This inspection was initiated due a compliant received by the DEQ-Division of Water Resources. That information is attached for reference.
Mr. Simon Rich, General Manager of Stevens Towing Co of NC, LLC, Mr. Warren Eadus P.G., project manager with Quible & Associates P.C. and
Mr. Paul Waff President of Waff Contracting Inc., were on site to discuss actions to resolve water seeping from the DEQ permitted dredge basins on
the upland portions of the property. The adjacent land located to the south the Brownfields Property in the vicinity of the basins is a wetland/swamp
which naturally retains water. Photos taken during the site visit shown below, document current conditions that may or may not be contributing to a
possible water rise in the wetland/swamp area. However, it is apparent that water is seeping from the south wall of basin #2. The Brownfields
approved Environmental Management Plan (EMP) plan map details three basin for dredge material retention and settling. Basin #3 is not yet
constructed and would require removal of up to 3 feet of native soils. To create a preferential path for water migrating through or beneath the basin
berm wall, it was proposed to create a ditch, three feet in depth, along the south wall of basin #2 to help alleviate water migration through he surficial
soils towards the off-site wetland/swamp area. The proposed ditch will extend toward the west allowing the water to infiltrate away from the area north
of the wetland/swamp.

Please find the Telephone Communication prepared yesterday for the Stevens Towing Brownfields site located in
Edenton. In addition, the attached email from the Brownfields PD is included, and another from the Brownfields
Compliance Coordinator David Peacock will also be forwarded to you shortly. These communications should provide
documentation of a next‐day compliance visit (next day after receiving the complaint); an additional site visit by CAMA
resulting in recommendation for a trench for capturing and channeling seepage water; a visit to Mr. Forehand by our PD
representative Mr. Simon Rich resulting in development a very positive line of communication; and the CAMA ‐
recommended trench being started and completed within the next day.
It has been reported that no water has impacted Mr. Forehand’s property. His single‐family residential property is
located adjacent to, and downgradient from, a wetlands that has been noticeably increasing in water level elevation
(concluded through review of historical photos and interview with environmental consultant practicing in the area for
many years) over at least the most recent 20 years. It has been a trend observed for similar wetlands associated with
rivers near the coast.
Mr. Forehand was concerned that the wetland may overflow due to the adjacent dredging and spoil placement
activities; however, the spoil containment area currently being filled is about 1,450 feet from Mr. Forehand’s
property. Even with a linear velocity of groundwater migration of 150 feet per year (a large rate included for example,
not an actual rate), it should take quite some time for groundwater to move from the currently active containment area
to the wetland in question. The spoil containment area was constructed in the 4th quarter of 2016 and has been
receiving spoil only since that time. Although it appears that the current spoil placemen activities may not be impacting
the wetland as per Mr. Forehand’s concerns, the PD is considering taking pro‐active actions to monitor groundwater
levels before they could impact off‐site locations, and are committed to serving the surrounding community and
maintaining good relations with them.
Thank you very much for forwarding Mr. Forehand’s complaint to the Brownfields Program so we could work with our
PD and CAMA to examine the site and effectively address the potential impacts.

Thank you for coming to the site yesterday on such short notice and helping us develop our plan.
I met with the landowner, Wayne Forehand, yesterday afternoon to look at the wetland behind his house and show him
around our site. Mr. Forehand was extremely nice and showed me where the normal water levels are in the swamp and
where they are now. Mr. Forehand and I made a few bench marks in the swamp so that we can monitor and see if there
is any more noticeable water rise.
We completed most of the ditch yesterday that we had discussed with you, Jim Rudder, and Lyn Mathis from CAMA. I
hope this alleviates any more problems.
Warren will follow up with a sketch of the ditch.

All,
I looked at the concerns today and talked to the land owner, Wayne Forehand. His property does border a wetland
swamp and that makes it difficult to tell what is normally wet and what could be attributed to the dredging. Mr.
Forehand say the swamp is at a level that is normally seen only after heavy rains. I think we have a few solutions that I
can go over with David tomorrow.

Please find the attached information provided to DEQ from Mr. Wayne Forehand, a resident located near the Stevens
Towing property. The Brownfields Program’s understanding was that the water draining from the spoil would be
channeled back into the Chowan River consistent with our discussions and the existing CAMA permit.

Please advise us as to the current conditions and their impact on Mr. Forehand’s property as regards ‘flooding’. We
have the analytical data from the Chowan River sediments and the on‐site soil and groundwater which demonstrate the
lack of contaminant concentrations exceeding standards for the spoil and site soil, and groundwater sampling in that
area also reported no concentrations above concern.
This email has also been forwarded to our closest Brownfields Compliance Officer, Mr. David Peacock, who resides in
Wilmington. As you can imagine, reports from nearby residents such as this must be evaluated as soon as possible. We
look forward to your response.

Hello all,
I received a call from Wayne Forehand (252‐312‐8556) yesterday around 4:30 PM. He lives just south of the old Edenton
Dyeing and Finishing operation (see maps and attachments). He reports that construction activities are ongoing at the
former Edenton Dyeing and Finishing operation. Mr. Forehand reports that dredging is occurring along the riverbank
with water being pumped in the wetland area behind his house. Mr. Forehand reports that his property is being flooded
out from the pumping activities. He’s also concerned about potential contamination that may be along the riverbank
and whether the water that’s being pumped behind or onto his property may be impacting other areas.
From what I recall, there are several permits/approvals/ and/or certifications for the activities as the site. I’m not sure if
there’s been any follow‐up lately, but Mr. Forehand has expressed his concern with current activities and asks to be
updated with any findings from site visits.
Consider this an FYI in the event your program has any involvement with activities at the facility and you may feel
there’s a need for follow‐up.
