HomeMy WebLinkAboutPhase II ESA Freightliner - Hart & Hickman 7-14-16 ATTORNEY-CLIENT PRIVILEGED Via E-mail July 14, 2016 Howard, Stallings, From, Hutson, Atkins, Angell & Davis, P.A. 5410 Trinity Rd., Suite 210 Raleigh, NC 27607 Attn: Mr. Nicholas Brown Re: Phase II Environmental Site Assessment Report Carolina Freightliner of Raleigh Site 3500 Yonkers Road Raleigh, NC 27604 H&H Project No. TPP.001 Dear Nick: Hart & Hickman, PC (H&H) is pleased to provide this Phase II Environmental Site Assessment Report for the Carolina Freightliner of Raleigh site (the Site) at 3500 Yonkers Road in Raleigh, North Carolina (Figure 1). The general site layout that illustrates current and historic uses and locations of potential contaminant source areas such as the former paint spray booth, current wash rack, floor drains, etc., is presented on Figure 2. The completed scope of work was based upon our meeting on June 2, 2016 and our review of the historical documents. Tri-Point Properties, LLC is selling the Site to Carolina Freightliner of Raleigh, LLC. As part of that transaction a Phase I Environmental Site Assessment (ESA) and a limited Phase II ESA were completed by others in February and May 2016, respectively. Results of the Phase II ESA indicated that groundwater at one location (GP-4) contained tetrachloroethylene (PCE), trichloroethylene (TCE) and cis-1,2-dichloroethylene (1,2-DCE) at concentrations above their applicable North Carolina groundwater standards (2L Standards). Based upon this information, it was agreed in our meeting that additional limited soil and groundwater assessment should be conducted to aid in determining the source and extent of the contamination. This letter report outlines the work completed and the results of this assessment. Phase II ESA Field Activities Based upon the historical information, the results of the April 2016 Phase II ESA, and our discussions regarding specific site use, the following additional assessment activities were completed on June 20 – 22, 2016:  On June 20, 2016 a private utility locator marked underground utilities in the areas of the proposed borings. Additionally, 811 was called so the major utility companies could mark their utilities in the area.  On June 21, 2016 an H&H field staff oversaw and directed Regional Probing (a North Carolina certified drilling contractor) to advance 5 soil borings to the water table at locations illustrated on Figure 3. The boring locations were selected to target potential source areas (paint booth {GP-7} and wash rack {GP-8}), the area between GP-4 and the building/potential source areas (GP-5 and GP-6), and upgradient of the building (GP-9) to aid in determining if contamination may be coming from an offsite source. The borings were advanced using Direct Push Technology (DPT) which limits the amount of investigation derived waste, such as soil cuttings and water.  As the borings were advanced, the soil was screened in the field for obvious soil contamination using a photo-ionization detector (PID) plus visual and olfactory observations. The soil was also logged to determine the soil type and general moisture content. Boring logs are included in Appendix A. Mr. Nicholas Brown July 14, 2016 Page 3 S:\AAA-Master Projects\Tri-Point Land LLC - TPP\Carolina Freightliner of Raleigh\Report\Tri-Point Properties - Freightliner Raleigh Site Report.doc  Based upon field observations, two soil samples (0-1’ below land surface {bls} and 4-5’ bls) were collected from borings GP-7 and GP-8 and submitted to Test America Labs (a NC-Certified Laboratory) for analysis of Volatile Organic Compounds (VOCs) using EPA Method 8260. This analysis was used because it detects the previously identified VOCs. No other soil samples were collected for laboratory analysis because there were no field observations that indicated contamination in the other borings.  Soil cuttings generated from installation of borings GP-7 and GP-8 were containerized in a 55-gallon drum and staged onsite pending receipt of analytical data. Because no contamination was noted in the other borings, and because they were not located in potential source areas the soil from borings GP-5, GP-6 and GP-9 was spread on the unpaved ground at the rear of the facility. Upon receipt of the analytical data which indicated no detectable contamination in the drummed soil, it was spread onsite.  A one-inch diameter PVC temporary monitoring well with 10 feet of screen was installed in each boring to allow collection of a groundwater sample. Well construction details are provided on Table 1 and in Appendix A.  The wells were developed to remove suspended fine soil particles and to allow collection of representative samples by removing groundwater using a peristaltic pump. The purge water was containerized in DOT-approved 5-gallon buckets with lids and staged onsite for proper disposal after receipt of analytical data. Because the analytical data indicated the presence of contamination in the groundwater, the purge water will be disposed offsite at a properly permitted facility.  