Dear Mr. Ingalls: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received
and reviewed the Work Plan Soil Sampling Activities dated December 15, 2016. The work plan
is approved with the following additions as I discussed with Brett Lawrence of H&H on the
telephone.
• Drip line soil sampling will be advanced to a depth of 0.5 feet not 1.5 feet as written.
• Consider collecting a confirmation composite sample at 1 feet or 1.5 feet for laboratory
holding, if the initial sample exceeds standards. Be advised that this approval from the Brownfields Program does not waive any applicable
requirement to obtain any necessary permits, licenses, or certifications for the above listed
activities nor does it waive any requirement to comply with applicable law for such activities. If

1.0 Introduction
Hart & Hickman, PC (H&H) has prepared this Brownfields Assessment Work Plan for the former
Abernethy Lumber Brownfields Site located at E. Craighead Road and Philemon Avenue in
Charlotte, Mecklenburg County, North Carolina (Figure 1). The site is currently in the North
Carolina Department of Environmental Quality (DEQ) Brownfields Program (Brownfields Project
#18015-40-060). The subject site is comprised of one vacant industrial parcel and one residential
parcel that total approximately 9.4 acres. The Prospective Developer (PD) intends to amend the
Notice of Brownfields Property (NBP) to include three additional residential parcels (Mecklenburg
Co. Parcels: 09111203, 09111204, and 09111205) totaling approximately 0.5-acre in area. The
parcels that comprise the updated Brownfields site contained six residences built between the late
1920s and mid-1930s. Five of the six residences were razed between 2000 and 2015, and one
residence with an associated outbuilding remains in the northern portion of the site along Philemon

As requested by DEQ, H&H proposes to conduct shallow drip line soil sampling activities at the site
in the approximate area of former and current on-site residences to further characterize soil prior to
redevelopment. The assessment activities will be conducted in general accordance with the methods
stated in the DEQ Inactive Hazardous Sites Branch (IHSB) Guidance documents. Details
concerning these activities are provided below.
2.0 Soil Sampling
Drip Line Soil Sampling
H&H proposes to advance shallow soil borings beneath the approximated drip lines associated with
the current/former residences located on the Brownfields property and three additional parcels to
characterize soil prior to redevelopment. The purpose of the assessment is to determine if lead based
paint from the buildings has potentially impacted soils located near the structures. The soil borings
will be advanced to a depth of 1.5 ft below the ground surface on each side of the current/former
residences using a decontaminated hand auger. H&H will observe the soils for visual evidence of
paint chips. At each residence location, one composite soil sample from the drip line (six composite
soil samples total [DL-1 to DL-6]) will be submitted to the laboratory for analysis of lead by EPA
Method 6010. Proposed drip line soil sample locations are depicted on Figure 2.
IDW Management
Investigation derived waste (IDW) soil cuttings will be placed back into the soil boring at each
location. If significant impacts are suspected in the soil cuttings based on field screening, those soils
will be placed into a sealed container for waste profiling and proper disposal.
Reporting
Following completion of the sampling and receipt of analytical data, H&H will prepare a letter
report. The report will include the methods and results of soil sampling activities, a comparison of
