Dear Mr. Wolfe:

On September 25, 2014, the North Carolina Brownfields Program (NCBP) received an
addendum for the Environmental Management Plan previous approved on January 28, 2014 for
the above referenced brownfields site. The document is was prepared after several discussions
and conference calls between DENR, City of Charlotte, and Hart & Hickman. The Addendum
addressed the requirements and recommendation by NCBP. The document is approved and
work may begin immediately.

Be advised that this approval from the Brownfields Program does not waive any applicable
requirement to obtain any necessary permits, licenses or certifications for the above listed
activities nor does it waive any requirement to comply with applicable law for such activities. If
