Dear Carolyn:
1.0 Introduction
Hart & Hickman, PC (H&H) is providing this letter documenting groundwater assessment
activities at the Fleming Laboratories site (Brownfields # 16041-12-060) located at
2215 Thrift Road in Charlotte, North Carolina. A site map is included as Figure 1. The
groundwater assessment activities included the installation and sampling of two temporary
monitoring wells. The groundwater assessment activities were conducted in accordance with the
email work plan approved by the North Carolina Brownfields Program on April 8, 2016. The
purpose of the groundwater assessment activities was to evaluate current groundwater
concentrations below the site and the potential for vapor intrusion from identified groundwater
impacts. A summary of the groundwater assessment activities is included below.
2.0 Groundwater Assessment Activities
On April 22, 2016, H&H installed two temporary monitoring wells at the site. One monitoring
well was installed in the asphalt parking lot to the north of the building (TMW-1), and one
monitoring well was installed in the gravel parking lot to the south of the building (TMW-2).

The locations of the temporary monitoring wells are shown on Figure 2, and the data are
provided in Table 1. Site topography suggests that groundwater flow at the site should generally
be to the south. Therefore, TMW-1 is likely hydraulically upgradient of the building, and TMW-
2 is likely hydraulically downgradient of the building
The monitoring wells were installed using direct-push technology (DPT). Prior to monitoring
well installation, H&H received a Subsurface Investigation Permit (SIP) from Mecklenburg
County. During installation, the recovered soils were described for lithologic purposes and
screened for the presence of organic vapor using a photo-ionization detector (PID). The
temporary monitoring wells were constructed with 15 ft of 1-inch PVC slotted screen and
installed to a depth of approximately 30 ft. Filter sand was installed around the annular space of
the screen to approximately 2 ft above the top of the screen and a 2 ft bentonite seal was installed
above the filter sand. Well construction details are provided in Table 2. Boring logs and wells
construction diagrams are included in Appendix A.
Following installation, the temporary monitoring wells were developed using standard protocol
and sampled using low flow/low stress purging methods. During sampling, each monitoring
well was purged until readings of pH and specific conductivity stabilized and turbidity was
below 10 NTU. Following stabilization, groundwater samples were collected directly into
laboratory provided bottles for analysis of volatile organic compounds (VOCs) by
Environmental Protection Agency (EPA) Method 8260B.
Following sample collection, the monitoring wells were properly abandoned in accordance with
North Carolina guidelines. The monitoring well abandonment record provided by the well
installation contractor is provided in Appendix B. Following receipt of the well abandonment
record, H&H submitted the record to Mecklenburg County and closed the SIP.

3.0 Results
The laboratory analytical results of the groundwater sample collected from the temporary well
located downgradient of the building (TMW-2) indicated concentrations of tetrachloroethene
(PCE) (71 µg/L) and trichloroethene (TCE) (27 µg/L ) above their respective Division of Waste
Management (DWM) Non-Residential Groundwater Screening Levels (GWSLs) for vapor
intrusion of 48.4 µg/L and 4.35 µg/L. The PCE and TCE concentrations also exceed their
respective North Carolina Administrative Code (NCAC) 15A 2L Groundwater Standards
(2L Standards) of 0.7 µg/L and 3 µg/L. In addition, the groundwater sample collected from the
well upgradient of the building (TMW-1) also contained a concentration of PCE (6.9 µg/L) and
TCE (3.9 µg/L) above their 2L Standards, but below their GWSLs. The groundwater sample
collected from TMW-2 also contained 1,1-dichloroethane (7.3 µg/L), 1,2-dichloropropane
(2.5 µg/L), and carbon tetrachloride (1.1 µg/L) above their respective NCAC 2L Standards of
6 µg/L, 0.6 µg/L, and 0.3 µg/L, but below their GWSLs. The groundwater samples collected
from TMW-1 and TMW-2 also contained low concentrations of 1,1-dichloroethene, chloroform,
and/or cis-1,2-dichloroethene below 2L Groundwater Standards and GWSLs. No other VOCs
were detected in TMW-1 or TMW-2 above laboratory detection limits.
4.0 Summary and Conclusions
On April 22, 2016, H&H conducted groundwater assessment activities at the
Fleming Laboratories Brownfields site (Brownfields # 16041-12-060) located at
2215 Thrift Road in Charlotte, North Carolina. The groundwater assessment activities included
the installation and sampling of two temporary monitoring wells. TMW-1 was installed in the
asphalt parking lot to the north of the building, and TMW-2 was installed in the gravel parking
lot to the south of the building. Site topography suggests that groundwater flow at the site should
generally be to the south.

The analytical results of the groundwater sample collected from downgradient temporary
monitoring well TMW-2 indicate the presence of PCE (71 µg/L) and TCE (27 µg/L) above their
respective screening levels for vapor intrusion. The PCE and TCE concentrations also exceed
their respective 2L Groundwater Standards. The groundwater sample collected from upgradient
well TMW-1 contained PCE (6.9 µg/L) and TCE (3.9 µg/L) above their respective
2L Groundwater Standards, but below screening levels for vapor intrusion. The groundwater
sample collected from TMW-2 contained other VOCs above 2L Groundwater Standards, but
below screening levels for vapor intrusion.
Based on the concentrations of PCE and TCE in temporary monitoring well TMW-2, vapor
intrusion assessment for the site building may be warranted.
