(H&H) on behalf of ATCO, LLC for the Rite Aid Facility located at 1776 Statesville Avenue in Charlotte, Mecklenburg County, North Carolina. A site location map is provided as Figure 1. The site is occupied by three main buildings (referred to as Buildings 1, 2, and 3) ad several smaller buildings (referred to as Buildings 48, 50, T-26, Boiler House, and Regional Training Office). A site plan is provided as Figure 2. The site was most recently occupied by Rite Aid for warehousing purposes, but Rite Aid is in the process of moving operations to a different location. The site was formerly part of the Charlotte Army Missile Plant (CAMP). Results of previous assessment activities conducted by the US Army Corps of Engineers indicate the presence of chlorinated solvents in groundwater in the northern portion of the site as result of previous Department of Defense (DOD) operations. To evaluate the potential for vapor intrusion into the site buildings, H&H performed sub-slab soil vapor (SSV) and subsequent indoor air (IA) sampling activities. The vapor intrusion assessment activities were completed in general accordance with the North Carolina Department of Environmental Quality (DEQ) Division of Waste Management (DWM) Vapor Intrusion Guidance dated April 2014 (VI Guidance). 2.0 Previous Sub-Slab Vapor Assessment Activities As reported in the H&H Phase I and II ESA dated August 16, 2016, H&H previously installed and sampled sub-slab soil gas monitoring points (SGMPs) at the site in April 2016. H&H installed 12 SGMPs and collected SSV samples from the following buildings:  Building 1 (SSV-4 through SSV-6)  Building 48 (SSV-1 and SSV-2)  Building 2 (SSV-11 and SSV-12)  Building 50 (SSV-3)  Building 3 (SSV-7 and SSV-8)  Regional Training Office (SSV-10)  T-26 Building (SSV-9) Analytical results of the sub-slab soil vapor testing indicated that trichloroethylene (TCE) (up to 3,000,000 µg/m³) was detected above the DEQ residential and non-residential Sub-Slab Soil Gas Screening Levels (SGSLs) in the northern portion of Building 1 (SSV-4 and SSV-5) and the eastern portion of Building 2 (SSV-11), and above the residential SGSL in Building 48 (SSV-1). The highest concentration of TCE (3,000,000 µg/m) was detected in sample SSV-5. Chloroform (1,300 µg/m³) was also detected in Building 1 (SSV-5) above the non-residential and residential SGSLs, and tetrachloroethylene (PCE) (990 µg/m³) was also detected above the residential SGSL in Building 1 (SSV-5). The analytical results are summarized in Table 1 and the SSV sample locations are depicted on Figure 2. Mr. Neil Adamson November 9, 2016 Page 3 S:\AAA-Master Projects\ATCO LLC - ATC\Task-010 Indoor Air\IAS Report.docx 3.0 Indoor Air Assessment Activities 3.1 June 2016 Indoor Air Sampling Based on the results of the SGMP sampling event, H&H conducted IA sampling activities within Buildings 1, 2, and 48. On June 4, 2016 H&H collected ten IA samples from the following locations:  Building 1 (northern portion of the building) – three IA samples were collected in the open warehouse areas (IAS-2, IAS-4, and IAS-6) and three IA samples (IAS-1, IAS-3, and IAS- 5) were collected in office areas (shipping office, maintenance office, and an employee office);  Building 2 (eastern portion of the building) – two IA samples (IAS-7 and 8) were collected in the warehouse area (note – there are no offices located in the eastern portion of Building 2); and  Building 48 – two IA samples (IAS-9 and IAS-10) were collected in storage room areas. In addition, H&H collected one outdoor background sample (BAS-1) to evaluate background levels of volatile organic compounds (VOC) in outdoor air. On June 4, 2016, prior to sample collection, H&H measured the wind direction and selected an exterior background location south of Building 1 due to the recorded wind blowing from the south. The locations of the IA samples are depicted on Figure 2. As part of the sampling effort, H&H measured air pressure differential between outside air and the interior sample locations near the start, middle, and end of the eight-hour sampling period. The pressure measurements were made using a manometer sensitive to 0.01-inches of water. In addition, exterior wind speed, exterior wind direction, and indoor/outdoor temperatures were recorded at the start, middle, and end of the sampling period. Precipitation was not noted immediately prior to or during the sampling events. In addition, H&H completed the DWM Indoor Air Building Survey and Sampling Form for each building where IA samples were collected. The forms are included in Appendix A. Indoor and background air samples were collected into six-liter Summa canisters. The Summa canisters were connected to an airflow regulator and a three ft long sampling cane which allowed sampling to occur