The site is bound by Dillard Street to the north, Jackie Robinson Drive to the south, South Roxboro Road to the east, and South Mangum Street to the west in Durham, Durham County, North Carolina (Figures 1-3). The site, presently owned by E & L Realty, LLC, consists of a retail automobile dealership with an automotive service facility and is located in downtown Durham adjacent to the Durham Bulls baseball stadium. The site property encompasses approximately 6.2 acres, which presently includes two main buildings. 1.2 Purpose of Limited Site Assessment On June 10, 2002, Elkins Chrysler Plymouth contracted IMS to perform the excavation and removal of a 1,500 gallon waste oil underground storage tank (UST). IMS prepared an UST Closure Report along with soil analytical data and submitted the report on July 10, 2002 to the North Carolina Department of Environment and Natural Resources - Division of Waste Management -UST Section (DWM-UST Section). The DWM-UST Section issued a Notice of Regulatory Requirement (NORR) dated July 12, 2002 directing that a Phase I Limited Site Assessment (LSA) be prepared in accordance with risk based corrective action regulations outlined by North Carolina Administrative Code (NCAC) Title 15A, Subchapter 2L, .0115. The purpose of this Phase I LSA is to determine the appropriate risk classification of the site with respect to NCAC 15A, Subchapter 2L, .0115. 2.0 SITE HISTORY Elkins Chrysler Plymouth has occupied the property since 1969 and has operated as a retail automobile dealership since that date (Table 1 ). The 1,500 gallon waste oil UST was installed on May 11, 1987. On June 4, 2002, IMS submitted Notice of intent form GW/UST-3 to the DWM-UST Section. On June 6, 2002, Durham County issued the required permit for the removal of the UST. On June 10, 2002, IMS removed the UST and the associated piping. Surrounding soil in the UST excavation did not reflect indications of a release. However, hydrocarbon odors and photoionization detector (PID) 1 I I I I I I I I I I I I I I I I I I I monitoring reflected the presence of hydrocarbon constituents in the soils. A soil sample was collected from beneath the former UST piping (sample SS-1) and each end of the UST (SS-2 and SS-3). Soil analytical data and sample depths from the UST Closure Report are summarized on Table 2. In response to the NORR dated July 12, 2002, the property owners contracted IMS to conduct and complete a Phase I Limited Site Assessment (LSA). IMS installed one monitoring well (MW-1) in the source area to a depth of 30 ft below land surface. The monitoring well was installed on October 10, 2002. As directed by DWM-UST Section soil samples were collected every 5 ft and submitted to a North Carolina Division of Water Quality (NC DWQ) certified laboratory for analysis. Groundwater samples were collected from monitoring well MW-1 on October 15, 2002 and submitted to a NC DWQ certified laboratory for analysis. The analytical results are further discussed in Section 5. The boring log for monitoring well MW-1 is included as Attachment A. 3.0 RISK CHARACTERIZATION As part of the risk characterization, IMS conducted a Site Reconnaissance Survey (SRS) of the Elkins Property and the surrounding area on October 22, 2002. The information gathered during the SRS along with information obtained from other sources was used in completing the Limited Site Assessment Risk Classification and Land Use Form, which follows: Limited Site Assessment Risk Classification and Land Use Form Part I -Groundwater/Surface waterN apor Impacts High Risk 1. YES Explain. The property is a retail automobile dealership and service facility that has been in operation since 1969. 4. Do children visit the property? YES Explain. As part of the retail automobile dealership children may visit the property on a limited basis. The former UST area is off limits to unauthorized personnel and is surrounded by a chain link fence. 5. Is access to the property reliably restricted consistent with its use (e.g., by fences, security personnel or both)? YES Explain. The former UST area is surrounded by a chain link fence and security patrols the area after normal business hours. 6. Do pavement, buildings, or other structures cap the contaminated soil? YES Explain. The former UST area is capped by the existing asphalt parking pad. If yes, what mechanisms are in place or can be put into place to ensure that the contaminated soil will remain capped in the foreseeable future? Site development plans can be addressed. 