Fiberglass Last Known Tank Contents Gasoline 1.4 Site Characteristics No known petroleum releases have occurred at the facility The property was formerly the Duke Power Pool Car Facility The facility was closed in 1990 and transferred to Crescent Resources LLC Crescent subsidiaiy of Duke Energy in 1992 and is currently vacant The pool cars were fueled at the facility from an 8000 gallon underground gasoline storage tank Duke Power consolidated the operation of pool car facilities in the late 1980s which resulted in the closing of the facility and temporaiy closing of the UST iii 1989 The current uses of adjacent and surroundings properties are commercial industrial and vacant lands Adjacent property to the north is interstate Highway 1-77 site location map showing the site and surrounding properties is presented on Figure Mecklenburg County is located within the timer Piedmont Belt of the Piedmont Physiographic Province of North Carolina Sites in this area are underlain by metamorphic and intrusive rocks consisting predominately of various forms of schist gneiss granite gabbros and diorites that near the ground surface have been weathered into distinctive residual soil known as saprolite The site soils from the tank excavation floor and side walls consist of texture similar to sandy loam and were light brownish yellow in color from the surface to depth of 20 feet below ground surface bgs Appendix Piedmont topography is characterized by gently rolling hills separated by small to moderately sized streams Surface water and groundwater drainage patterns within the Piedmont generally indicate the movement of water from topographic highs to topographic lows Piedmont hydrogeology is characterized by single water table flow system that includes the saprolite partially weathered rock and unweathered bedrock Recharge typically occurs in hill-top areas and discharge occurs in streams rivers and lakes It can be assumed for Piedmont areas that the surface topography approximates groundwater flow direction However due to the urbanized nature of the area surrounding the property it can be assumed the natural groundwater flow patterns have been altered Groundwater at the site is presumed to flow from the topographic highs in the south- southeast section of the property to the topographic lows at the north-northwest section of the property Groundwater was not encountered in the excavation at depth of 20 feet 2.0 UNDERGROUND STORAGE TANK CLOSURE PROCEDURES 2.1 Closure Preparations Preparations for tank closure included notification of the Charlotte City Fire Department by the tank removal contractor Crescent requested marking of all underground utilities in the excavation and adjacent areas which was completed by local utilities prior to excavation An initial measurement of residual petroleum product remaining in the tank was gauged with tank measuring stick by the tank removal contractor and the gauging indicated the tank was dry This was confirmed by visual observations once the tank was removed from the excavation 2.2 Soil Excavation Activities The excavation was accomplished using track hoe The concrete surface was first removed from the area to be excavated exposing the fill material surrounding the tank The fill material was excavated approximately four feet on each side and at the ends of the tank Care was taken to minimize damage to the tank during excavation In addition care was taken to minimize damage to piping systems Excavation continued until the subsurface native soils were exposed on the pit bottom and sidewalls The area surrounding the tank was filled with inch gravel from top to bottom Once the fill material was removed exposing the entire tank the tank was lifted from the excavation by the track hoe and placed on flat bed trailer for transport and disposal Certificate of UST Disposal Appendix Approximately 50 cubic yards cyd of gravel material was removed from the excavation The excavated gravel was clean with no staining odors or measurable readings on the photo ionization detector PID Water free product or bedrock were not encountered during the excavation process photographic log of excavation activities is included as Attachment The material placed back in the excavation consisted of excavated materials and approximately 50 cyd of clean soil obtained from the Martin Marietta Quarry Beatys Ford Road Charlotte NC The soils were compacted using the track hoe prior to placing final cover of crushed stone on the excavated area Field observations and measurements during excavation did not identify the presence of petroleum impacted soils 3.0 SITE INVESTIGATION 3.1 Field Screening Field Screening Field screening was conducted using Photovac Model 2020 Pro PID Prior to use the PID was calibrated using indoor air to set the zero gas to parts per million ppm The instrument was then calibrated against 100 ppm isobutylene calibration gas standard The instrument reading was 99.9 ppm and no calibration adjustments were made Sixteen PID measurements were made from the excavation including areas under the dispenser main product line and the tank The layout of the UST and associated appurtenances is shown on Figure In addition during initial excavation preparations measurement was also taken from the tank fill port to determine the presence of petroleum products PID readings during excavation ranged from 0.4 ppm to 8.5 ppm and the fill port measured 27.8 ppm Table Based on the relatively low PID readings less than 10 ppm the data suggests that petroleum products have not appreciably impacted the fill materials or the soils beneath the tank In addition the low P11 reading from the tank fill port suggested minimal residual