Main Street Approximately 1,300' Northeast (Note 2) Complete and attach map as appropriate Type Rev. 06/05/02 ATTACHMENT TO RECEPTOR SURVEY FORM The former Elkins Chrysler Mitsubishi project site (Elkin) includes three buildings and paved parking areas at 905 East Jackie Robinson Drive in Durham, Durham County, North Carolina (Drawing 1). The site is also known with street address listings of 925 East Jackie Robinson Drive and 125 East-West Expressway (previous environmental reports list for the site list both 905 and 925 East Jackie Robinson Drive). The parcel is currently occupied by two commercial businesses, Thunder Shirt and Triangle Ecycling (Drawing 3). According to the Durham County Geographic Information Service (Durham County GIS), the 905 Jackie Robinson tract is assigned parcel identification number (PIN) 0821-12-95-0598, is owned by NR Van Alen Property Owner, LLC., and is 6.207 acres in size. Contaminants of Concern Soil and groundwater assessments conducted at the subject site have identified petroleum compounds, one chlorinated solvent (vinyl chloride), and formaldehyde at the site. Mid-Atlantic recently conducted limited environmental assessment activities (Mid- Atlantic’s Limited Phase II Environmental Site Assessment Report, dated August 17, 2015) at the site. Based on data from this assessment, it appeared that a release(s) from the on-site oil/water separator (Drawing 3) had adversely-impacted groundwater at that area of the site. Four petroleum-related compounds and one chlorinated compound (vinyl chloride) were detected in the groundwater sample collected from TMW-1 (Drawing 3) at concentrations exceeding their respective North Carolina Department of Environment and Natural Resources (NCDENR), Division of Waste Management (DWM), Residential Vapor Intrusion Groundwater Screening Level. A subsequent soil gas sampling event was conducted at the site northwest of TMW-1. Soil gas data was reported in a Soil Gas Sampling Letter Report prepared by Mid-Atlantic and dated October 14, 2015 which did not find evidence of a vapor intrusion concern associated with the release(s) from the on- site oil/water separator. Search distances used for the Receptor Survey Representatives of Mid-Atlantic visited the site on October 9, 2015 to complete the receptor survey. The area of inquiry for the receptor survey (RS) was established based on general guidelines of the Brownfields Program (see attached Brownfields Area Reconnaissance and Receptor Survey Guidance Form). Mid-Atlantic conducted a visual search for private wells, irrigation wells, monitoring wells, and places of public assembly including school, churches, and daycare facilities within a half-mile radius from the subject site. Prior to the site visit, GIS data for the stormwater systems, sewer systems, water systems, water bodies, and water-supply wells within a half-mile radius was accessed from the Durham County GIS and from a previous RS conducted by Mid-Atlantic dated July 15, 2008. The data was used to create preliminary maps that served as a tool during the reconnaissance visit to attempt to confirm that the online listings were accurate and to Attachment to Brownfields Receptor Survey Guidance Form October 16, 2015 Former Elkins Chrysler Mitsubishi Site, Durham, North Carolina Page 2 compare changes made to the site and surrounding properties since the previous 2008 RS. Notes listed on the Receptor Survey Form: Note 1: Mid-Atlantic investigated whether buildings within 500 feet have basements by checking to see if buildings had floors below ground level. Based on field observations during the October 9, 2015 site visit, it appears that the west adjacent Durham Bull Athletic Park (DBAP) has subsurface structures and the north adjacent Durham County Courthouse has subsurface structures. The office building on the west adjacent property and the mixed-use commercial and industrial buildings to the northeast likely have subsurface structures but field confirmation was not possible. The east adjacent site was recently razed and does not have structures. Additionally, the slab for the former car dealership on the east adjacent property was still present and did not appear to have subsurface structures. One bank, the Greater Piedmont Credit Union, is located south of the subject site within 500 feet and did not appear to have a basement or subsurface structures. Note 2: While no schools or daycare centers were observed within a 1,000-foot radius of the subject site, the DBAP on the western adjacent property often hosts school-aged children. Additionally, there is a church located approximately 550 feet south of the subject site that does not advertise day care services but may provide it. Two daycare centers were observed within a half-mile radius of the subject site: the First Presbyterian Church and Daycare located at 305 E. Main Street approximately 1,200 feet to the northeast, and the Scarborough Nursery School located at 309 N. Queen Street approximately 2,200 feet to the northeast. Eight churches were observed within a half- mile radius of the subject site with three of the churches within a 1,500-foot radius of the subject site: St. Mark Ame Zion Church located at 531 S. Roxboro Street approximately 550 feet to the south; First Presbyterian Church located at 305 E. Main Street approximately 1,200 feet to the northeast, and St. Phillip's Episcopal Church located at 403 E. Main Street approximately 1,300 feet to the northeast. Churches and daycare centers within a 1,500-foot radius of the subject site are shown on Drawing 2. Note 3: Public utility lines shown on Drawing 3 were obtained from site observations, GIS data from the Durham County GIS, and the previous 2008 RS. Mid-Atlantic personnel reported that the water and sewer lines provided by Durham County GIS and the previous 2008 RS appeared accurate based on observations during the site visit with the exception of the