7. What is the zoning status of the property? Industrial zoning status Obtained from Durham City/County Planning Department. 8. Is the use of the property likely to change in the next 20 years? NO Explain. The site is currently part of the downtown business district and is an established car dealership. 4 I I I I I I I I I I I I I I I I I I I Property Surrounding Source Area of Discharge or Release The questions below pertain to the area within 1500 feet of the source area of the discharge or release (excludes property containing source area of the release): 11. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? The distance from the source area of release to the nearest residence is approximately 1200 ft to the south west (Figure 2. refer to Section 3.1 for details). 12. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? Durham Bull Baseball field 1s located 400 ft west of the location of the former UST (Figure 2). 13. What is the zoning status of properties in the surrounding area? Mixed use industrial, commercial and residential. Durham Freeway 147 separates the site from the residential areas. 14. Briefly characterize the use and activities of the land in the surrounding area. The surrounding area consists of mixed industrial and commercial. Uses include retail automobile dealerships, the Durham Bulls Baseball Field and various commercial and retail buisness. 3.1 Receptor Information As previously stated, IMS conducted a SRS of the surrounding area. The SRS was accomplished by physically surveying the area and interviewing property occupants within a 1,500 ft radius of the source area ofrelease. The SRS did not identify any water supply wells within a 1,500 ft radius of the site. Public water is supplied to the area from the City of Durham. There are no planned or approved wellhead protection areas within 1,500 ft of the source area. Subsurface structures present on the site include underground utilities (Figure 3). Details of the surrounding properties are presented on Table 3. Surrounding land use is primarily industrial and commercial. The Durham Bulls Baseball Field is located 400 ft west of the site and is the closest location of public assembly (Figure 2). Forest Hill Heights Community is approximately 1200 ft to the southeast and is the location of the closest residence. The only surface water observed within 1,500 ft of the former UST is an unnamed creek approximately 1,500 feet south west of the site (Figure 1). 3.2 Source Control Currently free product has. not been detected during any of the subsurface investigations conducted at the site. As mentioned above, the UST at the site has been removed. 5 I I I I I I I I I I I I I I I I I I I 4.0 SITE GEOLOGY AND HYDROGEOLOGY 4.1 Regional Geology The City of Durham is located in the middle of Durham County. North Carolina occupies three major physiographic provinces: the Coastal Plain; the Piedmont; and the Blue Ridge. Durham County is located within the Piedmont physiographic province. The Piedmont province is bordered to the east by the Fall Line and on the west by the Blue Ridge scarp. The Piedmont occupies approximately 45 percent of the area of the state. Within the Piedmont, topographic elevations range from 300 to 600 feet above sea level along the eastern border and gradually rise to the west to approximately 1,500 feet above sea level at the base of the Blue Ridge scarp (Wilson, et al, 1980). The Piedmont is divisible into parallel geologic belts oriented in a northeast to southwest direction. These geologic belts are the Eastern slate belt, the Raleigh belt, the Triassic Basin, the Carolina slate belt, the Charlotte belt, the Kings Mountain belt, and the Inner Piedmont belt. Durham County is located within the Triassic Basin and a portion of the Eastern slate belt of the Piedmont province. In general, the underlying geology of Durham County is composed of a thick sequence of red to gray sedimentary rocks of Late Triassic age, known as the Triassic Basin. The Triassic Basin within Durham County consists of three general belts. These belts are, from east to west, a fanglomerate belt, a sandstone-mudstone belt, and a limestone-chert belt (Parker, 1979). The northern portion of Durham County is characterized as zones of gray-greenish gray to black felsic metavolcanic rock, intermediate metavolcanic rock and mafic metavolcanic rock (Brown et al, 1985). 