BISER Secretary MICHAEL SCOTT Director Sent Via E-mail Mr. Mark Good Seneca Place partners, LLC c/o New Forum NORTH CAROLINA Environmental Quality April 30, 2024 9224 Kings Parade Boulevard, Suite 2101 Charlotte, NC 28273 mgood@newforum.net Subject: Indoor Air and Sub -Slab Vapor Sampling Report, Suite L Seneca Place Shopping Center Brownfields Property Charlotte, Mecklenburg Name County Brownfields Project No. 18045-14-060 Dear Mr. Good: The North Carolina Department of Environmental Quality (DEQ) Brownfields Redevelopment Section (BRS) has received and reviewed the Indoor Air and Sub -Slab Vapor Sampling Report dated March 10, 2022 (Report) for the above referenced Brownfields Property. The Report summarizes the work performed in accordance with the approved Vapor Sampling Work Plan Revision 2.0 (Work Plan) dated August 6, 2020. The Work Plan was prepared as required by the Environmental Management Plan dated July 9, 2020. The work was to be performed to evaluate if construction/upfit activities, specifically the cutting of the slab to install utilities, created a preferential pathway that allowed sub -slab vapors into the indoor air space of the building. Review of the Report indicates that the work performed was in general accordance with the approved Work Plan. BRS reviewed the analytical data provided in the Report for soil gas as well as sub -slab vapor sampling and evaluated the data using the DEQ Risk Calculator. The results of this evaluation were below the DEQ thresholds for non-residential use, with the exception of isopropanol as a significantly contributing factor. If we exclude isopropanol, the DEQ threshold for non-residential use are met. DEQ Brownfields concurs with the above referenced report that this compound is likely related to building materials which are not regulated by DEQ Brownfields. The BRS concurs that the data submitted satisfies the requirements of the sampling outlined in the EMP, subsequent Work Plan, and therefore, Land Use Restriction 5 of the Notice of Brownfields Property (NBP). No additional assessment of indoor air or sub -slab soil vapors pertaining to this construction/upfit event for this unit are required at this time.
