Scott Ball Senior Project Manager EXECUTIVE SUMMARY Workscope: Phase II Environmental Assessment Client: Carolina Truckworks LLC c/o Mr. Carl Howard 3500 Yonkers Road Raleigh, NC 27604 Contractor: Resolve Environmental Services, PLLC Project Information: Carolina Freightliner 3500 Yonkers Road Raleigh, North Carolina Wake County PIN: 1724247496 Property Acreage: 5.15 acres Resolve Project Manager: Laura Minor Work Scope: Resolve collected four soil samples (GP-2-6’, GP-3-6’, GP-4-1’ and GP-4-5’) and four ground water samples (GP-1 through GP-4) from temporary monitoring wells installed at the site. The samples were collected and submitted for laboratory analyses for volatile organic compounds by SW846 8260B. These locations were chosen to determine if the property has been affected from on-site activities. Findings Summary: Detectable and/or estimated concentrations of acetone, tetrachloroethylene, MEK and/or MIBK were reported in the soil samples collected at the site. However, none of the concentrations exceeded the North Carolina Department of Environmental Quality (NCDEQ’s) soil-to-ground water maximum contaminant concentrations (MCC’s). An estimated concentration of chloroform was reported in the ground water sample collected from GP-3. However, the concentration did not exceed NCDEQ’s ground water quality standard (GWQS). Concentrations of cis-1,2- dichloroethylene, tetrachloroethylene and trichloroethylene that exceeded the NCGWQS were reported in GP-4. A concentration of trans-1,2- dichloroethylene was also reported in GP-4; however, the concentration did not exceed the NCGWQS. No detectable concentrations of requested method constituents were reported in GP-1 or GP-2. Conclusions: Concentrations of volatile organic compounds indicative of a solvent release was detected in ground water sample, GP-4, collected at the site in an area where runoff from the parking lot reportedly drained. The concentrations of cis-1,2-dichloroethylene, tetrachloroethylene (also known as PERC) and trichloroethylene exceeded the applicable NC ground water quality standards; therefore, a ground water quality violation exists at the site. Recommendations: The property owner is responsible for reporting these findings to the NCDEQ. Upon review, the NCDEQ may or may not require additional assessment at the site. Based on the Report of Phase I Environmental Site Assessment dated February 19, 2016 completed by Environmental Hydrogeological Consultants, Inc. (EHC) and addressed to Carolina Truckworks LLC of Raleigh, NC and Mercedes Benz Financial Service USA LLC of Farmington Hills, MI, several recognized environmental conditions (RECs) were identified on the property. Namely, the two (2) on-site oil- water separators (OWS), the former underground storage tank basin (UST) and the area located on the southwest corner of the property which held runoff drainage from the parking lot. Based on this, Resolve proposed to conduct a Phase II ESA at the site in order to address these concerns by collecting soil and ground water samples. The Phase II ESA activities are detailed below. 2.0 Phase II Subsurface Activities Resolve personnel supervised the installation of four temporary monitoring wells at the subject site (GP-1, GP- 2, GP-3 and GP-4). The ground water screening points were installed into the water table utilizing Geoprobe ™ direct push techniques. The screening points were installed at the site in the inferred vicinity of the former UST(s) based on field observations (GP-1), adjacent to both on-site oil-water separators (GP-2/GP-2-6’ and GP-3/GP-3-6’) and in the runoff area near the southwest corner of the property (GP-4/GP-4-1’/GP-4-5’). The screening locations were chosen to determine if recognized environmental conditions specified in the Phase I ESA had affected the property. Soil samples were collected at depths ranging from 1 to 6 feet below grade level (BGL) using discrete sample macro-core tubing during advancement of GP-2 through GP-4. The four ground water sampling points were completed to depths ranging from 36 and 40 feet. Ground water samples were collected from clean, disposable polyurethane tubing inserted into the discrete sampler of each screening point. The samples were collected by Resolve personnel using clean, disposable nitrile gloves. The samples were placed directly into laboratory supplied glassware, placed on ice and transported to a NC certified for analyses of VOCs by SM 846 8260B. Subsequent to sample collection, each sampling point was properly abandoned. Boring logs for the temporary ground water sampling points are provided in Appendix A. 3.0 Soil Analytical Results Based upon the laboratory analytical report, detectable and/or estimated concentrations of acetone, tetrachloroethylene, MEK and/or MIBK were reported in the soil samples collected at the site. This report does not warrant against future operations or conditions, nor does it warrant against operations or conditions present of a type or at locations not investigated. Resolve has based its assessment upon prior site history through interviews, available records, and conditions and activities observable during a physical site inspection. This report is not intended to determine whether soil contamination or waste emplacement may exist at the site. Such determinations would require comprehensive subsurface exploration and additional sampling activities.