4.2 Site Geology According to the Southwest Durham 7.5 minute topographic quadrangle map, the site lies at an approximate elevation of 350 ft above mean sea level (Figure 1). Relief in the immediate vicinity is gently rolling to flat. The Geologic Map of North Carolina by Brown et al, 1985 depicts the site within the Undivided Chatham Group of the Triassic Basin's sandstone-mudstone belt. The Undivided Chatham Group consists of sedimentary rocks comprised predominantly of red, buff, and dark gray micaceous sandstones, siltstones, mudstones, and claystones (Brown et al, 1985; Parker, 1979). A boring log from the site indicates that a structureless soil consisting of poorly sorted, brown to dark brown clayey sand to clay, and extends down to an approximate depth of 30 ft. This structureless soil maybe residium or fill material used in developing the site. The field boring log can be found as Attachment A. 6 I I I I I I I I I I I I I I I I I I I 4.3 Regional Hydrogeology The triassic and meta-argillitic bedrock serves as the primary aquifer systems in the region. Flat areas underlain with metavolcanics and argillite generally yield the greatest regional gallon per minute (gpm) quantity of water. Wells that utilize the bedrock aquifer tend to average in depth of 100 ft. Deeper wells in the region, with depths greater than 200 ft, generally have a poorer yield than shallower wells. The thickness of overlain weathered material plays a significant role in gpm yield. Yield from wells in argillitic- graywacke and metavolcanic units appear directly proportional to depth of weathering (Bain, 1966). 4.4 Site Hydrogeology During the monitoring well installation wet soil was encountered at a depth of approximately 15 ft below grade. Based on gauging data collected on October 15, 2001, static water levels were measured to approximately 13.68 ft below grade. 5.0 SAMPLING RESULTS Soil samples were analyzed following the July 2001 Guidelines for Assessment and Corrective Action. As described in Section 2.0, and directed by DWM-UST Section, IMS collected soil samples during the installation of monitoring well MW-1 every five feet (MW-1; SS-I through SS-6, Table 4, Figure 4 ). Soil samples collected for the LSA were analyzed by EPA 5035 sample preparation and 8260 with IPE & MTBE, MADEP VPH, EPA 8270, MADEP EPH, and EPA 3050 preparation (Chromium and Lead). The analytical data for the soil samples collected above the water table during the monitoring well installation reported no concentrations above the maximum soil contaminate concentrations for Soil to Groundwater or Residential levels, whichever are lower, as defined in Guidelines for Assessment and Corrective Action. The soil analytical report is attached as Attachment B. The analytical data for soil samples collected during the UST Closure Report showed SS- 1 concentrations of 83 mg/kg for VPH C9-C 10 Aromatics, 940 mg/kg for EPH C 11-C22 Aromatics, 1.2 mg/kg for Ethylbenzene, 5.1 mg/kg for Napthalene, 12 mg/kg for 1,2,4 Trimethylbenzene, and 8.3 mg/kg for total Xylenes, which exceed the Soil to Groundwater Concentrations. SS-2 showed concentrations of 78 mg/kg for VPH C9-C 10 Aromatics, 1,000 mg/kg for EPH Cl l-C22 Aromatics, 1.6 mg/kg for Ethylbenzene, 7.6 mg/kg for Napthalene, 14 mg/kg for 1,2,4 Trimethylbenzene, and 11 mg/kg for total Xylenes which exceed the Soil to Groundwater concentrations. The Soil to Groundwater Concentrations are: 34 mg/kg for VPH C9-C10 Aromatics, 206 mg/kg for EPH Cl 1-C22 Aromatics 0.24 mg/kg for Ethylbenzene, 0.58 mg/kg for Napthalene, 8 mg/kg for 1,2,4 Trimethylbenzene, and 5 mg/kg for total Xylenes. A summary the soil analytical data collected for the UST Closure Report is on Table 2. 7 I I I I I I I I I I I I I I I I I I I The groundwater sample collected from monitoring well MW-1 on October 15, 2002 was analyzed by Standard Method 621 OD, MADEP VPH, 625 with 10 largest peaks, MADEP EPH, and Metals 3030c (Chromium and Lead) and reported all concentrations below the gross contamination levels (GCLs) established by 15A NCAC 2L .0115 (Table 5). However, the concentration of lead was reported at 37 µg/l, above the groundwater standard of 15 µg/l established by NCAC 2L .0202. All other constituent concentrations were reported below NCAC 2L .0202 standards. Groundwater analytical data is presented in Table 5 and illustrated in Figure 5. The groundwater analytical report is attached as Attachment C. 6.0 CONCLUSIONS AND RECOMMENDATIONS Based on the information gathered during the preparation of this Phase I LSA and in