product was remaining in the tank This was confirmed by physical measurements and observations once the tank was removed from the excavation Both physical measurements and visual observations indicated the tank the track hoe bucket were placed in oz amber colored glass jars leaving room for headspace and covered with tin foil rubber band was placed over the tin foil around the jar lip to seal the container The samples were allowed to equilibrate for approximately 10 minutes At the end of 10 minutes the headspace was analyzed for total volatile organic compounds by inserting the probe of the PID through the tin foil to make field measurements The highest PH reading observed was then recorded This process was completed for excavation field screening and initial screening of soil samples submitted to the laboratory for analysis 3.2 Soil Sampling Soil sampling locations are identified on Figure In accordance with Guidelines for Tank Removal North Carolina Underground Storage Tank Section four soil samples were collected three from the bottom of the tank footprint and one from below the dispenser Samples were not collected from the product lines or other piping systems because visual observations suggested leaks had not occurred from the piping system Table summarizes the sample locations sample IDs sample depths date and time P11 readings and analytical methods All samples 3/8/2005 935 27.8 NA NA The excavation pit was dry at the time of tank removal No groundwater samples were collected All soil samples were collected in pre-preserved sample containers provided by the laboratory All sampling equipment used was disposable eliminating the need for equipment decontamination between samplings Prior to sample collection sample containers were labeled with client sample ID sample location date time analyte and samplers initials New gloves were used and then discarded after each sampling Samples analyzed by EPA Method 503518260 were collected in triplicate pre-weighed VOA vials using disposable coring device to collect minimum grams of soil The soil sample was immediately transferred to the VOA vial tightly capped and swirled gently to expose the sample to the Sodium Bisulfate preservative second sample with Sodium Bisulfate preservative was collected in the same manner The third sample was preserved with methanol and collected in the same manner as the Sodium Bisulfate preserved samples fourth sample was collected for dry weight determination and for soil characterization One sample for MADEP VPH analysis was collected with an EnCore sampler the EnCore sampler was then labeled and placed in the sample bag provided with the EnCore sampler Duplicate samples for MADEP VPH were not collected sample was also collected for field screening with PID All samples with the exception of the PU sample were then immediately stored in cooler at 40 until delivered to the laboratory The Chainof Custody for each sample was completed and the process was repeated until all four samples were collected 3.3 Groundwater Sampling Groundwater samples from the excavation pit were not collected because the excavation was dry at the time of tank removal 3.4 Analytical Results and Discussion Analytical results are presented in Table Appendix and Appendix Four soil samples were analyzed using EPA Methods 5035/8260B and MADEP VPH method Results of the analysis indicate all samples were below the reporting limits for petroleum hydrocarbons gasoline However two samples contained acetone above the reporting limits 67 microgram per kilogram ugfKg Dl 78 ugfKg and one sample contained methyl ethyl ketone MEK T3 30 ug/Kg The laboratory reporting limit for acetone and MEK is 22 uglKg Laboratory QC results for these samples were below the reporting limits and not detected Acetone is known laboratory contaminant and even though it was not present in the lab QC samples does not necessarily rule out lab contamination MEK is an industrial solvent and is not associated with gasoline The fact that MEK was not detected in any of the other samples would suggest it presence is isolated Both compounds were compared to the Maximum Soil Contaminant Concentrations found in Table of Guidelines for Assessment and Corrective Action North Carolina Underground Storage Tank Section and both were significantly below the CharlotteNCwascompletedtimelyandsafemannerAllproductpipingsystemsdispenser piping and tank were free of leaks and/or cracks at the time of excavation The tank was void of liquid and the inside thy at the time of removal Visual observation of excavation pit soil conditions field PID screening of soils tank condition and laboratory results suggested release from the tank or piping system had not occurred prior to excavation However two compounds acetone and methyl ethyl ketone were detected at low concentrations in Iwo pit floor samples These concentrations were compared to the Table4 Maximum Soil Contaminant Concentrations found in Guidelines for Assessment and Corrective Action North Carolina Underground Storage Tank Section Residentjal/Jndusj-jal/Comjnercjal Maximum Soil Contaminant Concentrations and were significantly below the cleanup levels GeoSyntec concludes that no further action associated with tank closure is necessary and the tank closure should be made permanent with regulatomy concurrence based on the following findings The tank was intact at the time of excavation The tank was free of liquid There was no evidence of leakage Soils staining was not evident on the pit floor Sample results do not show indications of petroleum leak and Both acetone and MEK the only Iwo compounds detected were significantly below the residential/industriallcommercial cleanup
