WSP USA Environment & Infrastructure Inc. (WSP) is pleased to submit this Surface Water Sampling and Analysis
Report for the above-referenced property in Charlotte, North Carolina. Included in this report is an outline of our
understanding of the project background, description of the sampling activities and results.
Project Background
U.S. Airways, Inc. (U.S. Airways) previously operated an aircraft jet fuel defueling/refueling system at the former
U.S. Airways Maintenance Hangar located at 5020 Hangar Road in Charlotte, North Carolina. The site is located in
the southwest portion of the Charlotte/Douglas International Airport property (Tax Parcel ID 115-211-05).
American Airlines (formerly U.S. Airways) currently leases the maintenance hangar facility from the City of
Charlotte and performs aircraft maintenance at the property. A 1995 release of petroleum occurred at the hangar
location. In December 2018, CLT personnel observed evidence of petroleum seepage from the bank of Coffey
Creek approximately 800 feet north of contaminant source area (Figure 1).
In email correspondence, dated May 13, 2021, Mr. James McDorman informed WSP personnel that Mr. Wes Bell
of the North Carolina Department of Environmental Quality (NCDEQ), Division of Water Resources (DWR)
requested performance of quarterly surface water sampling and analysis of Coffey Creek to assess whether
dissolved petroleum hydrocarbons are present in the stream.
Surface Water Sampling and Analysis
On December 11, 2023, WSP personnel collected one surface water sample (SW-1) from Coffey Creek. The sample
was collected using a stainless-steel cup attached to a stainless-steel rod. This device allows for the water sample
to be dipped from near the center of the stream by the sampler. The sampling cup was decontaminated prior to
use by rinsing with isopropyl alcohol, followed by distilled water.

Sample SW-1 was collected approximately 20 feet downstream of the last petroleum absorbent boom. The
location is shown on Figure 1. The collected sample was poured into laboratory-provided containers with
appropriate preservatives. The sample containers were placed in an ice-filled sample cooler and delivered to
Waypoint Analytical, LLC (Waypoint) in Charlotte, North Carolina for analysis. The sample was maintained under
chain-of-custody protocol. The laboratory analyzed the surface water sample for volatile organic compounds
(VOCs) by EPA Method 6200B including MTBE and semi-volatile organic compounds (SVOCs) by EPA Method
625.1.
Results
The results of the analyses of sample SW-1 identified detectable concentrations of benzoic acid, benzyl alcohol,
acetone, and methyl-ethyl-ketone (MEK). Benzoic acid was identified in the water sample at a concentration of
11.0 µg/L. Benzoic acid is typically not associated with jet fuel. This concentration of benzoic acid did not exceed
the NCAC “2B” Standard of 9000 µg/L (Class C: Aquatic Life & Secondary Recreation). Benzyl alcohol was identified
in the water sample at a concentration of 9.7 µg/L. Benzyl alcohol is also not typically associated with jet fuel, but
can be used as an effective thermal stabilizer for jet fuels when combined with ethanol. This concentration of
benzyl alcohol did not exceed the NCAC “2B” Standard of 500 µg/L (Class C: Aquatic Life & Secondary Recreation).
Acetone and MEK have been discovered to be common laboratory artifacts. It is WSP’s opinion that the presence
of benzoic acid, benzyl alcohol, acetone, and MEK is likely unrelated to the contaminants (i.e., jet fuel) known to be
present at the subject property. The laboratory report is attached. The next surface water sampling event is
planned for March 2024.

The above referenced project has been analyzed per your instructions. The analyses were performed in
accordance with the applicable analytical method.
The analytical data has been validated using standard quality control measures performed as required by the analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all
parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136 Method Update Rule May 2021) unless otherwise indicated. Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of
sampling. Usually, but not always, any field parameter analyzed at the laboratory is outside of this holding time. Refer to sample analysis time for confirmation of holding time compliance.
The results are shown on the attached Report of Analysis(s). Results for solid matrices are reported on an as-