The wells were surveyed for relative elevations by H&H personnel and located laterally by taking measurements from permanent structures. The relative elevations are provided on Table 1. Prior to sampling, depth-to-water measurements were collected from each temporary well to aid in determining the generalized groundwater flow direction (Figure 4). Each well was purged and sampled using a peristaltic pump with new dedicated polyethylene tubing. The samples were placed into properly preserved, laboratory-provided 40 ml glass vials, placed in iced coolers and submitted to Test American Labs under standard chain-of-custody protocols.  On June 22, 2016, upon completion of fieldwork, the wells were abandoned in place by filling with grout and patched at land surface to match the surrounding area (asphalt or concrete). Results of Assessment The primary purpose of the Phase II Assessment was to determine if the VOCs detected in groundwater during the May 2016 Phase II was an anomaly, or if the site is indeed impacted as a result of historic site activities or as a result of an off-site source. This section provides a discussion of the results. The laboratory analytical data is included in Appendix B. A summary of the groundwater analytical data is provided on Table 2. Site Hydrogeological Findings Five boreholes were advanced to depths varying from approximately 27 ft bls to 32 ft bls. Based upon the data from these borings, the site is generally underlain with saprolitic soil consisting of silty clay and clayey silt coarsening downward to a sandy silt and silty sand. Depth to groundwater varies from approximately 24 ft bls at GP-9, located near Yonkers Road to approximately 30 ft bls at GP-7, located beneath the former paint spray booth. Groundwater flow direction is to the southwest toward Crabtree Creek (Figure 4). The lateral hydraulic gradient at the time of data collection was 0.022 ft/ft. Based upon slightly elevated PID readings, soil samples were collected at depths of 0-1 ft bls and 4-5 ft bls from borings GP-7 and GP-8, which were located at the former paint spray booth and current wash rack, respectively. None of the four samples submitted for laboratory analysis contained detectable concentrations of VOCs using EPA Method 8260. Groundwater Sampling Results The five temporary groundwater monitoring wells, designated GP-5 to GP-9, were sampled on June 22, 2016. The samples were submitted for analysis of VOCs using EPA Method 8260. A summary of the groundwater analytical data is presented in Table 2 and illustrated on Figure 5. PCE, TCE and 1,2-DCE were detected in all of the wells except GP-9, which was located in a hydraulically upgradient position near Yonkers Road. PCE was detected above its 2L Groundwater Standard in wells GP-5 through GP-8. TCE was detected above its 2L Standard in wells GP-6 through GP-8. 1,2-DCE was not detected above its 2L Standard in any of the wells. The groundwater analytical results were also compared to the current Division of Waste Management (DWM) Residential and Non-Residential Vapor Intrusion Screening Levels. Although both PCE and TCE exceeded their Residential Screening Levels at several wells, none of the samples exceeded the current Non-Residential Vapor Intrusion Screening Levels, which are applicable to the site. Mr. Nicholas Brown July 14, 2016 Page 6 S:\AAA-Master Projects\Tri-Point Land LLC - TPP\Carolina Freightliner of Raleigh\Report\Tri-Point Properties - Freightliner Raleigh Site Report.doc Discussion and Summary The VOC constituents detected in groundwater at the Site are chlorinated solvents, which were historically used by various industries for cleaning machinery, metal parts, dry cleaning of clothes, etc. PCE is considered the parent compound and it typically degrades over time to TCE and then to 1,2-DCE. However, many solvents used in the automobile industry used TCE as the primary constituent. The presence of relatively low concentrations of these CVOCs in groundwater at the site, and the lack of CVOCs in the upgradient well, suggests there has been a historic release or releases at the Site. The source of the release(s) has not been determined at this point and neither has the vertical or lateral extent of the associated groundwater plume. Additional assessment will be necessary to determine the source(s) and the extent of the impacts. Potential source areas include the floor drains, wash rack, former paint spray booth, former parts washer locations and possible small surface releases. Once these have been determined and the plume delineated, possible remedial action strategies can be evaluated and implemented. We appreciate the opportunity to assist with this project.