at approximately five ft above grade (typical breathing zone). Indoor and background sample canister valves were opened and the sample collection occurred over an approximate eight-hour period. Furthermore, to evaluate worst case conditions, samples were collected on a Saturday when normal facility operations were halted and no employees were present. Air intake fans for Building 1 were shut off for the weekend to minimize the exchange of air in the building. Air intake fans in Building 2 were running during the sampling event. Following sampling activities, the sample canisters were shipped under a standard chain of custody to Con-Test Analytical Laboratory (Con-Test) for analysis of PCE, TCE, and their degradation products 1,1-dichloroethene (1,1-DCE), cis-1,2-dichloroethylene (cis-1,2-DCE), trans-1,2- dichloroethylene (trans-1,2-DCE), and vinyl chloride. In addition, the samples were analyzed for chloroform and acrolein. The analysis was performed according to EPA Method TO-15. Please note that acrolein was included as an analyte because previous indoor air sampling conducted by Hoffman Engineering, Inc. on behalf of Rite Aid in 2008 indicated acrolein at concentrations above the DWM Indoor Air Screening Levels (IASLs). 3.2 September 2016 Indoor Air Sampling Based upon the results of the June 2016 IA assessment (see Section 4.0), and discussions with DEQ Brownfields, H&H completed additional IA assessment to further evaluate vapor intrusion in Buildings 1, 2, and 48. In addition, as requested by DEQ, an IA sample was also collected in the former Boiler House. Mr. Neil Adamson November 9, 2016 Page 5 S:\AAA-Master Projects\ATCO LLC - ATC\Task-010 Indoor Air\IAS Report.docx On September 17, 2016, H&H collected 13 IA samples from the following locations:  Building 1 (south-central portion of the building) – two IA samples were collected in the open warehouse areas in the southern portion of the building (IAS-22 and IAS-23). These sample locations were isolated from the northern portion of Building 1 as described below.  Building 2 (eastern portion of the building) – seven indoor air samples (IAS-11 through IAS-17) were collected in the warehouse area.  Building 48 – three indoor air samples (IAS-18, IAS-19, and IAS-20) were collected in storage room areas. In addition, a duplicate sample (DUP-091716) was collected at the IAS-19 location.  Former Boiler House – one indoor air sample (IAS-21) was collected in the lowest level of the central portion of the building. In addition, H&H collected two outdoor background samples (BAS-2 and BAS-3) to evaluate background levels of compounds in outdoor air. Prior to sample collection, H&H measured the wind direction and selected exterior background locations to the northwest of Building 2 (BAS-3) and the northeast of Building 1 (BAS-2) due to the recorded wind direction blowing from the north. The locations of the IA samples and background samples are depicted on Figure 2. During the September 17, 2016 sampling, H&H collected weather parameters as described in Section 3.1 and summarized on Table 2. In addition, H&H completed the DWM Indoor Air Building Survey and Sampling Form for each building where IA samples were collected. The forms are included in Appendix A. To evaluate worse case conditions, samples were collected on a Saturday when normal facility operations were halted and no employees were present in the sampling areas. Air intake fans for Building 1 were shut off for the weekend to minimize the exchange of air in the building. Because the June 2016 sampling activities indicated compound concentrations above IASLs in the northern Mr. Neil Adamson November 9, 2016 Page 6 S:\AAA-Master Projects\ATCO LLC - ATC\Task-010 Indoor Air\IAS Report.docx portion of Building 1, a temporary vapor shield was installed between the northern side of the building and the southern side of the building where the sampling was conducted. The vapor shield consisted of plastic sheeting secured to a bay-door and man-door openings that connect the northern side of the building to the southern side to minimize indoor air exchange between the northern and southern sides of the building. Air intake fans were shut off on the southern side of Building 1. The location of the temporary vapor shield is depicted on Figure 2. Following the IA sampling, the vapor shield was removed. Indoor and background air samples were collected into six-liter Summa canisters. The analysis was performed according to EPA Method TO-15. 