Dear Ms. Van Buren:
On October 16, 2007, DENR North Carolina Brownfields Program (NCBP) received a Supplemental
Sampling Work Plan for Final BOS-100® Remedial Design prepared by Shield Engineering, Inc. for the above
reference brownfields property. We have been notified the site activities will commence on Monday, October
29, 2007. The overall site work is approved, but the following areas need to be addressed:

• Confirm all the site work is being done on the Brownfields Property.
• A DENR state permit is not required, however Mecklenburg County requires a Subsurface Investigation
Permit. Please contact Land Use and Environmental Services for more information.
• Quality Control, collect 5% to 10% frequency of samples. The document states only groundwater will
be collected. Both media, soil and groundwater, need to be sampled at a NC-certified laboratory.

Be advised that this approval from the Brownfields Program does not waive any applicable requirement
to obtain any necessary permits, licenses or certifications for the above listed activities nor does it waive any
requirement to comply with applicable law for such activities. If you have any questions or comments, please