development of the north adjacent property. Since the 2008 RS, the north adjacent property has been developed with the Durham County Courthouse and Justice Center Parking Deck (Drawings 2 and 3) which have underground power connections and the Courthouse has underground sewer and water connections. Further information regarding each utility is provided below. Attachment to Brownfields Receptor Survey Guidance Form October 16, 2015 Former Elkins Chrysler Mitsubishi Site, Durham, North Carolina Page 3 Due to the size of the property and its central business district location, there are many natural gas, storm sewer, sanitary sewer, water line mains and buried telephone cables within the specified distances (reference maps for locations) and they are at various depths. Ranges are shown on Page 2 of the Brownfields Area Reconnaissance and Receptor Survey Guidance Form (“Potential Receptors” table). Storm sewers: Site observations and GIS data confirm that storm sewers are present on the subject site and are also present within 100 feet of the subject property. Surface drainage features were not observed within 100 feet of the subject property. Septic systems: Based upon the Durham County GIS data and field observations, it does not appear that septic systems are likely present within 500 feet of the subject property. Natural gas: Mid-Atlantic personnel observed evidence of natural gas meters and valves (Drawing 3) on October 9, 2015. Natural gas is provided to the City of Durham area by PSNC Energy who confirmed that natural gas services were available to the subject site and surrounding properties. Note 4: Based upon the Durham County GIS data and field observations, water transmission lines are located beneath the subject site running along the northwest, southern and eastern portions of the property (Drawing 3). Additionally, a fire hydrant and below-grade water meters are present at the subject property. Note 5: Electrical: Two pad-mount transformers were observed on the subject site during the October 9, 2015 site visit and approximate locations of the transformers are shown on Drawing 3. During the time of the site visit, electrical lines were marked at several locations at the site which corresponded with the Durham County GIS electric lines as shown on Drawing 3. Properties to the east and south of the subject site appear to be mainly serviced by overhead power lines while the properties to the north and west appear to be serviced by underground power lines. Note 6: The GIS spatial data layer “Public Water Supply Sources“, published by the Public Water Supply Section, N.C. Department of Environmental Health, NC DENR and dated November 18, 20091 does not show PWS or surface water intakes within a one-mile radius of the site. Mid-Atlantic also queried the NCDENR Source Water Assessment Program’s “SWAPinfo” mapping tool to identify public water supply wells, surface water intakes and wellhead protection areas (WHPA) which did not show the specified features within a one-mile radius of the site. Note 7: One private water-supply well was observed during the 2008 RS on the north adjacent property, across E. Dillard Street, at the location of the present-day Justice Center Parking Deck (Drawings 2 and 3). Attachment to Brownfields Receptor Survey Guidance Form October 16, 2015 Former Elkins Chrysler Mitsubishi Site, Durham, North Carolina Page 4 9, 2015 site visit and the redevelopment of the north adjacent property since the 2008 RS, it appears that the previously identified water supply well was removed. During this reconnaissance, Mid-Atlantic personnel looked for and did not identify well houses and water meters that might suggest the source for a domestic water supply within a half-mile radius of the subject site. Note 8: On-site Monitoring Wells: Based on review of previous environmental reports, at least four temporary groundwater monitoring wells have been installed over time at the subject site. Approximate locations of these wells are shown on Drawing 3 and are from the Limited Phase II Environmental Site Assessment Report conducted by Mid-Atlantic and dated August 17, 2015. Mid-Atlantic observed evidence of the former temporary monitoring wells during the October 9, 2015 site visit but did not observe evidence of permanent monitoring wells on the subject property. Off-site Monitoring Wells: Mid-Atlantic personnel performed a reconnaissance visit within a half-mile radius and looked for monitoring wells within a 1,500 foot radius of the subject site. The previous 2008 RS identified monitoring wells on the north and northeast adjacent properties; however, Mid-Atlantic did not observe evidence of these wells on these properties during the October 9, 2015 site visit. Note 9: Mid-Atlantic observed evidence of two surface water features located approximately 400 feet to the south and approximately 550 feet east of the subject site which are described below. An unnamed feature designated as a “stream” is located approximately 400 feet south of the site, according to the “HydroLine” GIS data layer purchased from Durham City/County GIS. This unnamed water feature is not shown on the USGS topographic map, but is shown on Drawing 2. Field Verification – The water feature originates at a drainage culvert approximately 6 feet in diameter on an undeveloped, private property south of the site. Standing water was present in the stream as viewed from the sidewalk in the right- of-way (approximately 20 to 30 feet distance from the standing water); however, due to heavy vegetation, Mid-Atlantic was unable to inspect the stream in greater detail. We suspect this stream is perennial due to its depth and its low-lying topographic location. A second unnamed stream feature in the “hydroLine” GIS data layer is located approximately 550 feet to the east (Drawing 2). The feature was also designated as a “stream” and is not shown on the USGS topographic map.