accordance with the July 2001 Guidelines for Assessment and Corrective Action, IMS concludes that the risk classification of the site is 'Low Risk,' as defined by NCAC ISA Subchapter 2L .0115. Public water is supplied to all properties within a 1,500 ft radius of the source area. There are no active water supply wells used for drinking within a 1,500 ft of the source area. There are no surface water bodies within 1,000 feet of the source area. This site is not in a "Coastal Plain" setting with recharge to a deeper aquifer. There are no planned or approved well head protection areas within 1,500 ft of the site. According to the laboratory data collected during the LSA, the soil and groundwater were below established concentration levels, with the exception of lead reported at 37 µg/l, above the NCAC 2L .0202 groundwater concentration of 15 µg/1. The level of lead may be attributed to the natural occurrence of metals in the area. Qualifier Report Information ESC utilizes sample and result qualifiers as set forth by the EPA Contract Laboratory Program and as required by most certifying bodies including NELAC. In addition to the EPA qualifiers adopted by ESC, we have implemented ESC qualifiers to provide more information pertaining to our analytical results. Each qualifier is designated in the qualifier explanation as either EPA or ESC. Data qualifiers are intended to provide the ESC client with more detailed information concerning the potential bias of reported data. Because of the wide range of constituents and variety of matrices incorporated by most EPA methods, it is common for some compounds to fall outside of established ranges. These exceptions are evaluated and all reported data is valid and useable unless qualified as 'R' (Rejected). Definitions Accuracy -The relationship of the observed value of a known sample to the true value of a known sample. Represented by percent recovery and relevant to samples such as: control samples, matrix spike recoveries, surrogate recoveries, etc. Precision -The agreement between a set of samples or between duplicate samples. Relates to how close together the results are and is represented by Relative Percent Differrence. Surrogate -Organic compounds that are similar in chemical composition, extraction, and chromotography to analytes of interest. The surrogates are used to determine the probable response of the group of analytes that are chem- ically related to the surrogate compound. Surrogates are added to the sample and carried through all stages of preparation and analyses. TIC -Tentatively Identified Compound: Compounds detected in samples that are not target compounds, internal standards, system monitoring compounds, or surrogates. Qualifier Report Information ESC utilizes sample and result qualifiers as set forth by the EPA Contract Laboratory Program and as required by most certifying bodies including NELAC. In addition to the EPA qualifiers adopted by ESC, we have implemented ESC qualifiers to provide more information pertaining to our analytical results. Each qualifier is designated in the qualifier explanation as either EPA or ESC. Data qualifiers are intended to provide the ESC client with more detailed information concerning the potential bias of reported data. Because of the wide range of constituents and variety of matrices incorporated by most EPA methods, it is common for some compounds to fall outside of established ranges. These exceptions are evaluated and all reported data is valid and useable unless qualified as 'R' (Rejected). Definitions Accuracy -The relationship of the observed value of a known sample to the true value of a known sample. Represented by percent recovery and relevant to samples such as: control samples, matrix spike recoveries, surrogate recoveries, etc. Precision -The agreement between a set of samples or between duplicate samples. Relates to how close together the results are and is represented by Relative Percent Differrence. Surrogate -Organic compounds that are similar in chemical composition, extraction, and chromotography to analytes of interest. The surrogates are used to determine the probable response of the group of analytes that are chem- ically related to the surrogate compound. Surrogates are added to the sample and carried through all stages of preparation and analyses. TIC -Tentatively Identified Compound: Compounds detected in samples that are not target compounds, internal standards, system monitoring compounds, or surrogates.
