AECOM Technical Services of North Carolina, Inc., (AECOM) has completed the limited soil
assessment conducted on the proposed E. Front Street Extension right-of-way. The work was
performed in accordance with the Technical and Cost proposal dated August 16, 2012. Activities
associated with this assessment consisted of collecting soil samples for laboratory analysis and
classifying the soils. The purpose of this report is to document the field activities and present the
findings.
Location and Description
The project consists of the extension of E. Front Street from its current easternmost terminus at
Mill Street to Old NC Highway 42 East (NCDOT TIP # U-3605) in Clayton, North Carolina.
A hydrocarbon release from the former Leeway Service Center 10141 US Business 70 West was
noted during the project records search. Environmental reports prepared by East Coast
Environmental, PA (ECE) indicate the release may have impacted the soil and groundwater in
the immediate project vicinity. AECOM conducted a limited soil assessment to identify potential
hydrocarbons that may impact the construction process and to protect worker safety. Based on
the depth of anticipated cut sections, no groundwater should be encountered during road
construction. As such, no groundwater sampling was conducted.
Assessment Activities
AECOM conducted the limited soil assessment on August 21, 2012. Five boreholes
approximately 100 feet apart were advanced at locations indicated by the ECE reports as likely
points where environmental impact may intersect with the proposed E. Front Street Extension
right-of-way.
The borings were advanced by Froehling & Robertson (F&R) with a conventional rotary drill rig
mounted on an ATV. The rig was operated by a drill crew that has OSHA 40-Hr. Health &
Safety Training, and the driller was a NC Certified Well Driller. The borings were performed
using hollow stem augers for borehole stabilization. Standard Penetration Test (SPT) sampling

was performed continuously from the ground surface to boring termination. The borings were
advanced to a depth of 10 feet below ground surface. Construction plans indicate that cut
sections through this area will be less than five feet. Upon completion of drilling, the boring was
backfilled with bentonite chips to above the groundwater table encountered at about 9.5 feet
below ground surface and with soil cuttings above that depth. At the completion of field work, a
geotechnical engineer from F&R visually classified the soil samples in accordance with the
AASHTO soil classification system and prepared a Boring Log for each test boring (Attachment
1). Figure 1 shows the approximate borehole locations.

from AECOM was on-site to
observe the drilling activities and
obtain soil samples for field
screening and analytical testing.
Each soil sample was field
screened, consisting of placing
the soil sample into a resealable
plastic bag and allowing organic
vapors to volatilize into the
headspace. The headspace was
measured with a flame-ionization
and photo ionization detector
(FID/PID). The depths of the
submitted soil samples were
field-determined based on the
field screening results, visual
observations, and depth to
groundwater. Soil samples were
submitted to SGS Analytical, a
North Carolina-certified
laboratory and analyzed for diesel
range organics (DRO) and
gasoline range organics (GRO).
The geotechnical reports indicate underlying soils are predominately a mixture of sandy clays
and clayey sands. Groundwater was encountered in one borehole (L3800L) at a depth of
approximately 9.5 feet below ground surface.
The analytical results (Table 1) indicate that no diesel range or gasoline range organics were
detected in any of the five submitted samples. The laboratory analytical reports are presented in
Attachment 2 of this report.

Conclusions
On August 21, 2012, AECOM collected soil samples from the proposed E. Front Street
Extension right-of-way in Clayton, Johnston County, North Carolina. As part of the assessment,
five soil samples were collected from the proposed right-of-way. Sample depths ranged from
two feet to eight feet below ground surface. The analytical results indicate that no diesel range or
gasoline range organics were detected in any of the samples.
Based on the analytical reports and field observations the soil in the assessment area to a depth of
8 feet below ground surface has not been impacted by the release from the former Leeway
Service Center. Although this assessment detected no hydrocarbons in the soil along the
proposed right-of-way, there is a possibility of hydrocarbon affected soil between the borings.
AECOM recommends that any contract for road construction contains language stating the
potential for contamination and that the contractor will be responsible for proper analysis and
disposal of any suspected contaminated soil and for providing applicable worker health and
safety protection.
