Stokesbury, Shipman & Fingold, LLC 10 Waterside Drive, Suite 204 Farmington, CT 06032 WStokesbury@LAWSSF.COM Subject: Vincent Metals 527 Atando Avenue Charlotte, Mecklenburg County Brownfields Project Number 19040-15-060 Dear Mr. Stokesbury: On January 6, 2016, the North Carolina Department of Environmental Quality (DEQ) Brownfields Program received the Limited Site Investigation Report (LSI) dated December 18, 2015 prepared by Terracon for the above referenced brownfields property. Based on our review of this report, data gaps were identified. Additional assessment activities, as outlined below, are required to assist in making risk management decisions for inclusion in the brownfields agreement (BFA). Indoor Air: Based on the sub slab sampling data, additional indoor air samples are necessary. Approximately 3 sampling events are required one in the winter & summer months of 2016 and a follow up in 2017, or as approved by DEQ. • Collect five to six indoor air samples (locations marked on the attached site plan). Prior to conducting field activities, a work plan should be submitted to DEQ for review and approval. The work plan should include a description of the sampling and analytical methods to be utilized and a map depicting the proposed sample locations. Methods included in the work plan should be consistent with the Division of Waste Management Vapor Intrusion Guidance (http://portal.ncdenr.org/web/wm/dwm-new-vapor-guidance). • Laboratory Analyses: Samples should be submitted to a NC-certified laboratory for analysis by Method TO-15, full list analysis. Ensure laboratory method detection limits are below applicable standards. Request Level 2 QA/QC data packages. • Report and Figures: Submit a summary report with a description of field activities, tabulated data (including historical data with reporting limits included not “BDL”), the laboratory data packet with applicable QA/QC documentation, and a site plan with well locations, estimated locations of previous soil boring, and current site structures. In addition, provide a historic analytical data table with all available analytical results, compared to applicable screening levels. Mr. Stokesbury January 19, 2016 Page 2 Based on the LSI report, free product was detected in monitoring well MW-1. Please provide an update, if this is being addressed through the Underground Storage Tank (UST) Section of DEQ. If it is not, brownfields will require additional assessment and risk based cleanup for redevelopment. Please provide the Work Plan for additional assessment activities as soon as you are able.
