sampling event ranged from 7.43 to 8.70 feet below the tops of casings. Ground water elevations in the Type II monitoring wells with MW-1R having an assumed elevation of 100.00 feet above sea level ranged from 91.41 to 92.09 feet. Based on these data, ground water flow at the site was toward the west. A Water Table Surface Map for the October 5, 2015 sampling event has been included as Figure 4. A summary of well construction and gauging information including ground water elevation data is presented in Table 1. Ground water samples collected from the monitoring wells were submitted for analyses of volatile organic compounds using EPA Method 602. 5.0 GROUND WATER QUALITY Concentrations of BTEX constituents, MTBE, and/or naphthalene that exceeded the maximum allowable concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in ground water samples collected from MW-1R, MW-3, MW-7 through MW-11, and RW-1 through RW-4. Concentrations of benzene that exceeded the GCLs were reported in the ground water samples collected from MW-7, MW- 10, RW-1, and RW-4. A Ground Water Quality Map based on data from the October 2015 sampling event has been included as Figure 5. A Benzene Isoconcentration Map is included as Figure 6. A summary of ground water sampling analytical results is presented in Table 5. A copy of the laboratory report has been included in Appendix B. 6.0 CONCLUSIONS AND RECOMMENDATIONS  From July 20 through 24, 2015, 23,898 gallons of affected ground water were recovered during an MMPE event.  From August 31 through September 4, 2015, 12,315 gallons of affected ground water were recovered during an MMPE event.  In October 2015, the average depth to ground water in the Type II monitoring wells was 8.27 feet. Ground water flow at the site was toward the west.  Concentrations of BTEX constituents, MTBE, and/or naphthalene that exceeded the MACs were reported in MW-1R, MW-3, MW-7 through MW-11, and RW-1 through RW-4. 4  Concentrations of benzene that exceeded the GCLs were reported in the ground water samples collected from MW-7, MW-10, RW-1, and RW-4.  Based on this information, it appears that the MMPE events are drawing contamination toward the recovery wells. In accordance with the CAP, the frequency of MMPE events should be increased to address the free product present in RW-2 and GCL violations reported in MW-7, MW-10, and RW-1. MMPE events should be conducted monthly for the next quarter (January, February, and March 2016). Ground water samples should be collected in April 2016, 30 days after the third MMPE event. 7.0 LIMITATIONS This report has been prepared for the exclusive use of Sampson-Bladen Oil Company, Inc. for specific application to the referenced site in Sampson County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by the NCDENR and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
