BISER Secretary MICHAEL SCOTT Director NORTH CAROLINA Environmental Quality May 1, 2024 Sent Via E-mail Mr. Mark Good Seneca Place partners, LLC c/o New Forum 9224 Kings Parade Boulevard, Suite 2101 Charlotte, NC 28273 mgood@newforum.net Subject: Indoor Air and Sub -Slab Vapor Sampling Report Suite H Seneca Place Shopping Center Charlotte, Mecklenburg Name County Brownfields Project No. 18045-14-060 Dear Mr. Good: The North Carolina Department of Environmental Quality (DEQ) Brownfields Redevelopment Section (BRS) has received and reviewed the Indoor Air and Sub -Slab Vapor Sampling Report for Suite H dated November 15, 2021 (Report) for the above referenced Brownfields Property. The Report summarizes the work performed in accordance with the approved Vapor Sampling Work Plan Revision 2.0 (Work Plan) dated August 6, 2020. The Work Plan was prepared as required by the Environmental Management Plan dated July 9, 2020. The work was to be performed to evaluate if construction/upfit activities, specifically the cutting of the slab to install utilities, created a preferential pathway that allowed sub -slab vapors into the indoor air space of the building. Review of the Report indicates that the work performed was in general accordance with the approved Work Plan. BRS reviewed the analytical data provided in the Report for soil gas as well as sub -slab vapor sampling and evaluated the data using the DEQ Risk Calculator. Notably, three compounds appeared to be contributing factors to the cumulative risk. While the Report indicates these are from chemicals stored on the property, the data provided did not document or demonstrate this sufficiently. Therefore, sub -slab and indoor air samples at locations 1 and 3 from Suite H be recollected and analyzed in accordance with methodologies outlined in the approved Vapor Sampling Work Plan Revision 2.0 (Work Plan) dated August 6, 2020. Please ensure that prior to sampling all chemicals stored on -site are thoroughly documented and, to the extent possible, removed prior to sampling.