4.0 Indoor Air Assessment Results Analytical data from the June 2016 IA sampling was compared to the residential and non- residential DWM IASLs based on a target cancer risk (TCR) of 1 x 10-5 for potential carcinogenic effects and a target hazard quotient (THQ) of 0.2 for potential non-carcinogenic effects. The results indicated that acrolein (1.7 to 5.5 µg/m³) was present in each indoor air sample (IAS-1 through IAS-10) as well as the background sample BAS-1 (2.4 µg/m³) above the IASLs for residential (0.00417 µg/m³) and non-residential (0.0175 µg/m³) indoor air. TCE was detected above the residential IASL (0.417 µg/m³) in samples IAS-1 (1.6 µg/m³) and IAS-6 (1.0 µg/m³), and above the non-residential IASL (1.75 µg/m³) in samples IAS-2 (54 µg/m³), IAS-3 (24 µg/m³), IAS-4 (19 µg/m³), and IAS-5 (27 µg/m³). The samples with concentrations of TCE above the Mr. Neil Adamson November 9, 2016 Page 7 S:\AAA-Master Projects\ATCO LLC - ATC\Task-010 Indoor Air\IAS Report.docx IASL were collected in the central and northern portions of Building 1. The June 2016 IA sampling data is summarized in Table 3 and laboratory analytical data reports are included in Appendix B. Analytical data from the September 2016 IA sampling indicated only acrolein (0.7 J to 4.8 µg/m³) was detected above the non-residential IASL (0.0175 µg/m³) in 10 of the 12 IA sample locations. Note, the September 2016 sampling data includes “J flagged” concentrations, which are estimated concentrations detected above the laboratory method detection limit, but below the reporting limit. H&H requested Con-Test to report these J flags concentrations due to the low IASLs for certain compounds, such as acrolein. Acrolein was also detected above the non-residential IASL in background samples BAS-2 (0.90 J) and BAS-3 (0.50 J). No other compounds, including TCE, were detected above the residential or non-residential IASLs in the September 2016 IA samples. The September 2016 IA sampling data is summarized in Table 3 and laboratory analytical data reports are included in Appendix B. The duplicate sample (DUP-09-17-16) had similar concentrations to the parent sample, IAS-19, which indicates good laboratory repeatability. The duplicate and parent sample data is summarized in Table 3. Because acrolein was detected in the background air sample it is likely that the detections are not associated with subsurface vapor intrusion. To further confirm this, in September 2016, H&H requested that Con-Test report acrolein from the SSV samples collected in April 2016. The re- analysis/revised report indicated that acrolein was not detected above laboratory method detection limits in the SSV samples. Because acrolein was not detected in the SSV samples, it is highly unlikely that the IA concentrations of acrolein inside the buildings are a result of vapor intrusion from the sub-surface. Furthermore, literature review indicates that acrolein is very common in air in urban areas because it is a by-product of petroleum and tobacco combustion. In its 2007 Toxicological Profile for acrolein, the Agency for Toxic Substances and Disease Registry (ATSDR) reported average ambient air concentrations up to 7 µg/m³ and average indoor air Mr. Neil Adamson November 9, 2016 Page 8 S:\AAA-Master Projects\ATCO LLC - ATC\Task-010 Indoor Air\IAS Report.docx concentrations up to 29 µg/m³. Propane forklifts and other motorized equipment are used around the site and at the surrounding properties. Results of the differential pressure measurements collected during the IA sampling events indicate that during both sampling events, there was a positive differential pressure between indoor and outdoor air in the buildings where samples were collected. 5.0 Summary and Recommendations In June 2016 and September 2016, H&H performed IA sampling to evaluate the potential for vapor intrusion in Buildings 1, 2, 48, and the former Boiler House due to the presence of chlorinated solvent groundwater impacts at the Rite Aid Facility. The data indicates that samples collected from the central and northern portions of Building 1 contained concentrations of TCE above the DEQ residential and non-residential IASLs. TCE was not detected above the residential IASL in the southern portion of Building 1, or in Buildings 2, 48, and the former Boiler House. Acrolein was detected above the non-residential IASL in 21 of the 23 sample locations and in the three background samples. Based upon the lack of acrolein detected in SSV samples, the common occurrence of acrolein in ambient and indoor air as a result of tobacco and petroleum product combustion, and the detection of acrolein in the background samples, H&H concludes that acrolein is not associated with vapor intrusion from the sub-surface. Based on the results of SSV and IA sampling activities, H&H recommends implementation of vapor mitigation controls in the northern portion of Building 1 prior to occupancy. Vapor mitigation controls are not warranted for the southern portion of Building 1 (when isolated rom the northern portion of Building 1) or other buildings of the Site.
