The single-story industrial building at the site includes a 7,546 square foot (sq. ft.) office area with adjacent warehouse and production areas totaling approximately 97,211 sq. ft. The site is bound to the southwest by railroad tracks, to the northwest and southeast by adjacent industrial facilities, and to the northeast by Atando Avenue. Current and historical occupants of the on-site facility are suppliers of steel bar stock. The site is currently within the North Carolina Brownfields Program as a result of contamination detected on the property. Redevelopment plans will be focused on the southern warehouse area although detailed plans are not available. A topographic map showing the site location is included as Figure 1 and a site layout map with general site features is included as Figure 2. Groundwater flow direction at the site is generally towards the south and southeast. Groundwater impacts have been detected in two localized areas at the site. One area of volatile organic compound (VOC) impacted groundwater has been identified along the northern property boundary. The source of these chlorinated VOCs is believed to be an off-site facility located on the adjacent property to the north. A second area of impacted groundwater is located beneath the southern warehouse area. Groundwater impacts in this area are related to a release of petroleum constituents from one or two leaking underground storage tanks that were formerly located beneath the warehouse floor slab. It is our understanding that regulatory oversight of the petroleum release area will continue to be conducted by the NCDEQ UST Section, and not the Brownfields Program. A site layout map depicting the building footprint, monitoring well locations and other site features is included as Figure 2. In November 2015, Terracon collected four sub-slab soil vapor samples at the site. Two of the samples contained VOCs exceeding the applicable Residential Sub-Slab and Exterior Soil Gas Screening Levels (SGSLs) established by the NCDEQ Division of Waste Management, updated September 2015. One of the samples collected in the northern warehouse/manufacturing area had vapor constituent concentrations exceeding the Non-Residential SGSLs. One indoor air and one outdoor air sample were collected concurrently with the sub-slab soil vapor samples. In response to Terracon’s Limited Site Investigation Report, Ms. Carolyn Minnich of the North Carolina Brownfields Program requested on January 19, 2016, that as many as three rounds of additional indoor air samples should be collected at the site to evaluate impacts from contaminants within the groundwater at the site. The first indoor air sampling event was conducted on February 24, 2016. The investigation discussed in this report was designed to meet the requirements for the second (August 2016) of three indoor air sampling events. 2.0 SCOPE OF SERVICES 2.1 Indoor and Outdoor Air Sample Collection Prior to sample collection, Terracon personnel visited the site to provide the building tenant with the Instructions for Occupants - Indoor Air Sampling Events summary document as suggested in the DWM Vapor Intrusion Guidance. Air samples were proposed and collected at the following locations: §IA-02 in the currently occupied office area §IA-03 in the former locker room that is now used as a hallway §IA-04 in the production warehouse where steel bars are cut, stored and loaded onto trucks §IA-05 in the production warehouse near former sub-slab sample SV-04 where tetrachloroethene was present above the Non-Residential SGSL. §IA-06 in the southern warehouse area that is currently unoccupied. This is where two former USTs were located. §DUP-01-07132016 – a duplicate indoor air sample collected at IA-02 for QA/QC purposes. §OA-02 (outdoor air) near the fence along the eastern site boundary to evaluate background air concentrations. §OA-03 (outdoor air) near the western exterior wall of the workshop area. 2.2 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time. Terracon makes no warranties, either expressed or implied, regarding the findings, conclusions, or recommendations. Please note that Terracon does not warrant the work of laboratories, regulatory agencies, or other third parties supplying information used in the preparation of the report. The services were performed in accordance with the scope of work authorized by our client, as reflected in our proposal and were not conducted in accordance with ASTM E1903-11. We cannot represent that the site is free of hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this investigation. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations, or exploratory services. The data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. 2.4 Reliance This report has been prepared for the exclusive use of Gould Family Properties II, LLC. Any authorization for use or reliance by another party (except a governmental entity having jurisdiction over the site) is prohibited without the expressed written authorization of Gould Family Properties II, LLC and Terracon. Any unauthorized distribution or reuse is at Gould Family Properties II, LLC’s sole risk. Reliance by authorized parties will be subject to the terms, conditions, and limitations stated in the proposal, report, and Terracon’s Agreement for Services. The limitation of liability defined in the terms and conditions is the aggregate limit of Terracon’s liability to Gould Family Properties II, LLC and all relying parties unless otherwise agreed in writing. 