Dear Mr. Wolfe:

On March 24, 2014, the North Carolina Brownfields Program (NCBP) received notification
that Charlotte Area Transit System (CATS) would be working on the above referenced property
during the LYNX Blue Line Extension (BLE) project. As stated in the notification letter, the site
activities by CATS will be done in accordance with approved Environmental Management Plan
dated January 23, 2013. The scope of work is approved and meets the requirements of Land Use
Restriction Number 2 in the draft Notice of Brownfields Property.

Be advised that this approval from NCBP does not waive any applicable requirement to
obtain any necessary permits, licenses or certifications for the above listed activities nor does it
waive any requirement to comply with applicable law for such activities. If you have any questions
