1.0 Introduction
Hart & Hickman, PC (H&H) is presenting this work plan to conduct indoor air sampling
activities at the Fleming Laboratories building located at 2215 Thrift Road in Charlotte, North
Carolina. This site is a Ready for Reuse Brownfields site (#16041-12-060). In July 2016, H&H
conducted sub-slab vapor sampling activities at the site to further evaluate the potential for vapor
intrusion from groundwater impacts identified during assessment activities conducted in April
2016. The results the sub-slab vapor sampling indicated concentrations of chloroform, 1,1-
dichloroethane, 1,1-dichloroethylene, 1,2-dichloropropane, tetrachloroethylene (PCE), and
trichloroethylene (TCE) above their respective North Carolina Division of Waste Management
(DWM) Non-Residential Soil Gas Screening Levels (SGSLs). A summary of the sub-slab
sample analytical data is provided in Table 1. Based on the results of the sub-slab vapor
sampling, H&H proposes to conduct indoor air sampling at the facility to further evaluate the
vapor intrusion pathway. A description of the proposed indoor air sampling activities is provided
below.

2.0 Indoor Air Sampling
H&H proposes to collect five indoor air samples in the site building. One indoor air sample will
be collected in the office area; one indoor air sample will be collected in the packing room; and
three indoor air samples will be collected in the warehouse area. The approximate locations of
proposed indoor air samples are shown on Figure 1. The locations of the indoor air samples were
selected to include areas of the building with dedicated ventilation and/or HVAC systems in
order to provide representative results of the building. In addition to the indoor air samples,
H&H will also collect an outdoor background air sample. The location of the outdoor
background air sample will be selected the day of sampling as described below. The indoor air
sampling will be conducted in general accordance with the DWM Vapor Intrusion Guidance.
The indoor and background air samples will be collected with 6-liter Summa canisters. The
Summa canisters will be connected to an airflow regulator and a 3 ft long sampling cane. The
typical height of a Summa canister with an attached airflow regulator is approximately 2 ft above
grade and, with the additional 3-foot long sampling cane, the sample intake point is
approximately 5 ft above grade (typical breathing zone height).
Prior to sample collection, H&H will measure the wind direction and select an exterior
background location which is located upgradient of the site building. The location of the
background sample will be determined the day of the sampling based upon the wind direction.
The background location Summa canister will also be fitted with a regulator and sampling cane
so that the sample height is approximately 5 ft above ground level.
Following set-up of the background sample canister, the indoor and background sample valves
will be opened and the samples will be collected over an approximate 8-hour period. The
regulator will be pre-set to collect samples over the 8-hour period. As part of the sampling effort,
H&H will measure the air pressure differential between outside air and the interior sample
locations near the start, middle, and end of the 8-hour sampling period. The pressure

measurements will be made using a manometer sensitive to 0.01-inches water. In addition,
exterior wind speed, exterior wind direction, and indoor/outdoor temperature will be recorded
near the start, middle, and end of the sampling period. Precipitation will also be noted prior to
and during the sampling event.
Following sampling activities, the sample canisters will be shipped under standard chain-of-
custody procedures to a certified laboratory for analysis of select VOCs by EPA Method TO-15.
The VOCs included for analysis will be chloroform, 1,1-dichloroethane, 1,2-dichloroethane 1,1-
dichloroethylene, cis-1,2-dichloroethylene, trans-1,2-dichloroethylene, PCE, TCE, vinyl chloride,
1,2-dichloropropane, and carbon tetrachloride.
3.0 Report Preparation
After receipt of the analytical data, a vapor intrusion assessment report will be prepared for
submittal to the Brownfields Program. The report will include the methods of the sub-slab vapor
sampling and indoor air sampling, a map depicting the locations of the samples, a summary table
of data in comparison to screening levels, and conclusions and recommendations concerning our
activities. Please note that a sub-slab vapor sampling report will not be drafted as indicated in
the Sub-Slab Vapor Sampling Work Plan dated June 19, 2016. Instead, the details of the sub-
slab vapor sampling conducted in July 2016 will be included with the indoor air results in a
single report.
