Professional Service Industries, Inc. (PSI) is pleased to submit the following Soil Sampling
Summary Letter Report for the above-referenced site.
SITE HISTORY AND BACKGROUND
The subject property consists of two (2) contiguous taxable parcels of land, encompassing
approximately 3.66 acres of vacant land, and is referenced by Mecklenburg County Parcel
Identification Numbers (PIN) 12103103 and 12104120. Addresses associated with the subject
property include 2300 and 2316 South Boulevard respectively. The subject property currently
has no existing structures; however, there are remnants of demolished building foundations and
paved surfaces.
A Brownfields Agreement (BFA) was executed on July 8, 2011, Cherokee Southline, LLC, and
the North Carolina Department of Environment and Natural Resources (NCDENR) Brownfields
Program. The BFA addresses the subject property and thirteen (13) additional congruent
parcels of land to the subject property.
During a previous site assessment conducted at the subject property by Environmental Risk
Management (ERM) on October 17, 2006, levels of Total Chromium (36 parts per million (ppm))
were detected above regulatory limits in a soil sample (WS-SB-9) collected from the 2300 South
Boulevard parcel (former Welders Supply). Current regulatory standards require compliance
with established Inactive Hazardous Waste Branch (IHSB) Residential Soil Remediation Goals
(SRGs) for Total Chromium and Hexavalent Chromium. As such, current data in regard to the
speciated levels of chromium at the subject property are required.

In order to speciate the chromium present at the site, on October 18, 2012, PSI collected one
(1) soil sample on the subject property at 2-4 feet below the ground surface in the area where
chromium was detected above the IHSB SRGs in 2006. The soil sample was collected at
approximately the same location and depth of the original soil sample collected on October 17,
2006. The soil sample was analyzed for total chromium by Environmental Protection Agency
(EPA) Method 6010 and hexavalent chromium (chromium VI) by EPA Method 7196. The
concentration of chromium III was then determined by subtracting the concentration of
hexavalent chromium from total chromium. The approximate location of the soil sample is
depicted on Figure 1.
Quality Assurance/Quality Control Measures
All field decontamination procedures were performed in general accordance with the NCDENR
standard operating procedures (SOPs) for field activities. The hand auger equipment was
decontaminated using a solution of Alconox with alternate rinses of deionized water and
isopropyl alcohol. Single-use disposable gloves were used for each sampling point to prevent
cross-contamination.
Laboratory analytical procedures were performed by National Environmental Laboratory
Accreditation Conference (NELAC)-certified Con-Test Analytical Laboratory. Con-Test is located
in East Longmeadow, Massachusetts.
SOIL SAMPLING RESULTS
The laboratory analytical results for Soil Sample HC-1 indicated the presence of total chromium
at a concentration of 35 milligrams per kilogram (mg/kg), which is very similar to the levels
detected in WS-SB-9 (36 ppm) in 2006. This concentration does not exceed its IHSB
Residential SRG of 24,000 mg/kg. Hexavalent chromium was not detected above its laboratory
method detection limit (LMDL) of 0.36 mg/kg; however, the detection limit exceeds the ISHB
SRG of 0.29 mg/kg.
A copy of the laboratory analytical results is included as Attachment A.
CONCLUSIONS
Based on the results of the soil analysis, chromium III was not present at concentrations
exceeding its respective IHSB SRG. Hexavalent Chromium was not present in amounts
exceeding the method detection limit (0.36) achievable by the laboratory. Thus, PSI does not
believe the previously identified chromium in the vicinity of WS-SB-9 represents a concern or
needs to be included as an area of concern in the Proposed Camden Southline Multi-Family
Development Soil Management Plan dated October 23, 2012.
Elevated detection limits were provided by the lab due to color interference as described in a
letter prepared by Con-Test Analytical Laboratory and provided as an attachment to this letter.
Hexavalent chromium analysis (EPA Method 7196) is a color-based analysis. Per conversation

with Mr. Damboragian of Con-Test, lower detection limits for hexavalent chromium are not
achievable for the suspect soil at the subject site.
