(F&R) has completed a Limited Phase II Environmental Site Assessment (ESA) at the above referenced property, herein referred to as the Property. The purpose of this project was to determine whether contamination exists at selected locations in the groundwater from Recognized Environmental Conditions (RECs) identified during a Phase I Environmental Site Assessment completed for the Property by F&R in May 2013. BACKGROUND INFORMATION The subject property is an approximately 4-acre parcel improved upon with an office/warehouse structure on Atando Avenue, in Charlotte, North Carolina. F&R just completed a Phase I Environmental Site Assessment and discovered the following Recognized Environmental Condition: The following on-site RECs were identified: • According to files reviewed at the Department of Environment and Natural Resources (DENR), two 6,000-gallon heating oil USTs were located under the concrete slab of the southern warehouse on site. The tank contents were evacuated in March 2003 and five monitoring wells (MW-1 through MW-5), one deep well (DW-1) and 14 soil borings along the lines and USTs were installed. MW-1 originally showed 0.05 feet of free product. Soil contamination as high as 15,000 ppm TPH- diesel range organics (DRO) by UST-1 and 12,000 ppm TPH-DRO by UST-2 indicated a release from both USTs. Contamination above the North Carolina 2L Groundwater Quality Standards (2L) were found in MW-2, MW-3 and MW-5 along with the free product in MW-1. MW-5 was located on the northwestern exterior of the building and shallow groundwater flow was mapped in a southern direction, so contamination in this well may have been from an SunTrust Bank 13-001382-01-1 Atando Avenue F&R Project No.: 63R-0048 2 June 5, 2013 offsite source or from the previous heating oil USTs mentioned above. During a UST closure for UST-1 in May 2004, 416 tons of soil were removed down to 17 feet below ground surface (bgs), however free product was still recovered in MW-1 as of the December 2004 sampling event. No additional sampling or information regarding the incident was found and contamination as well as possible free product remain with no regulatory closure. • Incidents involving chemicals of concern (COC) were identified in the EDR Environmental Database Report within the critical distance (100 feet up to cross gradient from the nearest property line) of the Property. The two on-site incidents, specifically contamination from the heating oil USTs below the concrete slab in the southern warehouse, may have an effect on the breathing space within the warehouse as well as the office area. GROUNDWATER SAMPLING AND RESULTS In an effort to determine whether contamination is present in the shallow groundwater beneath the Property, F&R attempted to sample the five (5) monitoring wells that are currently present on site. These monitoring wells were installed in 2003 during on-site investigations. MW-1 was located in the area of the former UST-1, MW-2 near the closed in place UST-2, MW-3 on the southern exterior of the building, MW-4 on the western exterior of the building, and MW-5 on the northern exterior of the building. Please refer to the Sample Location Map attached to the report. During sampling activities, F&R was unable to access MW-1 since concrete had been placed over the access point. MW-3 was also not sampled because the well was found to be dry. The remainder of the wells (MW-2, MW-4 and MW-5) were sampled and analyzed for volatile organic compounds (VOCs) and semivolatile organic compounds (SVOCs) via EPA methods 8260B and 8270C, respectively. Groundwater samples collected from MW-2 and MW-5 exhibited concentrations of VOCs and SVOCs above the 2L Standard. Concentrations of chlorinated solvents were found above the Gross Contaminant Levels (GCLs). The following Table 1 presents the groundwater analytical results. However, when compared to the data from 2003, it is notable that the concentration of benzene in MW-2 has not decreased over a period of 10 SunTrust Bank 13-001382-01-1 Atando Avenue F&R Project No.: 63R-0048 4 June 5, 2013 years. This indicates that there is continued contamination in the area of the former heating oil USTs. The detected analytes are consistent with a former petroleum release. Also, free product was found in MW-1 in 2003 but we were unable to sample this well since concrete had been placed over the cap. Since subsequent sampling was not conducted in this area and the most recent data indicates that free product was still present in the well as of 2004, there is a possibility that it still remains and could be the reason for the continued benzene contamination in the downgradient MW-2. Tetrachloroethylene (PCE), trichloroethylene (TCE), cis-1,2-dichloroethylene and vinyl chloride were all found at concentrations above the 2L in MW-5 on the northern exterior of the building. More notably, PCE, TCE and vinyl chloride were found at concentrations above the GCLs. PCE was found at 4,900 ug/L and vinyl chloride at 120 ug/L in the shallow groundwater at MW-5 which is an order of magnitude over the GCLs. GCLs are used by DENR to determine risk from a petroleum or solvent release. In general terms, exceedances of the GCL typically require active remediation, not just additional assessment. There are currently two shallow groundwater plumes identified on the Property. One is the previously documented petroleum plume that is above the 2L Standards but below the GCLs. It is likely that this contamination will require additional monitoring if the data is reported to DENR. The other shallow groundwater plume is for the chlorinated solvents PCE, TCE and vinyl chloride. These solvents are typically associated with dry-cleaning or other industrial solvent use. The chlorinated solvents are regulated under a different section at DENR and will require additional assessment and probably remediation. These analytes were not tested in the 2003 assessment, so it is unknown how long that area of the Property has been impacted. CONCLUSIONS and RECCOMENDATIONS • Dissolved petroleum-based contamination was found in shallow groundwater at MW-2 at similar levels compared to samples taken in 2003. This indicates that contamination still exists on the Property from the heating oil USTs and contamination exists above DENR action levels. F&R recommends additional soil and groundwater testing in the area of the USTs. • Analysis of the groundwater at MW-5 indicated concentrations of chlorinated solvents above the GCLs in shallow groundwater. It is unknown whether this contamination has resulted from activities on the Property in the past or from an off-site source. Since contamination exists above action levels. F&R recommends further delineation of the solvent plume. • Since contamination above the 2L Standards as well as GCLs exists within and immediately outside the building, vapor encroachment could be an issue within the SunTrust Bank 13-001382-01-1 Atando Avenue F&R Project No.: 63R-0048 5 June 5, 2013 office area of the building.