3.0 FIELD INVESTIGATION METHODS 3.1 Indoor and Outdoor Air Sampling As part of the air sample collection process, Terracon completed an Indoor Air Building Survey and Sampling Form by interviewing Mr. Frank Anzur with Sunbelt-Turret (on-site tenant) on August 18, 2016. The survey identified a canister used for storing heating oil in the southern warehouse area. The canister was removed prior to indoor air sample collection. Terracon also provided Mr. Anzur a summary sheet with information on indoor/outdoor air sampling for the on- site workers. Sample locations are shown on Figure 2. Air sampling was conducted on August 18, 2016 in general agreement with the DWM Vapor Intrusion Guidance. Five indoor air samples and two outdoor air samples were collected to assess the presence of VOCs in ambient air within the building. The outdoor air samples were collected on the eastern site boundary towards Atando Avenue (OA-02) and along the western exterior wall of the workshop area (OA-03). The air samples were collected in laboratory supplied 6-liter Summa canisters attached to a flow controller set for 8 hours. Terracon personnel remained on the site during sample collection and recorded the residual vacuum for each of the 8 sample canisters (including one blind duplicate sample collected at location IA-02 in addition to the primary sample for QA/QC purposes) on an approximate hourly basis. A sampling and analysis plan is provided as Table 1. Following completion of the field activities, the Summa canisters (8 canisters/samples), along with chain-of-custody documentation, were shipped to Eurofins AirToxics in Folsom, California for laboratory analysis under modified EPA Method TO-15 Low Level. The list of analytes was restricted to volatile organic compounds that have been detected in sub-slab soil vapor, indoor air, or groundwater samples from the site during past investigation activities. The list includes tetrachloroethene, trichloroethene, cis-1,2-dichloroethene, trans-1,2-dichloroethene, 1,1- dichloroethene, 1,2-dichloroethane, vinyl chloride, chloroform, benzene, ethylbenzene, naphthalene, m,p-xylene, and o-xylene. A level 2 QA/QC data package was requested for the gas samples. Terracon conducted the field work in accordance with a health and safety plan developed specifically for this project. Work was performed using United States Environmental Protection Agency (USEPA) Level D work attire consisting of hard hats, safety glasses, protective gloves, and protective boots. 4.0 RESULTS The laboratory analytical report and chain-of-custody records are attached in Appendix A. The following sections describe the results of the testing. 4.1 Indoor and Outdoor Air Sample Results Below is a summary of compounds detected in the August 2016 indoor/outdoor air samples above the laboratory reporting limits: §Benzene, ethylbenzene, tetrachloroethene, m,p-xylene, and o-xylene were detected in each of the eight indoor and outdoor air samples collected in August 2016 (samples IA-02 through IA-06, DUP-01-08182016, OA-02, and OA-03). §Chloroform and 1,2-dichloroethane were detected in outdoor air samples OA-02 and OA- 03. §Naphthalene was detected in samples IA-02, IA-03, IA-04, and DUP-01-07132016. §Trichloroethene was detected in sample OA-02. The duplicate sample results are comparable to the primary sample results, indicating satisfactory laboratory method precision. Air sample results are summarized on Table 2. The laboratory analytical report is included in Appendix A. Laboratory analytical results for the indoor and outdoor air samples were evaluated using the NCDEQ IHSB Brownfields Indoor Air to Risk Calculators for a commercial exposure scenario, version 3.45. Based on the calculator, none of the 5 indoor air samples collected at the site in August 2016 exceed the acceptable cumulative risk or hazard quotient under a commercial exposure scenario. The risk calculators are included as Appendix B of this report. 5.0 RE-EVALUATION OF FEBRUARY 2016 AIR SAMPLE RESULTS The indoor and outdoor air samples collected at the site in February 2016 were originally evaluated using the IHSB’s Indoor Air Screening Levels (IASLs). The Brownfields Program has since transitioned to a risk-based approach and vapor intrusion/health risks are evaluated using the Brownfields risk calculators as discussed in the previous section. Terracon re-evaluated the February 2016 indoor and outdoor air results using the risk calculators at the request of the PD. Based on this evaluation, none of the 5 indoor air samples collected at the site in February 2016 exceed the acceptable cumulative risk or hazard quotient under a commercial exposure scenario. The February 2016 risk calculators are included as Appendix C of this report. 6.0 CONCLUSIONS AND RECOMMENDATIONS Based on the scope of services described in this report and subject to the limitations described herein, Terracon provides the following conclusions. §Laboratory analytical results suggest that several VOC constituents were present at low levels in indoor and outdoor air at the site on August 18, 2016. Overall, duplicate and laboratory QA/QC procedures suggest that the accuracy of the results is satisfactory. §Since both the February 2016 and August 2016 indoor air samples collected at the site do not exceed the acceptable risk and target hazard quotient thresholds, Terracon concludes that further assessment, such as a third sampling event, is not required. A rules-based, logic driven, independent validation engine was employed to assess completeness, evaluate pass/fail of relevant project quality control requirements and verification of all quantified amounts.
